RESOLUTION:

SPONSOR(S):

COMMITTEE
ASSIGNMENT:

FISCAL NOTE:

LEGISLATIVE YEAR 2020
R-20-012

Authorizing the Mayor and City Treasurer to issue bonds not
to exceed the amount of one million one hundred thousand
dollars ($1,100,000) for the Public Health and Community
Services Division building renovations

Alderman-at-Large Lori Wilshire
Alderman Thomas Lopez

It is anticipated that the bond would be sold in FY 21/22 for a term
of twenty years. It is estimated the interest rate will be
approximately 3.5% and the total cost of the bond will be
approximately $1,504,250 including interest. The average annual
payment will be approximately $75,200 with the beginning years
at a higher amount. This request for an additional $1,100,000 was
not included in the city’s most current bond sales plan, which will
require additional funding.

ANALYSIS

This resolution authorizes the City to issue and sell general obligation bonds up to $1,100,000
for the Public Health and Community Services Division building renovations. This project can
be found in the FY 2019 Capital Improvements Program. With the approval of this bond the
total amount available for this renovation project will be three million six hundred and two
thousand dollars ($3,602,000).

Pursuant to Nashua City Charter §54-a, this resolution requires a “duly advertised public
hearing”. Also see NH RSA 33:9, which requires a 2/3 vote of all the members for passage of

this resolution.

This legislation should be referred to the Board of Health for its review and approval.

LEGISLATIVE YEAR 2020

ORDINANCE: O-20-003

PURPOSE: Authorizing stop signs on Beacon, Beard, Highland and Locust
Streets at their intersection with Auburn Street

ENDORSER(S): Alderman-at-Large Brandon Michael Laws

COMMITTEE

ASSIGNMENT:

FISCAL NOTE: Materials, Labor and Vehicle Overhead: $664.00

ANALYSIS

This legislation authorizes stop signs on Beacon, Beard, Highland and Locust Streets at their
intersection with Auburn Street.

The erection, removal and maintenance of all traffic control devices must conform to applicable
state statutes and the latest edition of the manual on Uniform Traffic Control Devices. RSA
47:17 Vill (a). The Senior Traffic Engineer has provided the following information:
Each of these stop signs meets warrants. Installing a stop sign on a minor street approach
to a major street merely reinforces the appropriate yielding of the right of way by
motorists. The roads that the stop signs would be on are local roads; Auburn Street is
considered a collector road.

SPECIAL BOARD OF ALDERMEN
PUBLIC HEARINGS
JANUARY 27, 2020
A Public Hearing was conducted by the Board of Aldermen on Monday, January 27, 2020, at 7:00 p.m. in the
Aldermanic Chamber.
President Lori Wilshire presided; City Clerk Susan Lovering recorded.
Prayer was offered by City Clerk Susan Loving; Alderman Jan Schmidt led in the Pledge to the Flag.

The roll call was taken with 11 members of the Board of Aldermen present; Alderman Dowd, Alderman Caron,
Alderman Laws and Alderman Cleaver were recorded absent.

Also in Attendance: John Griffin, CFO

President Wilshire

| did hear from Alderman Laws and Alderman Cleaver that they could not be with us this evening. So Vice Chair,
Budget, | am going to turn the Public Hearing over to you.

PUBLIC HEARINGS

R-20-004 - RELATIVE TO THE SUPPLEMENTAL APPROPRIATION OF $350,000 OF FY2020
UNANTICIPATED REVENUE FROM DEPARTMENT #152 “FIRE”, ACCOUNTING
CLASSIFICATION #44 “CHARGES FOR SERVICES” INTO DEPARTMENT #152 “FIRE”,
ACCOUNTING CLASSIFICATION #51 “SALARIES & WAGES”

R-20-008 - AUTHORIZING THE MAYOR AND CITY TREASURER TO ISSUE BONDS NOT TO EXCEED THE
AMOUNT OF ONE MILLION FOUR HUNDRED THOUSAND DOLLARS ($1,400,000) TO
PURCHASE A NEW 2020 PIERCE ARROW XT RED AERIAL LADDER TRUCK FOR THE FIRE
DEPARTMENT

Chairman Clemons

OK. Forgive me | am getting my computer out. Ok | will call to order the Public Hearing for R-20-004 relative to the
supplemental appropriation of $350,000.00 of FY2020 unanticipated revenue from Department Number 152 FIRE,
Accounting Classification #44, “Charges for Services into Department #152 FIRE, Accounting Classification #151,
Salaries & Wages’.

We will take these one at a time. | am actually going to allow conversation on both of these at the same time. The
other is R-20-008, Authoring the Mayor and City Treasurer to issue bonds not to exceed the amount of $1,400,000.00
to purchase a new 2020 Pierce Arrow XT Red Aerial Ladder Truck for the Fire Department. Right now | will take
testimony in favor. We need an explanation.

John Griffin, CFO

John Griffin, Chief Financial Officer for the City. This particular request resolution is to make things easier going
forward. As you recall, when we had a spending cap we were concerned about increasing appropriations in various
departments. The Fire Department had done an excellent job in securing $350,000.00 in fees from our ambulance
service. So last year when we prepared the budget, we weren’t sure if that particular plaintiff request to overturn the
local court’s order on the spending cap was going to end the way it did, which there is no spending cap.
