A special meeting of the Board of Aldermen was held Monday, July 25, 2016, at 7:43 p.m. in the
Aldermanic Chamber.

President Brian S. McCarthy presided; City Clerk Patricia D. Piecuch recorded.

Prayer was offered by City Clerk Patricia D. Piecuch; Alderman-at-Large Mark S. Cookson led in the
Pledge to the Flag.

President McCarthy

Before | ask the Clerk to take the roll, Alderwoman Melizzi-Golja is participating by telephone and
under the terms of the state law that allows her to do that, she needs to explain why she can’t
attend, if she can hear us, and who she is with, if anyone.

Alderwoman Melizzi-Golja stated the reason she could not attend, confirmed that she could hear the
proceedings and stated who was present with her.

President McCarthy

Acknowledged that those present could hear Alderwoman Melizzi-Golja as well.

The roll call was taken with 13 members of the Board of Aldermen present; Alderwoman Mary Ann
Melizzi-Golja was not in attendance but participated in the meeting via telecommunication; Alderman
Clemons and Alderman Moriarty were recorded absent.

Mayor James W. Donchess and Corporation Counsel Steven A. Bolton were also present.

RESOLUTION

AUTHORIZING THE CITY OF NASHUA TO PARTICIPATE IN THE NASHUA
REGION INTEGRATED DELIVERY NETWORK (IDN) OF THE BUILDING
CAPACITY FOR TRANSFORMATION, A DELIVERY SYSTEM REFORM
INCENTIVE PAYMENT (DSRIP) PROGRAM

CITY OF NASHUA

In the Year Two Thousand and Sixteen

WHEREAS, the Centers for Medicare and Medicaid Services has created the Section
1115(a) Medicaid waiver, known as the Delivery System Reform Incentive Payment (DSRIP)
Program or "Building Capacity for Transformation" waiver,

WHEREAS, the State of New Hampshire (State) has made performance-based funding
available to regionally-based Integrated Delivery Networks (IDNs) that serve Medicaid
beneficiaries with the goal of transforming the delivery system for beneficiaries with mental
health conditions and/or substance use issues, including opiate abuse. The transformation will be
supported by participation of IDNs in Alternative Payment Models (APMs) that move Medicaid
payment from primarily volume-based to primarily value-based payment over the project period.

WHEREAS, the waiver allows for the State to invest $150 million over the next five
years to transform the State's behavioral health delivery system to improve care and slow long-
term health care costs. The goal of the statewide effort is to better support people on Medicaid by
transforming the behavioral health system by building clinical, inpatient and outpatient treatment
and community services capacity and integrating care and facilitation of transitions in care.

WHEREAS, IDNs are made up of multiple partners and stakeholders that represent
community-based social services agencies, support organization, hospitals, county facilities,
health care providers, mental/behavioral health providers, and public health that will partner to
design and implement projects to build capacity, to promote integration of primary care and
behavioral health services, to facilitate transitions in care, and to prepare for alternative payment
models.

WHEREAS, each IDN is mandated to implement a health care work force capacity and
health information technology development project that will deliver a core competency project
focused on the alignment of medical, behavioral and social service in an integrated model. The
IDNs are organized into seven regions across the state. This work of this project will focus on
developing the IDN workforce capacity to meet the project deliverables in the Greater Nashua
Region serving 19,110 Medicaid members.

RESOLUTION R-16-053

WHEREAS, each IDN will have an Administrative Lead that will organize the
stakeholders and partners of the region of services and act as the single point of accountability to
the State of NH Department of Health and Human Services (DHHS). The Administrative Lead
will guide the implementation of the IDN governance structure in accordance to the parameters
established by DHHS. Southern NH Health System has been designed as the Administrative
Lead for the Nashua Region IDN. Southern NH Health will be responsible for:

1) Receiving funds from DHHS and distributing those funds to partnering organizations;
2) Compiling required reporting;

3) Provide the oversight and leadership with collaborating with partners of the IDN -
manage performance goals and metrics in collaboration with the IDN partners.

WHEREAS, the IDNs will implement projects defined by DHHS that address three
pathways to delivery system reform:

1) Building mental health and substance use disorder treatment capacity;
2) Improving care transitions; and
3) Integrating physical and behavioral health care.

WHEREAS, the City of Nashua is a required partner of the Nashua Region IDN.

NOW, THEREFORE, BE IT RESOLVED by the Board of Aldermen of the City of
Nashua that the City is authorized to participate in the Nashua Region Integrated Delivery
Network (IDN) of the Delivery System Reform Incentive Payment (DSRIP) Program. The
Mayor is authorized to prepare and/or execute all necessary documents to so participate.

This resolution authorizes the City to participate in the Delivery System Reform Incentive
Payment (DSRIP) Program. Southern NH Health Systems has an August 15, 2016 deadline to
apply for the Medicaid Waiver Funds to the New Hampshire Governor and Executive Council.
The City must approve its participation prior to the August 15™ deadline to be included as an
IDN partner.

A regular meeting of the Board of Aldermen was held Tuesday, July 12, 2016, at 7:30 p.m. in the

The roll call was taken with 14 members of the Board of Aldermen present; Alderman Ben Clemons,
recorded absent. Alderman-at-Large Daniel T. Moriarty arrived after roll call at 7:34 p.m.

REMARKS BY THE MAYOR

Mayor Donchess

On our agenda tonight is the proposal that we begin a sister city relationship with Mysore, India. Mysore
is a city in southern India in the state of Karnataka of about 900,000 people. It has a growing IT
economy which is heavily into tech and it is a good fit for us because we have a number of citizens who
live in Nashua who are Indian; about 6% of our population. The vast majority of those citizens either
come from Karnataka or the neighboring state of Andhra Pradesh, both are in southern India. One of the
west and one on the east side of the country both on the ocean. We have about 5,000 people in Nashua
who are Indian/American citizens. This is a portion of our population which has grown very rapidly
compared with the rest of the city over the last number of years. When | was in city government before
we had a small Indian population and now it’s grown exponentially. Many of our citizens are involved in
the tech and healthcare industries and these are areas of the economy that we want to grow and
encourage more people to settle in Nashua. One thing that the Chamber of Commerce pointed out in a
report that it presented was that Nashua, during 2010 through 2014 maintained basically a stable
population but during that time, but for immigration from other countries, many of the people coming from
various parts of India, we would have lost population; probably about 4,000 people. We want a growing
and dynamic community and the Indian population that we have are very significant contributors to our
community. | think if we form this relationship | think we might be able to help to grow our tech economy
along with theirs. Many people from India find that if they come here the opportunities are greater both
for employment and to start new ventures. | would recommend that you follow the committee’s report
and enthusiastically back that relationship.

Another thing | wanted to mention is that in the budget we have the LED project which will save the city
considerable money every year in electric bills. Starting last night there is a test where you can see two
different LED lights. One version is a 4,000 Kelvin light which you can see along the Broad Street
Parkway. It seems brighter but it really has to do with color. Another is a 3,000 Kelvin version which is
on Terry Street so if anyone wants to make a comparison you can see them in those two areas. The
reason for the test is it’s within the contract that we have entered with Siemens and many communities
have adopted the 4,000’s but more recently communities are begging to adopt the 3,000’s because there
have been complaints about the 4,000’s being too bright and interfering with sleep and the AMA did
issue a press release about the problems that they have perceived with respect to the 4,000’s. The
decision needs to be made by the Board of Public Works in the near future as to which version to go
with. | think that it’s a possibility that we could do 3,000’s in the neighborhoods and 4,000’s on the main
roads but if any members of the Board of Aldermen or members of the public would like to check those
out and provide us your opinion we would certainly welcome that very much.

Finally, we have the senior center transfer on the agenda as well. The senior center has served us well
for a long time and they have done a very good job of breaking even and supporting themselves. In the
last couple of years that has become a little bit more difficult but they have pared back on expenses and
they are raising significant money still and this will help stabilize them for the coming year. We did a
similar transfer in recent years and this will help to stabilize this organization. Alderman Caron is on the

board and she can answer any questions | am sure and she has strongly recommended that this support
be undertaken.

RESPONSE TO REMARKS OF THE MAYOR

Alderman Siegel

| would like to speak briefly about the LED lighting and set the record straight. The AMA did not issue a
recommendation for 3K lights; in fact their statement has no recommendation. The paper that some
people in social media are quoting has original research which in fact talks about 5K lighting of an iPad
being read for hours at night. We are talking about street lights and as another point the reason that the
lights look brighter is because they are brighter to the human eye because they are at the center point of
our vision. We are putting in street lights, we are not putting in romantic lighting for people to have
candle lit dinners by. | would also argue that communities are not adopting 3K lights, the vast majority is
adopting 4K lights and | will leave it at that.

Alderman Schoneman
Mayor Donchess, when does the Board of Public Works hope to make a decision on that?

| think this month. There is an article in the New York Times about this very issue; 3,000 K versus 4,000
K today. In New York they are finding that some troubled neighborhoods prefer the 4,000 K and some of
the calmer and affluent neighborhoods want the 3,000 K.

Alderman Schoneman

What is the rating of the brightness on the same scale of existing lights? How much brighter are the new
lights?

Mayor Donchess

| believe the Kelvin is a temperature which translates into color; the 4,000 K being a more blue color and
brighter or perceived to be brighter than the 3,000’s.

President McCarthy

It has to do with the frequency of the lighting that is given off and how the human eye responds to that. |
don’t know what our mercury lights typically are.

Alderman Siegel

The temperature has to do with the radiated frequency of a black body radiator of heat. So if you heated
a perfectly black object to 4,000 K it would radiate at a particular color point. As far as the color of our
lights, it depends on their age.

Alderman Schoneman

| think the folks in quieter neighborhoods like the “romantic lighting” and hopefully we can find a way to
keep those places feeling like small town America.

we are considering twinning with. | think Nashua benefits greatly from diversity. Diversity brings
