NOVEMBER 15, 2017

A meeting of the Finance Committee was held on Wednesday, November 15, 2017, at 7:00 p.m. in
the Aldermanic Chamber.

SUBJECT: Change Order #3

The contract with George Cairns and Sons was approved by Finance Committee on May 17, and the
Board of Aldermen on May 23, 2017 in the amount of $1,653,175. This contract is for the construction of
the Park and Ride at 25 Crown Street.

Since that time, there have been two change orders to the contract submitted thus far which changed the
amount of the contract to $1,638,060.80.

CONTROLS AND SCADA UPGRADE

Weston & Sampson pianned and designed a complete Controls and SCADA
Upgrade for the Town of Salisbury Water System. Prior to the upgrade, operators
lost sleep during every storm worried that controls would fail or they would have
to rob one panel of components to fix a more critical one. Our design included
replacement of obsolete controllers, out-of-cornpliance radios, and aged SCADA
software and PC.

Weston & Sampson has long history designing SCADA improvements for the City
of Peabody. As design engineer for a new Trident filtration water treatment system in
1996, we engineered a water SCADA system to monitor two treatment plants. Since
then, we have engineered improvements to the water treatment plants and water
system, including significant SCADA system upgrades.
