budget as we are, who are not as familiar with city government, more insight into what the departments do,
what their objectives are. | think if we continue to improve on this approach over the next few years, we can
add significant transparency for members of the public as to what the city is up to. For example, we could also
include for the use of the public a very short, 3 or 4 or 5 line budget that kind of sketches each department’s
wages and other things to give people more insight of what is going on.

One new item, new approach in the budget that | hope you will consider is that within the capital improvement
budget | have included $200,000 for citizen participatory budgeting. What the proposal is, and | will give you
details soon as to how this could work, and it would have to be adopted by you, and this is an approach that
has been taken in various communities around the country, this small portion of the capital improvement
budget we would solicit public ideas as to small capital improvement projects that people would really like to
see. Through a process similar to the review and comment commission, we would develop and vet these
ideas using volunteers and, of course review them by staff as well, and narrow it down to 8 or 10 projects
which then the public could vote on. We would learn what people would really want. Those projects that
received the most votes we would consider approving for implementation using the $200,000 figure. We could
do two $100,000 projects or four $50,000, whatever the public thinks is the best. | think this way we could get
more involvement by citizens in our government. | think we could come up with projects which we would be
surprised by but with which we would be pleasantly surprised by. Final decisions would still have to be made
by the Board of Aldermen, but in the same way we really improve the recommendations made by the
downtown improvement committee. We could use that approach in basically adopting, unless serious errors
we think are made, the projects that are approved, developed and ultimately favored by the public. I'll be
giving you more on that idea over the next few weeks, but that you will see as one line item in the budget.

| think, Mr. President, that gives you a good summary of what is going on. Of course the schedule of reviews
has already been established by the budget committee, and | think they begin this week. You will learn and
see more of the details as the presentations unfold. Thank you very much, Mr. President, that’s all | have.
RESPONSE TO REMARKS OF THE MAYOR

Alderman Cookson

It will probably be discussed in budget, but if you could just give us again the guidance that you provided the
different departments within the city: police, fire, school as far as what their expectation was for a budget

percentage and then what they came back in and what you are presenting within your budget for each one of
those departments. Just police, fire, education and public works please.

Mayor Donchess

The police and fire were each 2.9 percent, which maintains current services. Education was 1.9, and public
works was 1.3 or 1.4. They all met those. Well, the schools came in at 2 percent, and | cut it to 1.9 roughly.

Alderman Cookson

Thank you.

PERIOD FOR GENERAL PUBLIC COMMENT

Tracy Pappas, 12 Swart Terrace, Nashua.

I'd like to preface my statement by saying very fortunately that most everyone on this board conducts
themselves in a pleasant and professional manner. It was a pretty long meeting, last meeting, and right
towards the end | had noticed the Alderman-at-Large who happens to be in state listened and was respectful to
everyone. | would hope that all people around this horseshoe follow the lead of not him, but everyone on this
board. So, | came to this full Board meeting two weeks ago to make a point about having some shared
positions under the purview of the cap and some outside of the cap. | made the point so that in the future the
wastewater department wouldn’t be negatively impacted. | wasn’t taking a shot at any employee. | was trying
to represent the department as it comes under the public works division.

| was interrupted by the ward 9 alderman. | asked the president if | was out of order. He replied not yet but by
saying nothing nefarious was going on, | was insinuating that something nefarious was going on. | want to
remind the president that there was a court case in Alton where a gentleman suggested that all the selectmen
should resign. He was shut down and arrested. Ultimately, the case was brought to the New Hampshire
Supreme Court and the citizen prevailed. As long as citizens adhere to time limits and don’t use foul language,
citizens cannot be shut down during public comment. In the future, in tandem, if a citizen is interrupted, every
board member should say point of order, Mr. President.

In ten years, | have seen firsthand how expensive it is to replace equipment at the wastewater treatment plant.
It is a very corrosive environment physically. | am simply trying to look out for that department as it falls under
the purview of public works. | only referred to that part of the budget. | made no mention of the $9 million from
outside the cap because | thought that was more the business of this board, not mine. Unfortunately, a couple
of aldermen have friendships with some staff. Some of these friendships have allowed them to cloud their
judgment. | try to do nothing more than to represent the ratepayers, and every meeting | attend the ratepayers
and the taxpayers.

In January of this year, the lead foreman of our position, that position was changed to operations manager.
The operations was moved to the new position of Assistant Director of Public Works. That position was never
posted to the public. Nothing changed but titles. | did have questions regarding that since all other cities and
towns | looked into have folks in those positions who are engineers. That is not the background of our
individual. | am sorry | was elected to serve the taxpayers and simply asking questions, and |’m trying not to
act as arubberstamp. | ask you to imagine what it is like to be at my meetings. Imagine if you were here and
members of the public could constantly interrupt you and harangue you while you are trying to make points and
have body language very histrionic and huffing and puffing. It is extremely distracting. | find it intimidating, and
| am getting to the point where | believe it is bullying. I’m tired of going to my meetings and being bullied and
harangued and harassed.

Please note that | did try to handle this via email. | heard nothing from the Mayor or the Board President. | did,
however, hear from the Ward 9 Alderman, both via email and of course right before the meeting had to again
harangue and harass. If he wants to sue me over the word harass, I’ll say bully.

| can’t help but notice that most of this board can disagree without being disagreeable. | respectfully request
the Ward 4 Alderman, the alternate liaison to DPW, replace the Ward 9 Alderman. | believe this individual can
act like a gentleman. Please note | have been accused attacking employees. |’m just simply pointing out other

communities have different requirements in the exact same jobs. Again, | appreciate this Board, all the work
they do, and | appreciate those of you who can be professional. We can clearly disagree without being
disagreeable.

Often the vice chair on the board of public works many times we do not vote in the same fashion. Never, ever
has it ever been ugly. It’s getting very difficult. When members of the public are calling me and saying you
actually have to watch this meeting when they know | had participated by phone, it is out of control. | think
every one of you who have a leadership position for any of the committees, really keep an eye on that and a
handle on that because it is not necessary. Thank you.

REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN

Alderman Siegel

Let me address this of recent speaker. At the Board of Public Works, the last speaker is a commissioner. That
commissioner has taken it upon herself to actively attack senior members of the Department of Public Works
staff and disparaging them. Even though there is no evidence of misconduct, malfeasance or negligence of
any type. On numerous occasions, Commissioner Pappas has been rebuked both at the board of public works
and | have pointed out some discrepancies here. To say that | bullied or created a hostile work environment or
any of that nature is completely absurd because what | am doing is providing a counterbalance and a different
Opinion.

We are in a public forum. Our job as city elected officials is to discuss issues, provide opinions as we see
them, and challenge opinions that we don’t see are supported by evidence. When those opinions impact
directly on the wellbeing of the senior members of the Department of Public Works, to the extent that it causes
the possibility of senior members leaving or potentially having suits filed against the city because of
harassment by a member of the Board of Public Works then | have a problem with that. That has nothing to do
with friendship.

| respect the members of our departments. Whether | am friendly with them, I’m friendly with a lot of people,
but that doesn’t cloud my judgment. | have no apologies to make for calling out Commissioner Pappas for her
abusive behavior to members of staff at the Board of Public Works meetings. | don’t appreciate the
characterization of me or my behavior at those meetings. Those meetings are a matter of public record. You
can watch them if you like.

You certainly can sense my frustration because it is not fair. It is just completely not fair. Obviously the rest of
the Board of Public Works must agree because on numerous occasions the vote has been 4-1 against
Commissioner Pappas and the accusations that she has made. And she has been rebuke by other members
of the Board of Public Works for this kind of nonsense.

I’m sorry it has come to this. This is just absolutely silly. Yes, | did respond via email to Commissioner
Pappas. | didn’t think it was fair. | don’t think it is fair to members of the staff. My interest is in the city and
preserving good relations with our hard working employees. | don’t mean to go on and on, but needless to say
this is extremely upsetting and that was unnecessary shot across the bow from someone that’s doing nothing
but doing their job.

Alderman Lopez

As the alternate for the Board of Public Works, | do try to attend when | am able. | am also on a lot of other
committees. I'll make an effort to try to attend more, but | also defer to Alderman Siegel, both because of his
experience and because he was appointed as the liaison by the President.

In addition, | would also like to comment the Mayor for his continued attention to the opioid crisis. Earlier
today, Governor Sununu confirmed that carfentanil was identified in association with overdoses in Manchester.
| just want to point to it as an example of the opioid crisis is still ongoing. It is very easy to look at the success

of the safe stations that we have enjoyed so far as solving the problem when in reality we’re just holding the
line against it. Addiction is a very large problem in our community and in our state at-large. Our city is very
vulnerable to it. We offer a large array of services that people are drawn to, and there’s a lot of different people
that are struggling with different challenges here in Nashua. So, it is important for us to remember that this is
an ongoing issue. We can’t let our guard down, and we need to make sure that we are giving our citizens the
best opportunities to make positive decisions. | think it also has a lot of long-term benefits because every
person that we can move toward recovery now is a person we don’t need to worry about continuing or
perpetuating addiction in others later on. | also want to acknowledge that the police department has been very
reactively involved too with the Granite Hammer side of response to this. | think we have a good balance here
in Nashua of supporting recovery programs, but also supporting enforcement.

Alderman Cookson

Without letting it go by, | did want to speak briefly about the Board of Public Works. While | haven’t seen
what’s happened, a concern is raised. | do know Commissioner Pappas. | was on the Board of Public Works
as their liaison prior to 2010. I’m happy that Alderman Siegel is able to play that role now. | think he is doing a
quite fine job doing that. So, | hear Commissioner Pappas. | hear Alderman Siegel. To me, there is an issue,
there is a concern. I’m not trying to determine who is correct, who is right, who’s wrong, but | think something
needs to happen.

Maybe Mayor Donchess, as Chair of the Board of Public Works, you have a leadership role, not just as chair
but as Mayor, maybe there’s an opportunity for you to engage and try to get to the root cause and truly
understand what it is because at the end of the day what we want to have happen is that the Board of Public
Works function efficiently and effectively and appropriately. There’s really no need for a group as small as the
Board of Public Works with five members plus the aldermanic liaison that we shouldn’t be able to function
respectfully. | don’t Know what the issue is, but | would certainly reach out to you, Mayor, and ask with your
guidance that you try to make it a functional and a respectful forum. Thank you.

President McCarthy

| will just point out that | did, in fact, receive a communication from Commissioner Pappas asking me to replace
Alderman Siegel as the liaison. | have no intention of doing that because | believe Alderman Siegel’s
participation on the Board of Public Works as our liaison is extremely valuable to the City. | consulted with the
city attorney as to the situation and | did choose to talk to Alderman Siegel about it and showed him the email
that sent to me, which | would likely do for anybody about whom | received a complaint.

It’s not up to us to stick our nose into the operation of the Board of Public Works. They are a separately
elected body who operate under their own rules under the Nashua Charter. The Mayor serves as the Chair of
that Board. | have known the Mayor to be an extremely effective Chair of committees over the years and
would expect that he is doing what is proper when conducting the business of that board. | would point out that
they have rules that are the same as ours that allow for the raising of points of order and the appeal of rulings
of the Chair to the body when necessary. Those are the remedies that should be sought here. As far as | am
concerned, we will move on from here with the relationship of the Board of Public Works.

| would ask that anyone on this Board be respectful of people who come and speak to us. | know that
sometimes it is difficult to do, but we should all just listen politely to what is said and then respond by
