ON THE QUESTION

Alderman Wilshire

In committee it was brought up by one of the members that the composition of the committee originally had listed
that the low income resident by of the community. One of the members, Alderman LeBrun, suggested that we
have the low income member of the Review & Comment Commission be a resident of the City of Nashua as
defined by the US Department of Housing and Urban Development. That’s the amendment to this.

Alderman Clemons

What exactly does that mean?

Alderman Wilshire

The definition by HUD?

Alderman Clemons

Does that mean the income level or that that person has to be living in a HUD development?

Alderman Wilshire

No, the person does not have to be living in a HUD development. That was one of the concerns that was brought
up at the committee. The person just be a low income resident of the City of Nashua.

Alderman Clemons

So this refers to the income level of the individual as defined.

Dear Jeff:

Sanborn, Head & Associates, Inc. (Sanborn Head) appreciates the opportunity to provide this
scope of services to the City of Nashua (City) relative to construction quality assurance (CQA)
support services for the gas collection and control system (GCCS} modifications at the Four
Hills Landfill to address surface emissions along the existing concrete block setback walls.
The scope of services presented herein is based on communication with the City regarding
the services needed to support this effort.

SCOPE OF SERVICES
Task 1 - Construction Phase Services

Under this task, Sanborn Head will perform construction-phase engineering services in
support of the installation of the GCCS components depicted on the construction drawings
and technical specifications approved by NHDES. This effort will include:

= Preparing for and attending a pre-construction meeting at the Four Hills Landfill to
review the project and proposed construction timeline with the selected contractor. We
assume that the City will prepare the agenda and meeting minutes for this meeting.

m Reviewing contractor submittals for conformance with the specifications for the project.

s Providing proposed pipe alignments to the Contractor for stake-out in the field by the
Contractor's surveyor.

« Updating the well schedule for the project based on ground surface elevations recorded
by the Contractor’s surveyor at the time of construction.

« Performing construction observation services to document the installation of critical
GCCS components for conformance with the drawings and technical specifications
approved by the NHDES. We assume between two and four site visits per week,
depending on the nature of the work being performed at the time, and a 5-week overall
duration for the project. While on site, Sanborn Head’s representative will meet with
representatives of the City and the contractor, observe construction (including material
testing performed by the contractor), take photographs, and document the observations.

any. The statements presented in the CQA Report will be limited to the extent of our
observations, our understanding of the City’s observations and documentation, and our

City of Nashua, Public Works Division

Board of Public Works Meeting Date: February 25, 2021

Jeff Lafleur, Superintendent
Solid Waste Department

Landfill Gas Expansion (Concrete Block Wall Corrective Action)

To approve a contract with SCS Field Services of Reston, VA to construct an
expansion of the landfill gas collection system in the amount of $407,860. Funding
will be through Department 168 Solid Waste; Fund: Bond; Activity: Landfill Gas
Expansion.

SCS Services Fee Schedule

The City solicited a bid from SCS Field Services to construct an expansion of the
landfill gas collection system in the Phase II landfill specifically to address fugitive
methane emissions along the concrete block residential setback walls. Fugitive
emissions along the walls have been an on-going compliance issue and previous
corrective actions have not mitigated the problem. The Solid Waste Department’s
engineering firm, Sanborn Head and Associates, Inc. (SHA) prepared a
construction design to install nine (9) new vertical gas collection wells with liquid
pumping systems, Draintube surface collection layers, and HDPE geomembrane
over the ground surface adjacent to the walls. This expansion of the gas collection
system is required to control odors, mitigate fugitive methane surface emissions
and comply with the NHDES approved Operating Plan — Phase I/II/IL Secure
Landfill Expansion and the Landfill Gas Collection System Enhanced Monitoring
Protocol/Standard Operating Procedures (EMP/SOP).

SCS Field Services is the Solid Waste Department’s preferred vendor for gas
collection system construction. SCS specializes in this type of work and performs
landfill gas system construction projects nationally. They have constructed at least
90% of the existing gas system infrastructure in the Phase I/II/III landfill.

Based on the qualifications of SCS Field Services it is the recommendation of the
Superintendent of Solid Waste to accept SCS Field Services as the vendor to
perform the work listed above.
