Pursuant to NRO: § 5-74/B: E. Approval by the Finance Committee of a contract award in excess of
$1,000,000 shall be submitted to the full Board of Aldermen at its next regularly scheduled meeting
for final approval prior to award of the contract.

The Finance Committee has approved and placed on file the notification of the award of the
referenced contract at the March 2, 2022 meeting and as such | am requesting the full Board of

2022 Paving Program - Construction Contract Award

To approve the award of the construction contract for the 2022 Paving Program to Sunshine
Paving Corporation of Hudson, NH in the amount of $4,562,802.50. Funding will be
through: Department: 160 Admin/Engineering; Funds: Bond and Trust; Activity: Paving
and Department: 169 Wastewater, Funds: Bond and Wastewater; Activities: Sewer Rehab
and Stormwater Abatement.

This 2022 Paving Program construction contract is expected to pave approximately 14 miles
of City streets utilizing shim, overlays, milling and reclamation where appropriate. Other
work required includes replacing nonstandard and broken drainage and sewer castings,
repairing/replacing catch basins and manholes (sewer and drains), ADA ramp work, and
reconstructing transitions to intersecting driveways and streets.

The contract was advertised for bids on January 19, 2022. Three contractors submitted bids
on February 9, 2022 as follows:

Sunshine Paving of Hudson, NH $4,562,802.50
Continental Paving, Inc. of Londonderry, NH $4,741 ,400.00
Newport Construction Corporation of Nashua, NH $4,827 ,000.00

Sunshine Paving of Hudson, NH at a bid price of $4,562,802.50 is the qualified low bidder.
Sunshine Paving has successfully completed paving program contracts in Nashua of similar
scale for the last several years.

investigations, explorations, tests, studies, and data with the BID Documents.

H. Bidder has given written notice of all conflicts, errors, ambiguities, or discrepancies that Bidder has
discovered in the BID Documents, and the written resolution thereof by the City is acceptable to Bidder.

The 8ID Documents are generally sufficient to indicate and convey understanding of all terms and
conditions for performance of the Work for which the BID submitted,

Bidder further represents that this BID genuine and not made in the interest of or on behalf of any undisclosed
individual or entity and is not submitted ja conformity with any agreement or rules of any group, association,
Organization or corporation; Bidder has not directly or indirectly induced or solicited any other Bidder to submit
a false or sham BID Bidder has aot solicited or induced any individual or entity to refrain from bidding; and has
not sought by collusion to obtain for itself any advantage over any other Bidder or over the City.

The requirements of the New Hampshire Revised Statutes Annotated shail apply to this project. The Bidder is

Starting System:
e Check and record specific gravity reading of each battery cell
(if maintainable).
¢ Check for proper level of electrolyte in each cell.
© Check battery charger for proper operation and record amperage reading.
* Check and record the last date that batteries were replaced. Recommend that
batteries be replaced every three years, regardless of condition.

Control Panel:
© Verify gauges are operating and record readings.
* Check for presence of any warning lights/alarms.

Safety Controls - check for proper operation of safety devices:

Fuel system:
e Inspect engine gas lines, regulator and carburetor for signs of leaks/corrosion.

e Inspect throttle and mixture valves and linkage {if equipped) for proper operation.

* Inspect ignition system (magneto/distributor/spark plugs/wires).
Operational Checks with Engine Running:

¢ Check for any leaks or unusual noises.

° Verify proper voltage and frequency via control panel gauges.

© Check for proper air inlet.

¢ Operate for no more than five (5) minutes without load.

Perform five (5) minute full generator output test. Customer representative must be
present to operate necessary circuit breaker to allow transfer to emergency source.

Walk-around inspection:
e Visual inspection of generator and environment.
¢ Check for signs of rodent/insect activity.
Conclusion of visit / Recommendations:
¢ Control panel: confirm control switch is in “auto” position.
¢ Circuit breaker: confirm genset is in run status
¢ Provide written recommendation(s) for any suggested repairs.
® Make electronic copy of inspection report available to customer.

¢ Provide written estimate of additional work to customer within one week of service

visit.
¢ Technician will clean up and dispose of any waste
