Observations from BOA Meeting of 2/22/2022

| was excited to attend the BOA meeting on the above date, however as soon as J walked in, the drama had already
begun.

Laurie Ortolano was in discussions with BOA President Wilshire about seating. | walked up to them asking about chairs
that Laurie and | were planning on sitting in as we had done numerous times before. When I looked into the hall to my
right, BOA President Wilshire said, “Don’t do it!” | was surprised by this. She then said to Laurie that the table and
chairs in the back of the room were reserved for the press as they had been for the past 10 years. | offered proof that
was not the case.

The table in question against the back wall now had three “Reserved” signs on the front and NO chairs. In the past,
there were 2 cushioned chairs like the ones the Aldermen sit in.

Laurie believed that Kim Kleiner had removed the chairs so she could not sit there.

1 have sat in those chairs numerous times since the benches are so uncomfortable (for the public in attendance) and had
done so WITH Alderman Michael O’Brien. When | attended the committee meeting for the Police Commission,
Alderman O’Brien was already sitting there and | asked to join him which he gladly invited me to do. | have known
“Mike” for well over 20 years and always thought of him as a friend.

lam shocked at the ongoing contentious and vindictive behavior from Ms. Kleiner towards Laurie. Given Ms. Kleiner's
civic involvement and Director status within City Hall, it is even more troubling.

The press has not sat in those chairs for years. When Dot Nice sat there for years, she handed out the agenda and
signed residents up to speak. Now, the Union Leader or Telegraph personnel usually sit in the booths.

The Booths:

Before the renovation of the Aldermanic Chamber, there were cushions on the benches. Now, there are none and the
“new” design is horrible. My entire body was sore for several days after sitting in them for a 3 % hour meeting despite

standing regularly.

| am requesting that cushions be returned to the benches for the public. This may in fact be a topic for review of the
American with Disabilities Act as those with medical issues such as arthritis can not attend and sit in them for any length

of time.

Right to Know Act and being Lied to from Staff at Nashua City Hall:

| sent an email to Tim Cummings with specific questions about the Downtown Improvement Committee. The first three
emails were ignored. The fourth was replied to in a curt, disrespectful and untruthful manner. | expounded on this at
the BOA meeting of 2/22/2022. Tim Cummings stated “t have no such record”. | find this unacceptable as he was
present at these meetings but can not direct me to the notes nor tell me when / where the meetings were held. Do |
really have to take the City of Nashua to court or hold Tim Cummings accountable by requesting he pay a personal fine
of up to $2,000.00?? Does anyone think that ANY resident has the time and funds to do this for a simple question?

When | located minutes for two meetings of the Downtown Improvement Committee on the City of Nashua website,
they were blank.

Other Aldermanic behavior:

Many Aldermen voiced their concern about Ms. Kleiner's false accusations towards Mrs. Ortolano. | applaud their call
for both a written and verbal apology to Laurie Ortolano from Ms. Kleiner after the Nashua Police Investigation revealed
it to be without merit.

I do hope the live, verbal apology is in the same venue, a broadcast BOA meeting and reported by the press.

Two Aldermen also made comments about me that night as well: Alderman Clemons saying that he believed Mr.
Cummings would not “intentionally” withhold information about the Downtown Improvement Committee, which he
clearly did. And secondly, Alderman Lopez saying that | “chased City Councel out of the chamber” and that he did not
want to speak with me.

Perhaps Alderman Lopez should look up the definition of “chased” as | got up from my seat and did proceed into the hall
to speak to a man | have known for decades with a question. Due to a family tragedy, he, Attorney Bolton, was not able
to speak with me. However, he did call me two days later to apologize and ask what | needed.

No other time in my recent memory has the City of Nashua been so divisive and shown such contempt and disrespect
towards its residents. It has caused incumbents to leave office and broken down productive discussion. It has become a
sneaky, back-stabbing, foul-smelling entity.

No Nashua resident, should not have to file a “Right to Know” motion and lawsuit to get information that is supposed to
be made public by law. Public servants can NOT break any law based upon who is requesting it or because they just
don’t want to.

My official requests stands:

¢ Tim Cummings provide me with all requests in my emails.

® Mayor Donchess and the BOA hold Mr. Cummings accountable to both Right to Know Law and perhaps provide
remedial training to Mr. Cummings on how to reply and communicate / interact with the residents of Nashua.

® Communicate with me within 5 business days on the status of all my requests so | do not have to bring this
before the Court.

commutes down Main St. everyday, Its infuriating to have to account for an additional 15 -20 minutes just to drive by
empty tables In the road that NO ONE is sitting at. For everyone on the board whe thinks the barriers are benefiting our
community, | invite you to come sit in our business, and look the elderly into the eye who have had their handicap
parking spots taken away from them.

During day shopping, customers wish to park as close to the small shops in which they
purchase goods. Eliminating parking has an

It also creates a bottleneck for my commute in the morning and in the evening. It is
frustrating for local employees, and loyal

customers to have all this congestion with only two lanes of continuous traffic. Downtown
roads have commercial trucks and freight

companies like UPS, FedEx, Amazon, USPS, etc needing temporary parking on Main St for
deliveries. Thus travel down Main St becomes

difficult. Those unfamiliar with Nashua who have medical appointments become more anxious
for arriving on time. I continue to

enjoy the outdoor dining of the restaurants on the sidewalk. I am for having the tables
and chairs in front of the boundaries of

the restaurant. I am AGAINST the extended outdoor dining which places tables and chairs
in the parking areas. It crowds out our

customers who are patronizing the many downtown businesses. An active and vibrant
downtown is what is desired. We want all local

businesses to succeed. Restaurants are not the only businesses downtown. The rest of the
us deserve a chance too.

Dear BOA,

| do not support the barriers in downtown. It bogs down traffic and makes the city look “trashy”. | grew up and Nashua
and it saddens me to see downtown look like large inner city ghettos.

| feel that this is something that should not be rushed through on a vote. it also hinders emergency services from getting
to their destination in a timely manner. Please reconsider the decision of putting the barriers downtown.

While I supported the barriers in 2020 and 2021, they should not return in 2022. The restrictions on restaurants
are no longer in place. The increased traffic and reduced parking are hurting the non-restaurant businesses in
downtown.

I live in the north end and go to the post office several times a week. The barriers are a problem.

Re: Downtown Nashua’s Jersey Barriers

| write this letter as a 4-generation downtown business owner located one block from Main Street in
Nashua. Our business has been at the same location since June 1, 1928. My family and our business
have been longtime supporters and members of the Downtown Nashua Association and The Greater
Nashua Chamber of Commerce. Recently, | was informed that the Board of Alderman is considering
extending the use of Jersey barriers on Main Street downtown for another year. | write this letter
because my schedule does not allow me to appear in person at the upcoming hearing regarding this
matter.

First let me state, | appreciate the many hours people volunteer their time to bring vitality back to the
downtown area. | and my family all enjoy the many restaurants and shops on Main Street frequently.
As a business owner however, sending my employees out for deliveries or to the bank has been less
than enjoyable as the traffic flow has been slower since the Jersey barriers were implemented. Luckily
snowstorms have been minimal since the Jersey barriers were set up, but driving down Main St, with a
UPS or FED EX or another type of large delivery vehicle double parked...just affects the flow of traffic
even more. This has definitely cost our business and many other “non-restaurant businesses” lots of
inconveniences, time and money.

During the Pandemic, | supported the installation of the Jersey barriers to provide all downtown
restaurants the opportunity for more outdoor seating. With masks mandates recently lifted and
knowing what we know about Covid at this time, there is no reason why all restaurants can’t return to
serving their customers inside their restaurants and on their sidewalks. For this reason, | do not support
the extension of keeping the Jersey barriers in the downtown area.
