Pursuant to NRO § 5-74 (B), which states that a contract that extends from the current fiscal year into:
succeeding fiscal year(s) in which no funds have been appropriated nor otherwise designated for this
purpose shall be approved by the full Board of Aldermen before the contract shall become binding on the
City.

Pursuant to NRO § 5-90 (E) which states that approval by the Finance Committee of a contract award in
excess Of $1,000,000 shall be submitted to the full Board of Aldermen at its next regularly scheduled
meeting for final approval prior to award of the contract, please consider the following.

The Finance Committee approved the purchase of the below referenced contract at their March 2, 2016
meeting. | am requesting the concurrence and approval of the full Board of Aldermen for the award of the

Clarification to Nashua Board of Aldermen
R-16-007: Relative to FY 2016 and FY 2017 Climate and Health Adaptation Plan (CHAP)

Grant Title: Building Resilience against Climate Effects & Severe Weather

Purpose of Grant Initiative
To develop a Climate and Health Adaptation Plan for the Greater Nashua Public Health Region and

implement an evidenced-based intervention to address a top-priority health impact/burden related to
weather/climate vulnerability aimed at improving public health at the population level. We intend to
enter into subcontract with the Nashua Regional Planning Commission for this project.

Final Product/Result
*« Climate Change and Adaptation Plan for the Greater Nashua Public Health Region
o Identification of top 3-5 health impacts related to weather vulnerability/climate change
within the region
° Identification of an evidence-based intervention to implement at the community level designed to
address the chosen priority health impact/burden identified in the planning phase
e Implement the chose evidence-based intervention
o Track progress and measure outcomes

Eligibility Criteria

Only vendors currently funded by the DHHS to provide RPHN services in New Hampshire were eligible to

apply for these grant funds.

e “This criterion is applied in order to continue to implement NH DHHS’s goal of strengthening
capacity and coordination among public health system partners to deliver essential public health
services.” — NH DHHS

e DHHS intends to continue to use this eligibility criterion for any future funding available for public
health initiatives.

Funding Source

© 100% federal funds from the US Department of Health and Human Services, Centers for Disease Control and
Prevention.

e The Climate Change grant is the 3 amendment to the Regional Public Health Network Services
(RPHN) contract, which includes the Public Health Emergency Preparedness, Substance Misuse
Prevention, and Substance Use Disorder Continuum of Care programs.

e Pursuant to the General Provisions of the Regional Public Health Network Services contract (Paragraph 18)
the State may modify the scope of work and the payment schedule of the contract by written agreement of
the parties.

Benefit to Greater Nashua Public Health Region

The Greater Nashua Public Health Region would greatly benefit from the identification of priority
climate and health impacts/burdens and development a CHAP because the process itself would educate
and engage community partners and community members in discussion and education about the effects
of climate change on health and the interventions that may prove successful in mitigating the negative
effects. By implementing an evidence-based intervention designed to address one of the priority
impact/burden in order to improve public health at the population level, we are providing an
opportunity to effect system-level change to increase the overall health of the region. These activities
directly align with a number of the Essential Public Health Services. The strong relationships and
collaboration between PHAC partner organizations will provide a fertile environment from which we can
gather information about the effects of climate related impacts and plant the seeds that will lead to the
successful implementation of our chosen strategy.

Mr. Jim Tollner, Police Commissioner, Nashua Police Department

This is about the police supervisor’s contract. When we look at the contract it’s always a tough pill for the
Board of Aldermen as we work on the financials for the city. | would like to take a moment to recognize the
work that the supervisors do in the Nashua Police Department. Like a lot of cities Nashua finds itself
addressing heightened aggression and dealing with a variety of issues. The science of policing has become
something with many moving parts and this dynamic has become something that our supervisors have
shouldered with great success. | would just ask that in recognition of this that you support the police
supervisor's contract this evening. Thank you very much.

I’m here tonight representing Andrew Lavoie who is on vacation and unable to attend. Chief Lavoie wanted to
be here tonight with me to show support for this contract which is in front of you involving the Nashua Police
supervisor’s in the city. I’ve been working on this contract for the last eight months. I’ve been working hard
with the team of supervisor's who have always recognized the need for fiscal responsibility and the limitations
placed on me to negotiate certain portions of this contract. | believe the contract represents their
professionalism, their accountability and their leadership in bringing about the highest possible standards for
every Nashua police officer which is something that | expect and you all deserve. The chief and | believe
strongly that we can work this contract into the FY ’17 guidelines that were presented to us last week. The
chief and | would both like to thank you for your support and you consideration.

Sergeant Keith Dillon, Nashua Police Department

| am also the President of the Nashua Police Supervisors Union. First | would like to thank you for your
consideration in this matter and secondly | would like to state that members of the union understand that
financial decisions are often difficult and the members of the union believe in fiscal responsibility as well and
that’s why we believe that this is a fair contract that is just on both sides. The union is comprised of dedicated
professionals who have over the years demonstrated their commitment to the safety and the welfare of the
residents of Nashua and to provide the highest level of service. The Nashua Police Department’s supervisor's
union also believes that this is one of the Board’s highest priorities as well. We believe this contract helps to
ensure that the City of Nashua will retain those qualified professionals and be able to continue to provide a
high level of safety and the protection of the future.

| am here to talk about Charron Avenue which you people are intending to do and | don’t understand why. I’ve
lived in Nashua all of my life and | Know that I’m older than any one of you in here. It’s never been a problem
and | don’t know why you people want to get rid of that little jig about because it takes only about two or three
minutes to do it. You people are looking to spend over $1 million and lately that’s all that is being done in this
city is money, money, money. Well, what are we getting? We are getting nothing. Thank you.
