Monitor: Annual inspections for all fire apparatus servicing 14 Court St. Periodically monitor for
defects in safety systems.

Could you please make this part of the Board of Alderman packet.

Attorney Leonard should be fired.

| had a depressing experience today when ! went to City Hall to try to see if | could get
some abatement applications stamped for receipt of records. | am representing a few
property owners on their abatements. | know the assessing office is still under
construction, but Ms. Kleiner's office has been open and assessing staff have been
working there. | emailed these applications in on Sunday for the time/date stamp, but no
one responded. | called the assessing office twice a week; no one responded. There is a
young woman stationed in the hallway of City Hall down from the finance office, who asks
where you are going and what you need. | told her | wanted to see if | could get abatement
applications stamped at Ms. Kleiner's office. She welcomed me along and did not ask if |
had an appointment.

Ms. Kleiner's office was locked and closed. | headed to the Mayor's office to see if
someone could tell me where some assessing people have been moved to. The Mayor's
office was locked and all lights were off. | headed to the third floor to the legal office to see
if the new RTK coordinator could help me with the abatement issue. | have been trying to
communicate with him by email and calling to see if he would meet with me to discuss
abatement applications and the process. In three weeks, he had not responded to emails
or phone calls.

| knocked on the door and a young woman answered and | asked if Attorney Neumann
was in. She would not answer and said | needed an appointment. | told her | have tried to
get one, but he will not respond. | walked through the door and entered the office to see if
he was there. After looking around, he came out of the back corner of the conference
room. He said | was trespassing and had to leave the office. | explained that | was just
looking for help on filing abatements and reviewing applications. He repeatedly said | was
breaking the law and trespassing. | said | would not leave until | had some answers.

This man was hired to help citizens with their requests for information and we paid for a
$100,000 position. It should not be about screwing over citizens. | did not want that
position in the legal office and this position is certainly of no help to me.

They called Risk Management to have me removed, but | would not go with them. | sat
down on the floor against a wali by a door. | said that i was just going to sit there until
someone provided me with information. Five armed police officers showed up to ask me to
leave the office. Of course, | said yes, | wasn't looking for a hostile exchange, just a
peaceful protest.

Before the officers arrived, Attorney Leonard showed up as | was sitting on the floor and
escalated the situation. She claimed that | was looking in her office. Her office door was
open and | was Just sitting on the floor against the only wall away from the clerk and
Attorney Neumann. She photographed me sitting on the floor. | was not spying by looking
in her office, she left the door open. She then claimed that | was hostile and that she felt
threatened. | am an almost 60 year oid woman sitting on the floor looking up at her and
she found that to be a threatening, hostile posture. She kept repeating how threatened
she felt. She then opened the window because she did not know my covid exposure. |
was wearing a mask and would never come to City Hall if | thought | had any exposure
risk.

Attorney Leonard’s positions to escalate and lie about the situation is concerning. | don’t
think she really felt threatened or found me hostile. She wanted me arrested and so many
of you leaders in City Hall have wanted. She was frustrated that it took the police 10
minutes to come. “What is taking them so long?”. She kept asking. | responded that they
probably have more important work to do, but at that moment and in her eyes, | was the
threat of the moment. Had | been black person, | would have surely been arrested for her
words. | am a well off white person, so that did not happen. She is clearly a lady who has
harmed a lot of people.

Interestingly enough, two weeks ago the legal office invited me to city hall to review
documents for many hours at time with a legal assistant present. They didn't ask me to
take a COVID test for that event. Now, suddenly, Attorney Leonard is frantic about COVID
cooties.

The police explained that | had trespassed and banned me from City Hall for 1 year. If |
enter City Hall | MAY be arrested. They did not say | would be arrested. They told me that
| need to schedule an appointment; | explained how frustrating and futile this is as the city
will not respond to my questions or my requests to meet to discuss matters. By the way,
the City website does not say that you need an appointment to go into the legal office and
the gatekeeper sweet lady let me in with no questions asked.

| refuse to be thrown out of a public building. This is wrong. The way our government is
treating its Citizen is a travesty. | am not some barbarian at the gate. | am a citizen
requesting help. | am almost 60 years old and | have never had a speeding ticket, and it

was never on my bucket list to be arrested, but | refuse to allow the City to tell me | am
trespassing when | enter City Hall. A pox to Attorney Neumann and Attorney Celia
Leonard and all those city leaders who violate our rights.

| contacted Kim Houghton of the UL and she wrote to ali City Departments to find out what
was going on. No one in City Hall responded to her, but the Police have now told her that |
will not be charged with trespassing. There will be no criminal investigation. | will not be
given a trespassing order. | am not banned from City Hall for 1 year. | just need to make
an appointment as that is how City Hall is operating. That is not totally true. The website
does not say that for all departments. ] am thankful that the police did not follow Attorney
Neumann and Attorney Leonara’s orders.
