Please see the recommendations for the Mask Ordinance Amendment:- Relative to Face Coverings. Please make
edits as needed.

The Nashua Board of Health adopts and urges °
the Nashua Board of Aldermen to rescind Ordinances O- 20- 018 and Ordinance O-20-029 with the

fo llowing recommendations:

1. In accordance with the Interim Public Health Recommendations for Fully Vaccinated People established by
the Center For Disease Control and Prevention, members of the public who are fully vaccinated are no longer
required to wear a face covering over their mouth and nose outdoors or indoors where business is conducted

unless required by that business, organization or worksite in Nashua. | THINK THIS CLARITY IS NEEDED.

2. The Board of Health highly recommends members of the public who are not fully vaccinated should continue
to wear a mask for their own protection and that of others until they are fully vaccinated or until the appropriate
health organization deems it safe to not wear a mask. in accordance with C cD recomme ndati ions,
unvaccinated persons are recommended to stay 6 feet apart from those ¢ ‘live with and

recommer to avoid crowds and. poorly ventilated indoor space

3. The Board of Health requires that people traveling on public transportation (planes, trains, buses), in large
crowds in indoor settings and healthcare facilities continue to wear masks that cover their nose and mouth.

4. The Board of Health recommends local businesses establish their own policies and protocols with regard to
face coverings and mask use to protect their staff and patrons. The Board of Health strot ngly urges that essential
businesses, at a minimum, establish hours, processes or environments waere masks must be worn for the
comfort and safety of vulnerable persons.

5.The Board of Health recommends that businesses weigh the risks of protecting the patrons and their staff. Ifa
business requires mask wearing, this would mean both vaccinated and unvaccinated people must comply as at
present, they would not have any universal.y accepted way to safely distinguish between the two. | DON'T
THINK SAFELY IS THE RIGHT WORD HERE. THERE ARE MANY WAYS TO DISTINGUISH, BUT
DON'T THINK WE WILL BE GOING THERE ANY TIME SOON.

6. The Board of Health strongly recommends that schools continue to require mask use until students are
vaccinated.

7. The Board of Health strongly recommends that all members of the public take precautions to protect
themselves during indoor and outdoor activities from COVID-19 and consider mask use until more of the
Nashua population is vaccinated, until the number of cases continues to decrease in a sustained manner and
unless the infection rate remains low.

Re: Mask Mandate

Good evening.

My name is Dr. Stephanie Wolf-Rosenblum, and | reside at 47 Berkeley Street. | have been a member of the

Nashua Medical Community for the last 33 years, and | am currently a member of the Board of Health.

| appreciate this opportunity to submit a statement relative to the ordinance being introduced this evening to
repeal the face covering requirements, an ordinance that was crafted and submitted prior to last week’s Board

of Health vote to recommend that the Nashua mask mandate be lifted.

Last year, the Board of Alderman made a difficult but informed choice to require masks in our city in order to
protect the citizens of our community. This was based on a number of scientific facts that have held up under
scrutiny over the last year:
e Covid-19 is highly transmissible though the air via droplets and airborne particles that are expelled from
people’s noses and mouths when they talk, yell or sing
e A high proportion of those carrying this virus never become sick from the virus and others only come
down with the illness after days or even weeks, meaning that “superspreaders” may interact with many
individuals without realizing that they are spreading this disease.
e That social distancing and properly worn masks are important public health measures that prevent
droplets and particles from reaching and infecting others.

e That Covid-19 can be cause long term disability and death at much higher rates than other viruses.

At the time that this mask mandate was put in place, there were no good medical therapies and no protective

vaccinations. Through the Public Health measure of the mask mandate, the Board of Alderman saved lives.

Since the ordinance was put in place, we know much more about Covid-19, but all of the above still are true.
Some statistics:

@ Inthe U.S. in 2019, influenza led to illness in 39 - 56 million people and killed 24-62,000.

e In the last year, Covid-19 caused illness in 33 million people and has caused more than 580,000 deaths
in the U.S. alone.

e According to a recent study from Washington University published in the journal nature, there is an 8%
increased mortality after survival of infection, including those who were asymptomatic but are found to
have been infected.

e Inarecent siudy, there was a 7-fold increase in strokes in young people this past year; in ~40% of
these individuals, stroke was the presenting symptom of Covid-19

e “Long haul covid” can affect every organ in the body; studies from around the world suggest that the
majority of those sick enough to be hospitalized with Covid-19 have symptoms lasting weeks to

months, especially fatigue, weakness and memory problems.

The most notable change is the availability of highly effective vaccines. As such, the CDC has determined that

fully vaccinated people no longer need to wear a mask or physically distance in any setting, except where
required by federal, state, local, tribal, or territorial laws, rules, and regulations, including local business and
workplace guidance. This is based on the science which says that indoor and outdoor activities pose minimal

risk to fully vaccinated people and that fully vaccinated people have a reduced risk of transmitting SARS-CoV-2

toe unvaccinated people. The CDC published the following graphic to help all Americans make informed

decisions:

In light of these CDC guidelines and the recognition that fully vaccinated people have a low risk of causing

harm to themselves or to others, the Board of Health has recommended that the mask mandate be lifted.

However, it should be noted that the CDC guidelines are viewed by many in the medical community as
premature, due to the number and percentage of unvaccinated people, as well as the lack of adherence by

some to the ongoing CDC guidelines (and the present Nashua mask mandate).

As a physician and from my perspective as a community member, a local consumer, a mother, a daughter, a
grandmother and vaccinated person with chronic health conditions, | humbly request and respectfully urge that
the Board of Alderman consider the following to provide important context to the potential lifting of the mask

mandate and to widely communicate the following:

1) In accordance with CDC recommendations, members of the public who are not fully vaccinated should
continue to wear a mask for their own protection and that of others until they are fully vaccinated or until
the appropriate health organization deems it safe to not wear a mask. Unvaccinated persons are also
recommended to stay 6 feet apart from those they do not live with and are recommended to avoid

crowds and poorly ventilated indoor spaces.

2) In the absence of universaily accepted methods of documentation of vaccine status, that all people
traveling on public transportation (planes, trains, buses), in large crowded in indoor settings and in

healthcare facilities continue to wear masks that cover their nose and mouth.

3) That local businesses be encouraged and supported by public officials in establishing their own policies

and protocols with regard to face coverings and mask use to protect their staff and patrons.

4) That essential businesses (e.g. grocery markets) be encouraged and supported to establish, ata
minimum, hours, processes or environments where masks must be wom for the comfort and safety of

vulnerable persons.

5) That schools continue to require mask use until students are vaccinated, including during sports where

there is close physical content.

6) That all members of the public take precautions to protect themselves from COVID-19 during indoor
and outdoor activities and consider mask use until more of the Nashua
population is vaccinated, until the number of cases continues to decrease in a sustained

manner and unless the infection rate remains low.

7) Thai all those with conditions or who are taking medications that weaken the immune system continue

to take all precautions, even if fully vaccinated, as they may not be fully protected.
