And yes the idea is that we are in financing markets, we are trying to get moving and get the shovels in. We
build a parking garage for SNHU up the road in Manchester and we did the same thing where we closed our
financing in as early in the spring as possible with the intention of getting things started right away.

agreement? | think the proposed agreement in paragraph 4.5.1 talks about the parking garage as shown in the
development plan. If that were attached as part of the development plan and attached to this agreemert, |
think that would satisfy the problem. Could | ask whether Attorney Melville, on behalf of the developer would
be willing to attach that plan that he has just shown us to the agreement?

the Exhibit in the Development Plan.

Yes, thank you very much Madam. | wasn’t aware that we were going to get into this convoluted argument
about parking spaces and so on and so forth. But in general | am very much in favor of the project moving
forward. | think it would be beneficial to the City and so on and there’s a lot of pluses and a lot of positives that
go along with it. However, City land getting to a private developer for profit indefinitely into the future, | think the
least that we can do is ask that 15% or 22 of the units minimum be affordable housing and feel strongly about
that. It is City-owned property and we need to get some benefit. This is a tremendously important need for our
City and for our folks and | think it would be a very, very opportune time to incorporation at least that many
units in affordable housing. That’s it.

| want to echo those sentiments, | think that’s a very good idea but | think there are other approaches that we
need to consider as well; potentially rent stabilization or something along those lines. | don’t think targeting one
specific project without any context behind that really makes any sense. Not that | am disagreeing with
Alderman Cleaver, but more that I’ve observed that this particular project has been targeted by advocates |
guess. Just because of its proximity to another project, regardless of the factors or logistics that are involved
or the fact that it was designed just one bedrooms instead of families and | think we need to be very
responsible to the people we are pledging to serve or representing ourselves as advocating for in making sure
that we are thoroughly briefing them on projects that we are trying to suggest that they stand up for. And
making sure that we are being attentive to their needs and the priorities that they have and not just gearing up
to come out and advocate for something we have decided that we want without really any context.

| have jumped any number of causes in the past, but specifically in areas where | have a lot of background and
a lot of research. And | think we do need to do more as a City in terms of a more holistic approach to
affordable housing. But | don’t think that should be specifically project by project and | don’t think this is the
right one for it. Thank you.

So this has to do with the contractor that we have with Fuel Advertising for the ads on the transit buses. So the
contract that we had with them provided that Fuel Advertising pay us a minimum amount and then 65/85%
split. Because of COVID it has been tough selling advertising and they have not come anywhere near their
anticipated revenues. So Director Marchant is asking us to amend the contract to eliminate the minimum
amount that Fuel Advertising would have to pay us and just stick with the 65/35% split and that’s just for this
year. And that was brought to the Budget Review Committee and unanimously recommended final passage.

| mean the best that we could do with what we had was to raise awareness of the dangers of COVID. People
did what they were going to do. But the intention behind the discussion that the Board of Public Health had
was to provide some kind of rapid intervention with Christmas and New Year's fast approaching. They have
come and gone; the results have come and gone. We did lose people but we can’t necessarily attribute that to
any specific Legislation or actions on our part. And moving forward it is much more productive to support
restaurants and making sure that their employees have vaccinations when possible; that they are practicing
masking and social distancing and that we are encouraging the public to remember to remain on guard and
practice similar measures.

Thank you. | just want to say obviously | didn’t support this when it came out. | respect the Board of Health
and the | respect the COVID guidelines and things like that. But what | did want to speak to was a lot of the
unfair things that were said to my colleague Alderman Lopez during the debate. | often agree with Alderman
Lopez; on this particular one | did not. But he’s a good person, he proposed this Legislation because he
believed in it and when each and every one of us does that we do it for a reason. | thought some of the public
criticism of Alderman Lopez was unfair. | just wish that Nashua would have conducted itself better during that
dialogue because some of the stuff that was said was unnecessary. | have the utmost regard for all of my
colleagues but in particular Alderman Lopez because he has the courage to bring things like that forward that
he knows is not going to be popular. But he does it anyway because he believes in it and that’s the kind of
Alderman that we all should aspire to. So | just wanted to make that known.

Is there anyone that wishes to address the Board? OK name and address for the record please. And just note
that we have a three minute limit.

Beth Scaer 111 East Hobart Street. | haven’t been able to call in the last few times because | have night class.
But | just wanted to let the Mayor and Alderman Schmidt know that they have made my Save Women’s Sport
Flag very famous. | am bringing it to Washington, DC for International Women’s Day on March 8". And
everybody is really looking forward to it. It is a shame that they wanted to censor it, that they opposed the
message of protecting women’s right to have their own sports. But the upside is that they made a big splash for
my flag and | appreciate it. Thank you.

Thank you. Is there anyone from the public that wishes to address the Board? Mr. Keating?

Bob Keating 5 Colburn Woods. Again | want to echo that | am very pleased by the initial idea of the Housing
Trust Fund and the support all the way across the Aldermen. | knew there’s been strong support for Affordable
Housing. | appreciate Alderman Cleaver’s offering the idea that he has expressed before about 15% for the
School Street. | think there’s a lot of room there within the Housing Trust in terms of how to fund that forward. |
saw the proposals, they have a minimum of $10,000.00 and | would suggest that in looking at other Housing
Trust Funds, having some ways tied to development projects is one way that help it move forward generally,
more easily than having a standing set amount from the Board itself. This is a start, just very appreciative in
hearing that and | think a lot of the community will too. And | think it does each what | have heard again and again
that many people want to be able to, you know, the Mayor and the Board to do something that we can create a
more permanent structure to be able to address the critical needs within our community. With that, that’s what |
wanted to say. So thank you.

REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN

Yes just a couple quick things. One | mentioned last night at the Budget Meeting that | just want to say that it has
been sad that we have lost over 500,000 people to COVID-19. | think we all should keep those people in our
minds because it is sad for all these families to lose someone. The other thing is as far as COVID here in
Nashua, I’d like to thank Bobbie Bagley and her staff for doing such a fantastic job of keeping COVID-19 in
Nashua and the area to as much of a minimum as possible. And also the vaccine site as Nashua High South,
