the City of Nashua. This request for proposals is not a contract and alone shail not be
interpreted as such but rather serves as an instrument through which proposals are solicited,

The City of Nashua may reject any or all of the proposals on any basis and without disclosure of
a reason. The failure to make such a disclosure shall not result in accrual of any right, claim or
cause of action by any unsuccessful bidder against the City of Nashua.

The City of Nashua reserves the right to waive any irregularities when the public interest will be
served thereby. The City of Nashua also reserves the right to negotiate any change or
arnmendment in any proposal without soliciting further proposals if the action is necessary for
the best interest of the City of Nashua,

All proposals are binding for ninety (90) days following the deadline for proposals, or until the
effective date of any resulting contract, whichever Is later, The City of Nashua is exempt of all
taxes. All proposals must be FOB Nashua, NH. AM bidders must comply with all applicable Equal
Employment Opportunity laws and regulations.

Pursuant to NRO 5-78 (F), the purchasing manager shall not solicit a proposal from a contractor
who is in default on the payment of taxes, licenses or other monies due the city. Therefore, this
proposal request is void as to anyone who is in default on said payments.

Vendors are encouraged to submit questions via email; however, the City of Nashua assumes
no liability for assuring accurate/complete email transmission/receipt and is not responsible to
acknowledge receipt. Inquiries must be submitted in writing and received no later than

IL. Background

The City of Nashua is a community of over 89,000 residants nestled in southern New Hampshire
along the bustling Everett Turnpike Highway. A historic community with a culture steep In
innovation and technology.

The City understands the importance of business and works hard to attract commerce in a
diverse array of industries. This RFP is specifically geared towards city owned properties are
made up of vacant land or are residential sites. The City of Nashua is committed to identifying
creative and productive business solutions that will generate revenue, which will be
reinvested in a variety of community services, programs and infrastructure,

The City recently consteucted the Broad Street Parkway a limited access roadway connecting
the downtown/mill yard to the Everett Turnpike and with this project coming to conclusion
there are surplus pieces of property that need to be sold.

a. Scope of Services

A. The successful firm shail agres to contract with the City of Nashua te provide the
following:

Perform market analysis.
Develog strategies for leasing and/or sale of properties
Work with Economic Development Director to negotiate the lease and/or sale of
properties with buyers and prospects.

® Work with Economic Development Director to negotiate the lease and/or purchase of
properties with sellers.
Coordinate real estate appraisals.
Handle all other customary activities and services associated with real estate
transactions.

® Attendance and presentations at meetings of the Board of Aldermen and Advisary
Boards/Comrmitiees of the City of Nashua may be required.

8. Broker's Qualifications
Respondents to this RFP shall have the following qualifications:

Must be Heensed and in good standing with the State of New Hampshire
Must have an excellent reputation in the real estate community.

e fWust be kiewledgeable in the local real estate market and have experience with
residential properties (including multifamily).

» Must be knowledgeable in the use of all public real estate records

HH. Submission Requirements

4, By submitting a proposal, you represent that you have (1) thoroughly examined and
become familiar with the scope of services outlined in this REP and (2) are capable of
performing quality work to achleve the City of Nashua’s Scope of Work.

The following information must be included in or with your proposal:

» ‘Years in business and previous names of the firm, if any.

Description of the firm, including size of firm, location, lead broker to be assigned
to perform the proposed services, including a brief resurne.

« Description of experience (minimum five years previous experience with
proven effectiveness) the firrn or organization has in pertinent real estate
experience,

e Experience in assisting similar size entities, including any and all services for
government agencies.

e List of at least three references to whom the firm provided similar services.

Please provide a description of the services, when they were provided, the key

peopte involved, and names and telephone numbers of contact persons for each

reference.

Listing of current litigation, outstanding judgments and liens, if any.

Fea schedule, which shall include the following iterns:

State your propased commission rate for sale/purchase and leasing of properties.

Hourly rates as may be applicable to special {non-commnission} project analysis.

State any other costs the City of Paso Robles may anticipate relating to the rea!

provisions are made by the Board of Trustees with the concurrence of the Board of
Aldermen. The Public Works Employees’ Retirement System does not issue independent
financial statements. Administrative costs are financed by Trust earnings.

Membership of each plan consisted of the following at July 1, 2020, the date of the latest
actuarial valuation:

Benefits Provided

The System provides for retirement and death benefits. The retirement allowance benefit
is up to a maximum 65% of final compensation reduced proportionately for creditable
services less than 25 years (30 if hired after July 1, 2010). Benefit payments are based upon
a member’s age and length of creditable service. Members become fully vested after 10
years of creditable service. A retirement allowance may be received upon reaching ago 60
with 10 years of credited service or upon attaining 25 years (30 years if hired after July 1,
2010) of continuous service with the Board of Public Works. The plan also provides for
early retirement for 65% of final compensation reduced by 0.555% for each month between
age 60 and the member’s early retirement date. In addition, the System provides for
disability retirement allowance if age 60 or older with a minimum of 10 years of creditable
service, 65% (60% if under age 60) of final compensation reduced proportionately for
creditable service less than 25 years (30 years if hired after July 1, 2010).

The death allowance benefits are based upon creditable service and classification. Members
become vested after 10 years of creditable service. Employee contributions must be left in
the plan for the deferred vested benefit to be payable. Pre-retirement spouse benefits are paid
at 50% of the benefit to which the member would have been entitled had the member retired
on the date of death, when accidental death benefits are not payable, and if the member has
10 or more years of service.

Post-Retirement benefits of $3,000 are paid to beneficiaries of retired members upon the
death of the retired member. Accidental death benefits are 65% of final compensation to
spouse until death or remarriage, or dependent child to age 18, or dependent parent for life.

Contributions

The City employees each contribute 9.15% of their base salary, as specified by ordinance. The
City’s contribution is determined by the actuarial valuation. The City’s contribution to the
System for the year ended June 30, 2021 was $907,292, which was equal to its annual
required contribution.

MABRKETING

We utilize traditional marketing strategies such as open houses, broker open houses, signage on the
property with info boxes, MLS listings that get transcribed to Zillow, Trulia, Realtor.com, Craigslist ads,
etc. With over 400 agents KW has a vast source of in house buyers/investors network with profi sharing
that makes all agents committed to selling aur clients properties,

We also stage the property, use professional photography and drone video (if landscape or proximity to
park, water is a desirable feature). Targeted google and FB ads, posting on various F'B group sites such as
NH property sale & rental, Nashua happenings, NH Broker open houses, etc. We also send oul open
house and listing details to all members of the Greater Manchester & Nashua Board of Realtor
