Re: Purchase of Personal Protective Equipment (PPE) Replacement (Value: $14,100)

MOTION BY ALDERMAN SIEGEL TO ACCEPT, PLACE ON FILE AND AUTHORIZE THE PURCHASE
FROM BERGERON PROTECTIVE CLOTHING IN THE AMOUNT OF $14,100. FUNDS ARE AVAILABLE
IN DEPARTMENT 152, FIRE; GENERAL FUND

ON THE QUESTION
Alderman O’Brien

This is a very important purchase in my opinion. Firefighters get into some heck of messes. I’ve had the
experience before. The threat of cancers that are out there in fighting fires with firefighters. Stuff like this, gear
washers, are extremely important. It cleans the gear.

Brian Rhodes, Asst. Fire Chief

Through the gracious support of the Board of Aldermen and the citizens of Nashua, we currently have five of
these. They are called extractors. They are commercial grade washing machines that we wash our personal
protective clothing which | come before you whenever we need to purchase that. Each set of this personal
protective equipment costs approximately $2,000 apiece. We try to maintain that for a ten-year lifespan.
Currently five of the six fire stations have this appliance. With the addition of the Spit Brook Fire Station, where
we have room now to put this in, this is why we would like to have that. An example, just the other day the fire
on New Searles Road, the firefighters from Spit Brook Road were at that fire. They had to go back to the
station, put their gear in a trash bag, drive over to the Conant Road Fire Station because that’s the closest one.
That kind of left the south end uncovered for a little bit. This is really going to help all of the citizens of Nashua,
but it is really going to help our employees. As Alderman O’Brien said, cancer is a huge concern today. We
really thank you for your support and hope you vote for this in the affirmative. It’s a good thing. Thank you.

MOTION BY ALDERMAN SIEGEL TO ACCEPT, PLACE ON FILE AND AWARD THE CONTRACT TO
DOTY GROUP IN AN AMOUNT NOT-TO-EXCEED $26,000. FUNDS ARE AVAILABLE IN DEPARTMENT
166, PARKING, GENERAL FUND

ON THE QUESTION

Alderman Clemons

Does this include the parking garages?

Mr. Kooken

No, this is just for the lots.

Alderman Clemons

Who maintains the top of the garages when it snows?

Mayor Donchess

You're asking because sometimes the tops of the garages don’t get plowed?

Alderman Clemons

I’m asking the question because I’m wondering if it makes sense to add it into this contract or if it is something
that we could just do a better job on with the city. When it snows and we put a snow emergency out, we tell
residents they can go park in the garage. So they go park in the garage and then folks that have to work
downtown who have lease spaces go and there’s people there so they are forced to go to the top of the
garage. But the top of the garage when they get to work isn’t plowed. It’s not so much that people have a
problem parking on top of the garage, it’s that it is not plowed. It’s impassable. It’s an issue; it’s been going on

for several years. I’m just wondering if we can’t get a big city plow in there, maybe it would make sense to
have a private contractor do it.

Mayor Donchess

You make a good point. | will be glad to talk with Economic Development and the parking people to get an
answer. We could approve this and | can come back with an answer or we could hold it and | can ask whether
we should amend this, but | will definitely get an answer.

Alderman Clemons
| think this would be a good contract to engage in this evening. If it is deemed appropriate maybe we can open

it up to add that with a change order. That would be good. I’m willing to support this, but hopefully we can get
an answer soon.

| will definitely ask about that. If you approve this now, | do have the authority to approve an amendment less
than $10,000 as long as | inform you. | think the point you raise is very good, and we should straighten that
out. | will be glad to come back.

MOTION CARRIED

From: Dan Kooken, Purchasing Manager
Re: NAMI New Hampshire (Connect Suicide Prevention Project) Agreement (Value: Not-To-Exceed
$22,580)

MOTION BY ALDERMAN SIEGEL TO ACCEPT, PLACE ON FILE AND AWARD THE CONTRACT TO
NAMI NH IN AN AMOUNT NOT TO EXCEED $22,580. SOURCE OF FUNDING IS DEPARTMENT 171,
COMMUNITY SERVICES; YOUNG ADULT LEADERSHIP GRANT

ON THE QUESTION

Director Bagley

The Suicide Connect Prevention Project is something that we would through for our young adult leaders
program that will come through our public health network services grant. This is additional funding that has
been provided through the state. The intervention will actually be delivered by a facilitator from NAMI. Our
responsibility is to recruit young adults between 18-25 to participate in this program. It’s a train the trainer type
of model where young adults will learn about prevention, intervention to address, or at least be aware, of their
peers that may have issues with behavior health, depression. That they will be able to identify mental health
disorders that could lead to suicide. Our goal is to get as many young adults trained into the leadership
program and then they would then train young adult leaders in the Nashua and Greater Nashua area.

Alderman O’Brien

| am very supportive. | think this most definitely needed, but why start at the age of 18? In high school is there
a program equivalent to this or the school nurses trained or could benefit from this as well?

Director Bagley

This intervention is directed at the 18-25 year old age group because we found there was a gap for this
particular group. The intervention designed was designed specifically for 18-25 year olds because | did ask
can we go alittle younger. | asked if they are 16 or 27 if they can participate. They can, but not any younger
than that because it is designed for 18-25 year olds. | do not know if there is a program at the high school or
grade level that is designed by NAMI to be implemented.

Alderman Siegel

How do you recruit people to participate? It sounds like a great program

Director Bagley

We have identified a couple of target areas: the Academic Institution, Rivier University, Nashua Community
College. We are looking into working with some of the folks at the Boys and Girls Club and some agencies
that have folks already working with young people and have people in this age range. We had the opportunity
to go to Rivier today. They had a program called “Check In” which is called “Fresh Check Day.” It is midterms
in college right now and students are under a lot of stress. In my experience at Rivier the young adults in
those age range had a lot of anxiety and stress, some which unfortunately led to attempts. There are things
that college campuses are doing so we thought that would be a nice target population to work with. Also

individuals who might be going through the drug court program because again you have individuals who
dealing with anxiety and stressors that may be key individuals to target for this intervention.

Alderman Wilshire

That is a very vulnerable population, that age group. At the Children’s Home we have young people that age
out of our program at 18. Some of them have places to go, some of them end up in some precarious
situations. | think that is a really vulnerable age group, and good for you for doing that. It’s pretty awesome.

MOTION BY ALDERMAN SIEGEL TO ACCEPT, PLACE ON FILE AND AUTHORIZE THE PURCHASE
FROM GRAPPONE AUTOMOTIVE GROUP IN THE AMOUNT OF $114,394. FUNDS ARE AVAILABLE IN
DEPARTMENT 191, SCHOOL; CERF

ON THE QUESTION

Mr. Kooken

| just wanted to point out that the motion is correct. It’s $114,394. There was an error in my memo.

Alderman Siegel

When | was looking over this, | didn’t notice that there was any trade in or allowance. We don’t have any
information on the conditions of the vehicles that are being replaced.

Mr. Kooken
| don’t know. | will have to talk with Shawn and find out what they plan to do with the vehicles.

Alderman Siegel

Is it critical to have done right now? It seems to me that we’re missing a little bit of information.

Mayor Donchess

Do you have any information suggesting this is time critical?
Mr. Kooken
No, | don’t.
