RE: Communication on Pain Color for Extended Outdoor Dining
Purpose

This memo is to provide notice and ensure the Board of Aldermen and other key stakeholders are aware that the
selected color “A LIGHT RED BRICK COLOR (PANTONE SMART 18-1350 TCX BURNT BRICK OR
EQUIVALENT) is not available and cannot be painted onto the barriers.

Discussion
Late yesterday afternoon (4/21/22), I learned from the Division of Public Works that the selected color for painting

of the barriers is not available and will not be available in a timely manner.

Needless to state, time is of the essence and the idea of selecting an “equivalent” unilaterally or without a public
discussion strikes me as a potentially egregious overstep on my or someone else’s part.

There is paint samples provided through a “paint book”. A few particular colors could be selected as “equivalents”.

Recommendation
Therefore, | am recommending that a discussion occur with the Committee on Infrastructure. I believe there is a
meeting scheduled for Wednesday, April 27°, | would welcome the input of the committee on how best to handle,

and what is meant by “equivalent”,

Dear BOA,

| am writing to express my opposition to barriers downtown:

1.

COVID emergency is over. They had a time and a place and that time has come and gone. Time to get
back to normal. Restaurants are allowed to operate without restriction so there is no practical need for
this anymore.

Traffic flow through downtown demands 4 lanes, 2 on each side. Without that, traffic cannot move
through the downtown area and causes really bad traffic snarls. | live in Nashua, | go downtown. | have
seen this for myself all summer long the last couple years. For that reason, | don't go downtown, and |
know many many others who feel the same way. There are two effects to this:

a. Emergency vehicles cannot move through downtown. This is a very concerning problem.

b. Because the traffic is so bad, people avoid downtown because its just not worth the hassle. This
reality has been confirmed by the owner of Fratellos as one reason he had to shut down his
restaurant. We can't have this.

The barriers are a major eyesore.

The current condition of Main St is actually an embarrassment. The money involved here would be
much better spent on resurfacing the street. Let's focus our priorities here.

If we are dumb enough to still move forward with this ridiculous plan, can we at least be smart enough
to charge the businesses that supposedly stand to benefit the cost incurred? Why is the city paying for
this? That is inexcusable.

Could we please put a stop to blocking main street. If not make it a ballot question. You should take into
consideration the publics view not just the non nashua owners of a few eating establishments. A 3 year
commitment , at least to me is absurd.

Use them at the new middle school construction site in south Nashua!

These should NOT be used in downtown Nashua. They served a purpose of helping restaurants during Covid,
but it is time to return to a normal life (without barriers) on Main Street.

1. The police have testified that it is not helping in the safety of their response to help the citizens of Nashua.
2. The fire department must have prompt access to fires without having to navigate a traffic maze.

3. Outside dining existed before Covic and it will be able to continue without the obstruction of traffic barriers.
4. These barriers might serve the three major restaurants, but what about the other businesses on Main Street?

5. Parking is difficult for customers of Main Street businesses, but with further limitations why even try to shop
downtown?
