| do not support the plan to build 40+ houses on the Baker property at 15 Bartlett.
Dear Aldermen of the City of Nashua, I’m writing to request
your support on resolutions R-21-202 and R-21-203 to
purchase the 15 Bartlett Ave parcel (plot 57-3) which is
encompassed on three sides by Greeley Park. Allowing this
13-acre forest to be cut down so that a 43-unit housing
development can be built would have a permanent and
enduring negative impact on the city for generations to
come.

Proposed Purchasing Ordinance Updates
§ 5-91Amendment to contracts.
For any contract previously approved by the Finance Committee, the Mayor shall inform the Finance
Committee within 10 business days of any amendment to the contract terms, scope of work, or sums
payable to the contractor, or if the contract was terminated. No contract may be amended as to its
scope of work or so as to increase sums payable to the contractor, without Finance Committee approval
for amendment amounts exceeding $25,000;

Proposed Change:
Change to add virtual bid openings*
Proposing to allow for virtual bid openings in addition to in person. This will allow for participation from
more vendors, stakeholders and interested parties with less effort than travelling to City Hall for an in
person.
F. The Manager shall not solicit a bid from a contractor who is in default on the payment of taxes,
licenses or other monies due the City.

Proposing to increase the threshold for requirement of competitive bidding from $10K to 525K to align
with the threshold for Finance approval. For reference of comparison, the following are some other
