It is exciting. | mean | always figure that my Ward will be right there to help clean up and so on but to have
someone come in from Ward 1 and Ward 4 was just quite impressive. It speaks volumes for our City.

Public Works was incredible. They donated the blue bags for us to pick things up with and some very nice work
gloves as well. Director Fauteux stepped up, Park & Rec were right there. They were picking up the blue bags
as we were filling them, they came at the end of the day to Foster Square and got the bags. We filled over 30
bags, mostly just Lock Street, a little bit of Lowell, a little bit of Canal and so on. We are going to do this again. |
am hoping for October 25"" and | will put out information. I’ve gotten a lot of positive feedback from the residents.
They were really happy to see us out there and doing this. | was proud to do it and we had a beautiful day on
Saturday. So | suggest others who want to do this, just get a group together and start picking up trash. One
person said that | thought was quite funny, she was singing Butts & Poo | think was the song that she was
singing because that’s what she kept picking up. But then she did tell me there were more butts on the ground
than there were poo. So I’m not sure that’s necessarily a good thing but we were picking up cigarette butts too.
It’s a lot of back work picking up cigarette butts, but we were successful. Thank you so much.

Thank you Madam President. | have a few things to make some comments on. First | would like to thank
everyone for passing the Affordable Housing Fund. We are looking forward to the continued work on that. As a
Downtown business owner, | have had the pleasure of watching Downtown come alive with our barriers; they
look fantastic. | know that was request from the community last year and so it really looks great. Positive Street
Art and Beyond Borders | believe, | have met both of them and they’ve done a great job. And the only other
piece that | had was | wanted to thank everyone who was in attendance this evening and gave public comment. |
thought we did a great job of being civil and having just some straight forward conversation whether we agree or
not. | know that hasn’t always been happening on other City meetings and | would like to implore everyone to
come and share their ideas. That makes us stronger but let’s do it civilly. Thank you.

So in reference to Alderman Schmidt's comments, | did announce at our last Aldermen Meeting, | had asked the
Board of Health to start reviewing the masking Ordinance so they could figure out exactly how it would be
appropriate to take it down. In light of today’s announcement in New Hampshire that the Johnson & Johnson
Vaccination is being suspended, there are a lot of complications when it comes to when we are ready to safely
remove the mask. As most people have probably begun reading, | have a number of constituents and
associates who have actually managed to catch COVID after being inoculated. It is not 100% protection. The
more exposure you have, the more likely you are to challenge your immune response and contract it. What the
vaccine does do is it allows you to have a lighter and less intensive COVID infection. It can prevent
hospitalization in most cases but you can still definitely transport it. So these are things we need to be cautious
of, they are basically what explains the surge.

It is also worth reminding to people that we don’t have any vaccinations for children at all. The testing has to be
completed for them before we are sure that it is safe to do it. And there’s a whole ICG index now on COVID-
related conditions. | know that’s not what people want to hear; but COVID doesn’t necessarily go away without
leaving scarring and marks. There is increasing awareness in the Public Health Field of neurological issues
including more acute emotional experiences, you can develop mood disorders that you might not have been
susceptible to before and brain fog and cognitive issues. So this is still a very new illness.

It has only been around for about a year and a half so we need to be cautious and | think our Board of Health
needs the support of the Aldermen in making sure that when we talk about masking ordinances, we are talking
about a decision that is safe, not necessarily popular for the City of Nashua.

We were on the front lines when this was blowing up in Boston and Massachusetts. We have managed to
maintain a very safe and effective response to it. We have managed to protect our businesses to the extent that
some of the efforts that we have made to allow to them to survive COVID have turned out to be wildly successful
such as the Downtown outside dining. So we need to be able to give them the ability to be healthcare
practitioners and make recommendations that are informed. | have asked them to identify specific criteria that
could be used such as exposure rate, number of people vaccinated and those kind of things. So that discussion
will be 12:30 tomorrow. It is on the City’s Webpage and | think we’ve all gotten emails about it.

Additionally, with regards to the barriers, | am sorry to Alderman Klee for not helping her with her clean-up, | was
actually in the middle of volunteering/segwaying in circles around Positive Street Art while they were painting.
And they are doing an outstanding job and | think it looks really, really good. | have heard from some businesses
that they would have liked to have some direct input on the designs that were going right in front of their business
and because of the backsides of the barriers haven’t been painted, the idea was we could do those future years.
They would have preferred a decoration. So | talked to the Mayor, | talked to Director Cummings, they are both
supportive of the idea of those restaurants reaching out to Positive Street Art and contracting the artists directly to
do a more customized look on the inside. That is up to the restaurants, if they want to pay for that, that’s fine. |
think the City has been more than supportive in what it has already contributed to and | think the barriers really
need to get up. The best thing you can for a business right now as the weather starts to get warm is to get people
sitting in your seats and using your services in a safe way.

So that’s very encouraging. People have given me a lot of positive feedback about that. Not exactly as positive
of feedback as the bulldozer that is parked in the former Alec’s Shoe Store site. | think people imagined that we
were going to drape a giant blanket over that and then pull it back and there would suddenly be a Performing Arts
Center. And it was a little heart breaking for people who have family history or memories attached to Millers to
watch the front loader scraping away at the Alec’s Shoe Store sign. So yeah | mean it is demolition, it is change,
it is frustrating. But the promise that we have ahead of us and the project that is moving forward is very exciting
as are other projects that are happening downtown. There’s a lot of development that’s happening from local
businesses. We have the Soup Kitchen’s project, we have additional housing projects coming on line. So there’s
a lot of really good and interesting things happening downtown.

So | guess to conclude, | would remind people to be careful in driving downtown. It is not the Daniel Webster
Highway. We don’t want to have more car accidents and people injured. So just be mindful of pedestrians. If
you are looking for a more rapid and direct route to get over the bridge, consider the Broad Street Parkway.

Thank you Madam President. | too want to echo the sentiments of our Mayor to the family of the 17 year old
which | am sure is very difficult for them. But just to let them know that we, as a City, really are standing with
them. And secondly, | didn’t speak to the $1.5 million that’s going to the Fire Department. But | did sit in on that
meeting, | was in on the meeting when Deputy Chief spoke to that and it was kind of weird how we couldn’t
actually just pay them directly we have to go through the Health Department in order to pay the firemen that work
in giving out the vaccinations and directing traffic and all the many things that they do for the City. So | just want
to acknowledge that they do a lot and I’ve been in the lines for vaccination at one point and really got a really
good look at some of the things that they do there. So | just want them to know and for the community to know
the work that they day beyond their regular firemen’s work, let’s put it that way. So kudos to them.

And thirdly, my question is probably to Corporate Counsel because | listened to comments about the Board of
Education and | think for me, | just need clarity on something. For me, | thought the Board of Education is the
Board of Education and we are the Board of Aldermen. And | know we kind of oversee the City. Do we oversee
the Board of Education because | do know that the Board of Education has a counsel as well? So | don’t want to
get us into the thing of the Board of Education expanses coming into the Board of Aldermen. So with that said,
that’s my question to Corporate Counsel. Where does that stand? Because that can become very ugly like the
Board of Education.

Well let me correct one thing. Just like all City Departments, my office represents the School Department and the
Board of Education as well. So yes, for some matters they have engaged outside counsel on occasion but we do
represent them and it does take a considerable amount of our time and effort. There are issues for which this
Board, the Board of Aldermen has to defer to the decision making of the Board of Education; School Curriculum,
School Policies, the School Calendar, the hiring of a Superintendent, the approving the Superintendent’s choices
for other administrative and teaching positions. While members of the Board of Aldermen can weigh in on those
decisions, just like any other of our citizens, this Board cannot overrule decisions of the Board of Education in
those areas.

But you do set the budget. And it is possible to exert influence in that manner. So that’s the situation in nutshell,

very briefly. There are nuances and if a specific question were to arise on a specific issue, we could look into
that specifically and provide an answer as circumstances arise.

Thank you, you have answered my question because that was the other thing. Could we override? | know about
the budget but on whatever decisions the Board of Education makes, we as the Board of Aldermen cannot
override that. Did | understand that correctly?

Thank you Madam President. | just wanted to reiterate something that | said in the past and that is that | admire
all of our City employees. And in particular, our City Attorney’s Office, | think you do a wonderful job and | think
folks who unfortunately have the other opinion or a different opinion might have one because of some biases. But
| certainly think that you serve our citizens well, you serve us well and keep up the good work. Thank you.

Just a couple of quick things, one additional note I’d make relative to the School Department is we have bottom
line budget authority but once we give them the money from the budget, they have autonomy on how to spend it.
So we always reiterate that during the budget season. The other things is last week the Mayor had a special
event outside City Hall recognizing all the work that the Public Health Department has done to support the City,
especially during the pandemic. It was very nice recognition for all of those workers who were there. Also we
have now received the AOT Permit that is Alteration of Terrain Permit from the State of New Hampshire. So
Pennichuck Middle School construction will be moving out very smartly, probably tomorrow or Thursday. While
we were waiting for the AOT the contractor had to leave to do some other job and they will be back.

Also on O-21-060 on Cleveland Street, those signs and requirements have been approved by the Department of
Public Works but it needed the Legislation to put the signs up in the right of way and those are all for safety,
safety of the students. So we will be addressing those in Infrastructure. Thank you.
