REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN

Alderman Lopez

| just left a pretty contentious-looking meeting over at the Library held by the Board of Trustees, there is
obviously a large amount of concern from a small group about the Drag Queen Teen Story Event
coming up this Saturday. So | wanted to express my support for our Library Director. | think Jen
McCormack has done an outstanding job with the Library. She has run a variety of very relevant and
important programs which is reflected by the Library’s high utilization. It is a very important central
piece in our community; whereas a lot of towns at this time are trying to decide whether they should
even have a Public Library — ours is thriving.

| think her judgement in terms of programming and execution is something that we can have full
confidence in. | don’t expect her to run any events that would be inappropriate or un-family friendly or
anything of that matter. And as | said, | appreciate the work that she does and the work that the Board
of Trustees are doing right now at the Library.

Alderman Dowd

Yes | just wanted to state that | was at the Board of Education meeting last night and Heather Raymond
has been elected as the new president of the Board of Education and Mr. Guarino has once again been
nominated as the clerk. So they are off on a new year and | provided some guidance to them and
hopefully we will have a much smoother year.

Alderman O’Brien

| too would like to as with the Mayor, offer my condolences to the Nelson family. | do know Mary, | had
the pleasure to work with her both at the State level and everything and my thoughts are with them at
this difficult time. Thank you.

President Wilshire

| too would like to send condolences to the Nelson family. Jack was a great guy and Mary was always
a terrific person to work with. So my condolences to that family.

Thank you. | would just like to remind the Aldermen and to the public, there seems to be great interest
in what the Mayor has spoken about with the report coming out on the rail and that is going to be held

at the Infrastructure and that is going to be on January 23, 7:00 P.M. in the Aldermanic Chamber.

RE: Nashua Rail Transit Committee Report

Background
As you may recall, the City of Nashua passed R-17-123 establishing a Nashua Rail Transit

Committee. This group of dedicated individuals have been working tirelessly to promote and work
toward enabling passenger rail to come to Nashua.

The committee was charged with making recommendations and developing a strategy to the Mayor
and Board of Aldermen on this initiative.

Request
The Nashua Rail Transit Committee is requesting to meet with the Infrastructure Committee of the

Board of Aldermen to go over this report and to make a presentation on their findings.

Attached
You will find a document articulating the work, conclusions and recommendations along with a
copy of R-17-123 for your review and consideration.

Recommendation

Reauthorize the Nashua Rail Transit Committee to continue working on this matter on behalf of
the city.

RESOLUTION

ESTABLISHING A NASHUA RAIL TRANSIT COMMITTEE

CITY OF NASHUA

In the Year Two Thousand and Seventeen
RESOLVED by the Board of Aldermen of the City of Nashua that

WHEREAS, the City has been working cooperatively with the State to bring passenger rail to
New Hampshire;

WHEREAS, recent polling shows that more than 70% of residents in New Hampshire support
extending commuter rail into New Hampshire; and

WHEREAS, the Governor recently made public comments encouraging the exploration of an
incremental Nashua first approach;

NOW THEREFORE, BE IT RESOLVED by the Board of Alderman of the City of Nashua
that a Nashua Rail Transit Committee be established consisting of nine (9) members as follows:
Two (2) members of the Board of Aldermen who shall be appointed by the president of the board
of aldermen. One (1) member from the Nashua Regional Planning Commission who shall be
appointed by the Executive Director of the Commission. One (1) member from the Greater
Nashua Chamber of Commerce who shall be appointed by the Chamber’s President/CEO. Two
(2) residents of the City of Nashua who shall be appointed by the Mayor. One (1) member shall
be the Mayor or his or her designee. The remaining two members shall be the city’s
representatives’ on the state rail authority.

The committee is charged with making recommendations and development of a strategy to the
mayor and the board of aldermen for bringing passenger rail to Nashua.

The appointed members shall serve at the pleasure of the appointing authority and promulgate
said recommendations and strategy documents no later than 120 days after the passing of this
resolution. Upon completion of its duties, the committee shall disband. The committee shall elect
a chairperson by majority vote and adopt by-laws as necessary to regulate its affairs.
