| can take a hint, Mr. President and offer another compromise. We could have a unanimous vote in
probably less than two minutes. | will be happy to withdraw my motion if Alderman Lopez withdraws his
motion.

You can withdraw your motion or not and it’s up to Alderman Lopez whether or not he withdraws his. Are
you withdrawing your motion?

| think if everybody on the Board is serious about the welcoming part of this then we will have a
unanimous vote after this but | also think that honestly, | don’t see the concerns that have been raised
and | thought | was listening to and compromising when | made that motion at the
Personnel/Administrative Affairs Committee meeting and | thought that the Mayor also responded to
those concerns appropriately so | am not withdrawing my motion. If the rest of the Board would like to
vote my motion then we can vote on the recommended version.

| don’t see any different outcome from the committee. | am not going to support re-referring this to
committee. | would like to vote this up or down tonight.

Alderman Schoneman

| do think that going back to committee would be a good idea. It sounds like there is other information,
Alderman Siegel mentioned that there is some information that he has and | understand his desire to
move it through and we could probably pass the goldenrod copy tonight if that had been the motion. |
would also point out about Manchester; my understanding is that it didn’t go through right away. It came
to the City of Manchester and | believe Mayor Gatsas, a number of years ago and it was rejected and it
was vetted for a long period of time. In fact, it was the rejection in Manchester that caused the Office of
Refugee Relocation to hire WelcomingAmerica.org to come into Nashua to go after what they call the
talkative resistance here in the state to begin to put political pressure on people to get this thing passed.
It didn’t sail through Manchester and | think they vetted it and | it wouldn’t hurt to send it back to
committee and vet it here too.

If you want a unanimous vote then why don’t we vote on the original recommendation from the
committee proclaiming Nashua as a Welcoming City and have the Mayor put out a proclamation stating

11. INSURANCE DesignLAB shall carry and maintain in effect during the performance of
services under this contract:

<> General Liability insurance in the amount of $1,000,000 per occurrence;
$2,000,000 aggregate;
$1,000,000 Combined Single Limit Automobile Liability;

*Coverage must include all owned, non-owned and hired vehicles.
$1,000,000 Profession Liability;
and Workers' Compensation Coverage in compliance with the State of New
Hampshire statutes, $100,000/$500,000/$100,000.

DesignLAB shall maintain in effect at all times during the performance under this contract
all specified insurance coverage with insurers. None of the requirements as to types and
limits to be maintained by DesignLAB are intended to and shall not in any manner limit
or qualify the liabilities and obligations assumed by DesignLAB under this contract. The
City of Nashua shall not maintain any insurance on behalf of DesignLAB. DesignLAB
shall require Subcontractors to carry appropriate and lawful amounts of insurance for the
services they are providing. DesignLAB will ensure compliance with this section and shall
receive valid certificates of insurance from all Subcontractors as proof that coverage is in
place..

DesignLAB will provide the City of Nashua with certificates of insurance for coverage as
listed below and endorsements affecting coverage required by the contract within ten
calendar days after the City of Nashua issues the notice of award. The City of Nashua
requires thirty days written notice of cancellation or material change in coverage. The
certificates and endorsements for each insurance policy must be signed by a person
authorized by the insurer and who is licensed by the State of New Hampshire. General

Liability and Auto Liability policies must name the City of Nashua _as_an_ additional

insured and reflect on the certificate of insurance. DesignLAB is responsible for
filing updated certificates of insurance with the City of Nashua's Risk Management
Department during the life of the contract.

All deductibles and self-insured retentions shall be fully disclosed inthe
certificate(s) of insurance.
If aggregate limits of less than $2,000,000 are imposed on bodily injury and

property damage, DesignLAB must maintain umbrella liability insurance of
at least $1,000,000. All aggregates must be fully disclosed on the required
certificate of insurance.

The specified insurance requirements do not relieve DesignLAB of its
responsibilities or limit the amount of its liability to the City of Nashua or other
persons, and DesignLAB is encouraged to purchase such additional insurance,
as it deems necessary.

The insurance provided herein is primary, and no insurance held or owned bythe
City of Nashua shall be called upon to contribute to aloss.

DesignLAB is responsible for and required to remedy all damage or loss to any
property, including property of the City of Nashua, caused in whole or part

This project will purchase a mobile radio to be installed in the Emergency Management Vehicle as well as a portable
radio. Both radios are compatible with the Citywide Radio System as weil as surrounding jurisdiction frequencies.

Pursuant to NRO § 5-84 (A) (5), these items will be purchased from Motorola Solutions who installed the current
citywide trunked radio system. These two radios will be maintained in house by the Citywide Communications
Division and contain a three year warranty.

Funding for this project will come from a Department of Homeland Security Grant accepted by the Board of
Aldermen on May 24th, 2016. A 50% local match was required and is provided through an “in-kind” match through

the value of the vehicle.

The Citywide Communications Division and this Office recommend the award of this purchase in the amount of
$11,997.20 to Motorola Solutions of Montvale, NJ.
