Actually they would have to come here first. So, we will tentatively move the Personnel meeting for Monday,
the 2". ’ll have Sue communicate with the committee when another date would work for us. We'll get a
consensus on that. I’m going to cancel the meeting on the 2"° knowing that this is time sensitive but we need
time to get the appointments out there.

GRANTS

CITY OF NASHUA
In the Year Two Thousand and Seventeen

The City of Nashua ordains that Part I “Administrative Legislation”, Chapter 5
“Administration of Government”, Part 3 “Administrative Code”, Article VII “Community
Development Division”, Section 5-42.1 “Citizens Advisory Commission for Community Grants”
of the Nashua Revised Ordinances as amended, is hereby further amended by deleting the
struck-through language and adding the new underlined language as follows:

“§ 5-42.1. Citizens Advisory Commission for Community Grants.

A. Citizens Advisory Commission for Community Grants established. There is
hereby created a Citizens Advisory Commission for Community Grants (“CAC”)
which shall evaluate the funding requests of local human services agencies, meet
with representatives of the agencies as needed, vote on a recommended funding
level and suggest conditions to be met by the agency receiving the funds. The
Citizens Advisory Commission for Community Grants will forward its final
recommendations to the Mayor and Board of Aldermen.

B. Membership of Commission.

Composition. The Citizens Advisory Commission for Community Grants
shall consist of seven members, representing a cross section of the
community, including one member who is a representative of the low-

income community.

(a) Four members shall be appointed by the Mayor and
confirmed by the Board of Aldermen.

(b) Two members shall be appointed by the President of the
Board of Aldermen and confirmed by the Board of
Aldermen.

(c) One aldermanic member, who is on the Human Affairs
Committee, shall be appointed by the President of the
Board of Aldermen and confirmed by the Board of
Aldermen.

(d) The low-income representative member may be appointed
by the Mayor or the President of the Board of Aldermen.
The appointed member shall be a low-income resident of
the City of Nashua as defined by the U.S. Department of
Housing and Urban Development.

Qualifications. In determining the qualifications of a member of the
Commission, the Mayor and Board of Aldermen shall take into
consideration the individual's demonstrated interest and ability to
understand, appreciate and promote the purposes of this section. All
members shall be residents of the City. Potential members must fully
disclose all potential or real conflicts of interest

Terms. The members of the Commission shall be appointed for three-year
terms. Initial appointments shall be staggered so that subsequent
appointments shall not occur at the same time. The Aldermanic Human
Affairs Committee member shall serve concomitantly with his or her term
of office. The term of the Chairman of the Commission shall be for one
year. A Chairman shall serve no more than three consecutive terms.

Vacancies. If a vacancy is created, an interim appointment for the
remainder of the term shall be made in accordance with the procedures
hereinbefore described.

C. Organization, meetings and rules of Commission.

The Citizens Advisory Commission for Community Grants shall annually
elect_a Chairman and Secretary from among the appointed members and
create and fill such other offices as it may deem necessary to fulfill its
work. The Chairman shall not be the Aldermanic Commissioner.
Elections shall take place at the last meeting of the application evaluation
cycle. The Commission shall meet at the call of the Chairman, and at such
other time as the Commission may determine, and shall adopt rules for the
orderly conduct of meetings. Minutes of all meetings shall be kept, and all
records and meetings of the Commission shall be open to the public in
accordance with New Hampshire Revised Statutes Annotated Chapter 91-
A.

In order for the Commission to take any action, at least four members shall
be present to constitute a quorum. A simple majority of the quorum shall
be sufficient to approve or deny any motion to come before the
Commission.

Prior to November 1“ of each budget year, the Chairman of the
Commission shall coordinate with the Urban Programs Department to
draft a schedule that aligns with the development of the City’s HUD
Annual Action Plan.

Prior to December 1“ of each budget year, the Chairman of the
Commission shall provide a schedule to the Board of Aldermen. Ata
minimum the schedule shall include:

(a) An orientation session for the members with the Mayor, Human
Affairs Committee and the Urban Programs Department to review
the City’s Consolidated Plan and annual funding priorities:

(b) Posting date of application:
(c) Submission deadline for applications:

(d) Meeting dates of the Commission to evaluate applications
received. These meetings may include question and answer
sessions to allow agencies to speak on behalf of their applications,
as well as meetings to allow the members to evaluate applications
as a Commission: and

(e) The Chairman shall also provide a recommended clerical support
funding budget for the subsequent year.

The Citizens Advisory Commission for Community Grants funding
application and worksheet, including annual updates or changes, shall be
approved by the Human Affairs Committee prior to use.

Applications will be submitted through the Urban Programs Department
and posted to the City’s website following the application deadline.

Prior to May 15" of each budget year the Chairman will provide
completed evaluation worksheets to the Urban Programs Department for
posting to the City’s website. The worksheets will include
recommendations based on consistent criteria, scoring and guidelines as
defined in the published application.

At least once per Aldermanic term, the Chairman of the Aldermanic
Human Affairs Committee shall invite the Citizens Advisory Commission
for Community Grants to a joint meeting. The meeting will serve asa
review of the procedures of the Commission.

The Urban Programs Department will provide administrative assistance to
the Commission.”

All ordinances or parts of ordinances inconsistent herewith are hereby repealed.

This legislation shall take effect upon passage.

Upon passage of this ordinance, all members of this revised Citizens Advisory Committee for
Community Grants shall be newly appointed, and may include former members of the

Committee.
