REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN
Alderman Wilshire

| would like to echo the Mayor’s comments on the fireworks. | got a lot of responses from constituents,
neighbors, friends about how awesome the fireworks were. | was there. | really enjoyed it. | thought they did
a tremendous job this year. Kudos for that.

Alderman Clemons

I'd like to take this opportunity to speak about something that happened on the State level that affects many
constituents here in Nashua. That is the new voting bill that was taken up and signed by the Governor
yesterday. It’s unfortunate that this got to this point. What it does is it requires someone to be living in a place
30 days in order to vote. What this does is it creates an undue burden on folks who might be transient. The
way that it does that is several different ways. If you happen to be down on your luck and let’s say you're living
from hotel to hotel, say you’re at the Red Roof Inn or Motel 6 in Ward 7, and then just before the election you
move to the one in Ward 6 which is in my ward, you can’t vote. You can’t vote in New Hampshire because the
State says you haven't been living in one area for more than 30 days and you may not have the intention to
continue to live in the Motel 6. At least | would hope not. So you therefore can’t sign an affidavit that says |
intend to stay there. Your franchise to vote has been eliminated.

If you are a person who has just moved into the State of New Hampshire but hasn’t found a property yet, a
permanent address yet, you can’t vote either because you do not have necessarily an intent to stay where you
are at for 30 days. It could be 30 days. It could be less than that if you were to find a suitable place to stay. It
creates a second class of voters however because even if your intent is to leave the day after the election if
you are already registered to vote, you may vote in New Hampshire. No questions asked. How is it fair that
somebody who has every intention of leaving the State the very next day gets the right to vote but somebody
who has every intention of trying to set up their residency here from another State is denied the right to vote?
The legislature did not think this through. It is unconstitutional according to our Constitution in New Hampshire
and it should be challenged. There is no case where there has been voter fraud in New Hampshire or very,
very rare. So this Bill is number one, unnecessary and two, it takes away people’s most sacred right and that’s
the right to the ballot. It's a shame that Governor Sununu and the Republicans voted for this.

Alderman Deane

Thank you. I’d like wish Ken Siegel a speedy recovery as well. I’ve spent quite a bit of time with him the last
six days. He’s getting better by the day. | believe everybody wishes him well.

| wanted to give you an update on the skate park. | don’t know if anybody has been down there but it’s quite a
piece of art. It’s traveling through the skate park world at the speed of light. There’s an unbelievable amount
of interest in it. | still look back and when Alderman Siegel said he was going to go over there when we
opened it. I’m holding him to that. | think Alderman O’Brien with that too. We don’t want to forget about you
either.

If you get a chance to take a look at it, it’s a phenomenal piece of art and there’s a lot of talk through the skate
community. The kids are excited. They’ve closed the old park. The last | know they’ve done absolutely
nothing over there to it. The kids understand. They see what’s going on and the adults as well see what’s
going on. |’ve taken a lot of pictures and it’s quite an amazing amount of work and the Division of Public Works
should be commended for their involvement with the project. You talk to a lot of the guys and they echo the
comments. It’s nice to do something when your're finish. It’s up on top of the ground instead of below it. Most
of the work they do is buried. It’s moving right along. | just thought I'd let my colleagues if you want to go down
and take a look at it, you should do that. Thank you.

Alderman Cookson

Just wanted to let Alderman Siegel know that he’s in my family’s thoughts and prayers and wish him a speedy
recovery and hope to see him back in the horseshoe very soon.

Alderman Dowd

I’d also like to wish Alderman Siegel a speedy recovery. To the Mayor’s point, I've had a number of people
contact me about these fireworks being the best that they’ve ever seen in Nashua. They were very excited
about the city putting on such a great display.

|, too, would like to wish Ken a speedy recovery and | miss his banter. As far as the fireworks, they’re always
great and we always get a lot of bang for our buck Mayor.

| remember the day when Alderman Caron used to go out and count them to make sure we weren’t getting
shortchanged.

Alderwoman Melizzi-Golja

Again | would like to echo the good wishes and thoughts to Alderman Siegel and look forward to seeing him
joining us here in the horseshoe. Unfortunately | was out of town so | wasn’t able to enjoy the fireworks but |
heard many positive comments. | was like hum maybe | made a bad decision. On the note of fireworks as
many of us know, there’s been a lot of personal fireworks taking place in the city. At least one property in my
neighborhood reported some damage from personal fireworks. So I’ve had a conversation with the Police
Chief about just maybe looking forward to educating the public around first of all the fact that it’s illegal to use
them within the city but also the dangers to both the property and to other individuals in using them. Just a
comment about that. Thank you.

| just wanted to remind everybody that this Saturday is the Fairy Tale Festival in Greeley Park. If anyone has
children, definitely bring them down. It’s going to be lego themed. | can’t wait to see what a Lego themed fairy
tale looks like. | would also like to echo the previous comments regarding Alderman Siegel’s quick recovery. |
kind of imagine him sitting here watching this at home and just rolling his eyes because all the way down the
line we're still saying “I, too, as well would like to”. | hope he comes back here and brings his own particular
brand and passion. | did want a clarification if possible from Attorney Bolton regarding the voter registration
law as discussed by Alderman Clemons. It was my understanding that somebody could still sign the Affidavit
form and were not entirely restricted from voting?

Attorney Bolton

Yes but if | understood what Alderman Clemons was pointing out, what you’re swearing to is you have the
intention to stay at that address. If for example your intention is to live in Nashua for example. You’re coming
here from somewhere else. Perhaps you’ve taken a new job and your intention is not to stay at that hotel’s
address. Your intention is to find a permanent residence. It would not be truthful of that person to sign an
Affidavit saying his intention is to stay at that current address which is the hotel. The same with someone who
perhaps is receiving welfare vouchers, and it’s moving them every week or so from one hotel or rooming house
to another over time. Again there’s no intention to stay for the indefinite future at that current address. That’s
the issue | think that Alderman Clemons was referring to.

Alderman Clemons

| guess those of us who are in social work can redouble our efforts to make sure nobody is staying in a hotel in
an unsure situation like that. Thank you for clarifying.

Alderman O’Brien

|, too, would like to best wishes to Ken Siegel for a speedy recovery. My thought are with him and his family at
this particular time. In the brass tacks of back to business, | just want to remind the constituency that | am
from Ward 9. While Ken is recuperating at this particular time if anybody in Ward 9 has any particular
concerns to express to the Board, I‘m willing to accept and step to the plate and fill in the yeoman job that Ken
has done and to assist in that endeavor.

Also | would like to thank all those people that put the 4" of July together whether it be Park Rec., NPD, NFR,
Public Works, and a host of others, even emergency management that had the CERT team out there any
everything. I’d like to thank all those guys that gave up their personal time with family and put on a great show
for our citizens which makes it safe. The intention there is to have a good safe display. Alderman is correct
when she mentioned that the fireworks still going off must be delayed fuses but the intention here is to have
safe and a good time. Use the city fireworks and the best in the future. Thank you.

| just wanted to offer and wish Alderman Siegel and his family better health and strength.

When | spoke to Alderman Siegel today, he was actually concerned about representation for Ward 9. So thank
you Alderman O’Brien for stepping up on that. We briefly discussed the prospect of him dialing into this
evening’s meeting as a cure for what | perceive to be cabin fever. Given that Sue wasn’t going to be here and
the lightness of the agenda, we decided not to do that. | do wish Ken a speedy recovery.

Committee announcements:

Alderman Cookson

We have a Committee on Infrastructure scheduled for tomorrow evening here in these chambers beginning at
7 o'clock. We have two resolutions that will be discussed and then Director Cummings from Economic
Development is going to be joining us for a work session regarding overnight, on-street parking program in the
designated downtown area. So we’re going to take a look at that and see if we can come up with a holistic
plan. It will be a working session tomorrow evening for those who would like to join us.

Alderwoman Melizzi-Golja

Strategic Planning will be meeting in Room 208 this Thursday the 13" and then next Tuesday, July 18", PEDC
will be meeting here in the chamber. As you heard earlier, we will be talking about the performing arts center.
That will be one of our topics. Thank you.

Re: Follow on Discussion Relative to the Performing Arts Center (“PAC”)

Now that the budget process has concluded, I am writing to follow up on the discussion that started on
May 2™ relative to the Preforming Arts Center (“PAC”).

Since the May 2™ meeting where at the conclusion of the feasibility study it was recommended that the
city pursue a $15.5M bond (subject to private donations/contributions being raised in advance of releasing
the funds to capitalize an endowment fund to offset the continuing operational support that will be
necessary). I believe it prudent to submit this communication in an effort to keep advancing the dialog on
this initiative.

If you recall a central question or theme arose during the discussion that centered on the body wanting to
better understand the current debt service. To that end, a discussion on this very topic occurred on May
18" where the Board of Aldermen received a comprehensive overview of the current debt service and
obligations as well as some modeling projecting what the anticipated PAC financial obligation could be
and how it could be accommodated.

Essentially, In the FY’18 budget approximately $16.4M is currently being spent servicing the city’s debt
obligations. We anticipate based off of some conservative assumptions that a $15.5 million PAC
translates into an additional $1.0M of new debt to be serviced (it should be noted that not all of the $1.0M
would be absorbed at once, but more likely over a two (2) or three (3) year period). This means the Board
of Aldermen is looking at an increase of approximately $350,000 over a three-ish year period. Needless to
state this bond issuance can be accommodated.

Alternative Funding Sources Available

Putting aside what is articulated above and the figure quoted at the May 2™ meeting there is an
opportunity to potentially drive the cost down. To be clear, everything to date outlines a cost of a bond
issuance of $15.5M bome onto the taxpayers. However, over the last month I have been meeting or
speaking with various tax credit consultants and issuing entities and I believe there is an opportunity to
bring the project cost down by a few million dollars.

Specifically:
- NMTC $3.0M

- Historic $1.0M
- CDFA_ $500K

Conservatively, it appears as though the project costs could come down to between $11M and $13M and I
would use a $3M for budget purposes and therefore you could anticipate seeing a total project cost of
approximately $12M.

In addition to the tax credit(s) there are other forms of non-local funding opportunities available such as
the use of CDBG funds for this project. The Office of Economic Development would need to go through
the process of applying for an allocation in FY’19, but the point is we could further drive down the cost(s)
associated with this project.

Another example of an alternative funding source could come from the potential refinancing of the
Clocktower housing development. The proceeds of the refinancing could be directed toward this
endeavor.

Lastly, there are a few parcels in the city and specifically in the downtown that if sold the proceeds of the
sale(s) could be put towards this project and further drive down the project cost. If we were to explore this
strategy a more detailed conversation would be necessary. Conservatively, a potential figure of $500,000
could be anticipated.

Conclusion

There are a number of strategies to reduce the total project costs. Couple these facts with the city’s ability
to accommodate this new debt within its current financial program. It is more than feasibility to pursue
this initiative if the city desires to move forward.

There are some immediate next steps necessary to continue moving forward with this project.

o Preliminary Design Work
o Pre-Construction Management
o Procure Fundraising Consultant
o On Call Preforming Arts Center Consultant Services
- Approve a $15.5M Bond
- Enter into an Option with Alec Shoes

Immediate Next Step

The city needs to execute an option for $36,000 to secure the Alec Shoe building (for six (6) months).
This will allow for the city to start the preliminary design work and know the building will be available.
The $36,000 would be credited to the purchase price.

A regular meeting of the Board of Aldermen was held Tuesday, June 27, 2017, at 7:30 p.m. in the Aldermanic
Chamber.

President Brian S. McCarthy presided; City Clerk Patricia Piecuch recorded.

Before | ask the Clerk to read the prayer, the city lost a great friend last week in the person of Buzz Harrington.
| would like to ask that we observe a moment of silence in Buzz’s memory.

Prayer was offered by City Clerk Patricia Piecuch; Alderman June M. Caron led in the Pledge to the Flag.

The roll call was taken with 14 members of the Board of Aldermen present; Alderman Deane was recorded absent.
Alderman Cookson arrived after roll call at 7:32 p.m.; Alderman Clemons arrived after roll call at 7:35 p.m.

Mayor James W. Donchess and Corporation Counsel Steven A. Bolton were also in attendance.

REMARKS BY THE MAYOR

Mayor Donchess

Tomorrow night is the final presentation of the city’s Riverfront Master Plan which has come forward with some
very exciting ideas for the riverfront from basically the Millyard down passed BAE. The plans are really nice
and exciting. If you can make the time, | would urge you to attend so you can see the final results. Second, |
wanted to mention that the city got some good news. We were awarded on a competitive grant basis a
renewal of the lead grant. This is a $2.9 million grant. It’s a competitive. We're coming off the same lead
grant, but were re-awarded the grant. The purpose is to render inner-city multi-family housing units lead safe.
The goal of the grant will be over the course of two years to remove lead from 135 units. We may be able to
do more than that. The administrative costs are only 10 percent. | believe one of the reasons we were
awarded the lead grant is that Carrie Schena and her team, who | wish to congratulate on being successful in
getting the grant, have been able to be very accountable for the federal government. They spend the funds
very efficiently and effectively. | believe we will make good use of the money over the next two years as they
have over the recent years.

| wanted to mention to the Board that | recently, yesterday, returned from the meeting of the US Conference of
Mayors in Miami. It was very interesting as always. | always learn a number of things when | go. There were
a number of things they particularly emphasized. First, the opioid crisis. Next, the issue of the country’s
infrastructure and the need to make progress with respect to the crumbling infrastructure that we do have in
the United States. Third, especially since it was in Miami Beach, the issue of climate change and the rising
sea levels, which in Miami Beach is a very serious matter. They just spent, and this city is about our size, a
little bit bigger, $400 million just raising some streets. Certainly not even beginning to solve the problem, but
just to address it to some degree. On the issue of the opioid crisis, we are not alone. | can tell you that much.
There are some areas of the country that are affected much more seriously even than we are. For example, in
the City of Dayton and the county where Dayton is, that county is around 500,000. And some people are
projecting that they will see 800 OD fatalities this year in a county of 500,000 people, much more per capita
than we are. We are suffering far more than we would like, but | think we have taken positive, effective strides
against the opioid crisis through our police department and through the Safe Stations program. We cannot let
down our vigilance because in some of those areas of the country, the problem seems to be growing. Here, at
least for the last six months it seems to have stabilized to some degree. The total OD situations are down. |
want to commend the Board for appropriating money to help with the Safe Stations program which | think is
one of the most effective tools we have in attempting to stem the tide of the opioid crisis that we have in our
community. Another big theme was the infrastructure of the cities in the states. Here, too, | think we have
acted responsibly by attacking of the main infrastructure issues we have which is the crumbling streets that
exist in many areas of the city. By appropriating $7.5 million a year for the next five years, | think we have
undertaken the most ambitious program that we can because we can spend that amount of money effectively
and efficiently whereas | think if we spent more than that we would be beyond the capacity to spend the money

as wisely as we could. We need to be accountable to the voters for every dollar that we spend, and | know we
will do that. This year’s paving program has begun with some residential streets: Dale, Donna, Lansing, and
others. We will continue with more residential streets. That’s the money that was appropriated in the current
fiscal year through June 30. Then in the fall, we will continue with the program by beginning to spend and
pave most of the crumbling streets with the $7.5 million appropriation that you made. We will certainly be
doing Tinker Road, which | see Alderman Dowd from Ward 2 nodding because that is definitely in very poor
shape, DW Highway and some major streets starting this fall. | think the people, Nashuans, deserve from us
the best efforts to make it so they can get to work, get around the city without any potholes and wrecking their
cars and in the most efficient way that they possibly can. We definitely want to be accountable in the way we
spend the money, but we really need to make progress improving the city’s infrastructure.

Friday is the dance party. | hope you have seen notice of it out in front of city hall. We are cosponsoring with
the Symphony the dance party. “Dancing in the Streets” we are calling it. It will begin at 7:00 p.m. with swing
dancing. At 8:00 p.m. they will continue with salsa and Latin dance, and at 9:00 p.m., there will be hip-hop.
There will be a short period of instruction in each hour. It’s going to be a fun party. Part of Main Street is going
to be closed. | urge you if you have free time to come down and check it out. Whether or not you decide to
dance is a different issue. There will be food vendors and | think everyone will have a good time.

Finally, Mr. President, | wanted to join you in wishing Buzz Harrington’s family the best. We know that he was
a great citizen of Nashua. He contributed in many, many ways over a long period of time. | worked with him
when | was Mayor in the 80’s and 90’s. He continued to be a very important pillar of the community since then
and obviously before. This is a big loss for Nashua, and | wish the best to his family.

RESPONSE TO REMARKS OF THE MAYOR

Alderman Siegel

How did the other mayors accept the Safe Stations program? It seems relatively unique. It was started up
here. Itis clearly very effective. Is this something they are going to try to adopt in their own cities?

Mayor Donchess

There is a task force on the opioid crisis which | am now part of. We talked through a number of different ways
to approach it. Each community seems to have adopted some different strategies but similar. | discussed the
Safe Stations program. There was some interest in it. There is one community in Texas that is doing a similar
thing with the PD. Boston has a program where you can call 311 from anyplace. But! did get some interest in
Safe Stations and some inquired about more information which we will definitely provide them. Another thing
that | did report on, which | did mention, is the fact that Nashua through primarily the work of Harbor Homes
has been certified and was a couple months ago as effectively ending veterans homelessness. We are one of
a growing number, but a fairly small number of communities in the country, that have done that. There was
interest in that in addition to the Safe Stations program.
