A. Introduction

The City of Nashua is sending out this Request for Qualifications for comprehensive engineering
services, including engineering design, permitting, bidding, and construction administration
services, for a project which involves improvements to the intersection of East Hollis Street and
Bridge Street.

The project is funded by Federal Highway funds (with the State match being provided as
Turnpike Toll Credits) and, as a result, will follow the NH Department of Transportation’s
“Local Public Agency Manual for the Development of Projects” and all federal laws. The
manual can be found at www.nhdot.com under Quick links, “LPA Manual”.

The project timeline includes engineering study, preliminary, and final design engineering in the
spring summer of 2018, bid construction advertised in the fall of 2018 and construction to
commence the spring of 2019.

B. Project Description

The City of Nashua was awarded funds to improve the intersection of East Hollis Street and
Bridge Street near downtown Nashua and adjacent to the city line bordering Hudson. The money
is to improve vehicle flow and increase capacity in a complex movement area of an exaggerated
“X”, which causes confusion, delays and limits the areas capacity. Since 2013, the City has been
working toward improving the area and has been part of the state’s traffic improvement program.
Please see attached graphic that visually depicts the area to be improved.

This project consists of the construction of a traffic improvement with an objective to increase

the flow and ease of the traffic movements within the area. There is an objective to increase the
functionality of the by allowing for multi-model users of our road network. The project will be
designed for multi-modal use and incorporating this philosophy is imperative to improving the

neighborhood and corridor overall.

The purpose of the project is to improve the transportation flow. The ancillary benefits will also
include upgrading the gateway aesthetics of the area and to allow for better access an increase
the potential for redevelopment of underperforming assets.

C. Review Services to be Provided

Engineering Services will encompass the following four phases:
1. Engineering Study — A base plan will be produced with outlining how traffic
improvements could be achieved by winter 2018.
e As part of this initial step, the traffic improvement will be laid-out, including
circulation for the whole area along with storm water management evaluation
e The traditional tasks of an engineering study for this type of project should be
anticipated; including but not limited to evaluating existing conditions,
