Alderman Klee was the “pusher-in-chief” behind this bill, evidently coached by Nashua City
Attorney Steve Bolton.

Deceptively claiming to “fix” Nashua’s spending cap, the bill added language to eltminate the
grandfather clause that would have placed at risk eight (8) tax and spending caps (including
Nashua’s) enacted before July 5, 2011.

To those who continue to nitpick whether an “exception” in the Nashua Spending cap is not an
“override”:

=" Override = supersedes the cap.
= Exception = not included under the cap

Nashua’s Spending Cap has survived another attack by excessive “special-interest” spenders of
“other people’s money” and is now alive and well in the 29" year since its birth in November 1993.

Subject: Downtown Barriers

Dear Board of Aldermen,

I would like to address the issue of the downtown barriers. I am completely opposed to moving forward with
the barriers for another 3 years. I live in the downtown area, and the barriers have created a traffic nightmare!
Go around is what I hear proponents of the barriers say. How can I when there's so much traffic that every
intersection is blocked. It's jammed at all hours of the day. Why are we creating a daily traffic nightmare for 3
businesses to reap the benefits? The city officials don't care because they don't have to deal with it every single
time they leave their house.

Second, is the parking issue. Two major apartment complexes are being built in the downtown area, along
with the mayors pet project, the performing arts center. The city’s solution so far has been the parking garages.
Explain to me where people will park when these projects are completed and the on street parking is taken
away? What about the elderly and people with disabilities, especially those who use Wingate pharmacy. Are
they supposed to park 3 blocks away? It's taking business away from everyone but restaurants!

Lastly is the financial issue. The very few businesses that are profiting from this, are paying taxes based on

to add an addition to my house, my taxes would go up, so why aren't theirs? Of course these restaurants want
these barriers, more money and it's costing them zero. Let them pay for the added square footage of their
business! They can pay for the barriers to be put up each year and removed. Why are the taxpayers are footing
the bill for this? It's absolutely absurd!

Please note my objection to the installing of concrete barriers. | do not support the idea due to the additional cost to
the city for placing and removing them, the diminished parking and added traffic congestion, the reduced response
times for emergency services, and the lopsided support for certain businesses where detrimental effects are
experienced by others.
