So we didn’t do it here, but they did it nationally so beginning this summer it will be illegal to sell tobacco or
vaping products to anyone under the age of 21.

Alderwoman Melizzi-Golja

Yes thank you. First | would like to address the Middle School Bond. | have been a member of Joint
Special from the time | was on the Board of Education so prior to the signing off on Nashua High School
South. | remember going through that building with Kim Shaw who was on the Board at the time and
looking at blocks in the wall that weren’t put in correctly and doing the punch list. Those Middle Schools
have always been a concern and we’ve gone on and done things to elementary schools, so it’s nice to see
we are finally coming together to address all of the middle schools in one fell swoop.

It has been my pleasure to serve with all of you; some of you I’ve known for awhile and | know you socially.
Others | have gotten to know and am coming to know you socially. | appreciate all you bring to the Board. |
think that it is very important for the public to see us having the questions and the debate that we have here
so they know that we really are thinking about what we are doing and not just, Oh yes this is what we are
all going to do. So | encourage you to continue to ask questions and have debate among yourselves.

As | said to the Mayor if there is something you need me to do, if | can do it, | am more than willing. To my
family who has put up with over 10 years of “No I’m sorry I'll meet you at a restaurant and I'll get there
before you and I'll leave before you finish your dinner but we can talk for 20 minutes”. So | appreciate their
tolerance for that and also several of the restaurant owners who allow us to eat in shifts. That's been
greatly appreciated. So | just say to all of you, Merry Christmas, Happy Hanukah, Happy Kwanza and Best
Wishes for not only 2020 but the 2 years moving forward in your new term. It is never easy and as
Alderman Clemons said, it is never a good year but we do figure it out and | do think that it is just important
to come together and understand that you often have, you always have a greater depth of knowledge.
That’s what you are here for, to read the documents and get the information and make the hard decisions.
And | know you do that and so it is just important that you feel secure in your knowledge and you can’t
always share all of that because frankly no one wants to know the detail That’s why you ran for office and
other people didn’t. | commend you because | know it is hard work so | wish you well. Thank you.

Alderman Tencza

Thank you. First I’d just like to wish everyone Happy Holidays, | hope everyone has a great Christmas and
Hanukah and Kwanza and Happy New Year. Also | would like to congratulate Alderman Gidge. A lot of
people know Alderman Gidge as a local artist, people don’t realize though that he was an entrepreneur
here in town, you were a late night radio host at one point.

He did many,many things, he’s done a lot of great things for the City of Nashua and he will continue to do
so for many years to come so thank you for your service, the Board of Aldermen and up at the State
House.

And then to my Alderwoman, Alderwoman Melizzi-Golja, | think | speak for all of Ward 8 if | am allowed to
do that and say we are going to miss your advocacy here in the horseshoe; everything from the
shepherding of the development, the Flatley Development and how involved you’ve been in that to the
sidewalk projects on East Dunstable Road and everything else you have helped the neighborhood
accomplish in your service here on the Board. We sincerely appreciate it. One of the things that | always
look forward to are the e-mails you send out for the bear sightings up in your neighborhood. | hope in this
spring and fall we still get those e-mails telling us to bring our bird feeders in and tracking all the
movements of the bears up in Lancaster Heights. So congratulations and thank you for your service.

Alderman Schmidt

Thank you. We may have to say goodbye to Alderman Gidge but we don’t have to say goodbye to
Representative Gidge, | am very glad for that. Maybe everybody knows a little bit more about him through
being here, but maybe you don’t know what he once climbed a flagpole and sat on the top. | thought that
would be a good thing, just a touch.

| wanted to thank Mary Ann Melizzi-Golja for all of her help. She has been a tremendous mentor and |
have learned so much, thank you very much. I’ve learned a lot from so many of you, it has been a
tremendous experience. And she’s right, there is a lot of minutia that we have in our heads that we simply
cannot bring out on to the floor here without taking hours and hours and hours. But we do study and we do
understand the issues and we are always available to our constituents if they need us.

| wanted to thank the JSSB, the Joint Special, because | know how hard that’s been. | know if we are
talking about minutia you guys are the kings of minutia. All the information is available on-line as far as |
know. Any questions that you have that you need help with, if you can’t find it on-line, reach out to
someone on that Committee because they have all the knowledge.

| wanted to thank Madam President, she’s been awesome. She stepped up when we needed her and she
has done a terrific job. Happy New Year, Merry Christmas, Happy Kwanza, Happy Everything. Thank you
very much.

Alderman Clemons

Thank you. | want to just say that it’s been a real pleasure serving with Alderman Gidge. Alderman Gidge
has been a close family friend for a very long time. So it’s been great to serve in this capacity with one
another on the same Board. You serve your constituents in Ward 6, including myself very well and you will
continue to do so | know up in the Legislature. Please carry on that work and | hope you are running for re-
election for the House if your health allows it.

Alderwoman Melizzi-Golja | have learned a lot from you over the years. | think we have had a great working
relationship. When | was on the Board previously and then subsequent years when | have come back. We
will mist your advocacy on so many issues here on the Board and | hope you stay involved in Nashua.

With that | just want to wish everybody else Happy Holidays. May it be a prosperous and safe New Year.

| too would like to thank Alderman Gidge for his service on the Board. | never knew you climbed a flag

pole. And we do appreciate Alderman Gidge, the work you will continue to do on the City’s behalf up in
Concord. So thank you very much for that and for your service on this Board, we really appreciate you.

Alderwoman Melizzi-Golja, where do | start? Not only will | miss you, but | will miss Bogdan and Caroline
too, because you just have a great family. Your service has been second to none for your constituents. |
know the last Ward 8 meeting | was at, how highly people spoke of the work you’ve done and the advocacy
on their behalf. So you will be missed. So thank you very much for that. Thank you Mary Ann.

Alderman Gidge, you asked me to come back around to you, so you are up.

Tom Lopez you should be commended for tonight, thank you. As you all know, about a year ago | got
really sick, not dying from back to losing eyes etc. But | am getting much better and in the meantime, as
this was going on | wasn’t here. It was very obvious that when someone is missing you’ve got to work a
little bit longer and a little bit harder and you guys did it seamlessly.

You are elected officials and you are politicians, and politicians usually don’t work together very well. But |
think Nashua we’ve got a lot of praise for Nashua and | think it is because of this Board, not just this one
but down through the years.

Lori Wilshire, | want to thank you very much. You’ve been a good leader, | think it is very important, you’re
a trooper and your compassion, thank you. Mr. Vice President, Mr. O’Brien, everybody needs and O’Brien,
let's face it. You’ve got to have an O’Brien. You did a few things for me that you think were very little, but to
me they were very big. Thank you.

To the Mayor of the City of Nashua, look, he’s the right person at the right time for the right reason. Your
heart is with arts, | know that. You know there can be an art economy, | really wish | could have been more
of a part of it’ Please keep it up. And by the way, about a year ago, if | was standing next to an open
window and he could’ve you wouldn’t ugh like that. It seems that when | get my mind set on something
common sense just goes away. So! apologize and | want to thank you. My wife, Lee and | want to wish
everyone a Merry Christmas, Happy Hanukah, Happy Kwanza and a Happy New Year. And to all of you,
thank you very, very much. | do appreciate it.

In response to your questions during the Budget Review Committee Meeting on Monday, December 16, 2019,
please find attached two exhibits - Projected Bond Sale Plan and General Fund Debt Service Analysis.

Projected Bond Sale Plan
The Bond Sale Plan (page 1) shows the City’s five year plan for bond sales from FY2021 to FY2025. This

analysis is fluid in that it is updated at least twice per year based on the City’s evolving capital plans. The
exhibit lists the various planned bondable projects with the top section showing the amounts “Authorized” by

The City engages Hilltop Securities as its financial advisor for bond sales planning and execution. Given the
City of Nashua’s two AAA bond ratings from Standard & Poor’s and Fitch Ratings, our bond sales are very
competitive and attractive to investors (which resulted in a total interest cost of 2.013 percent for the most
recent $23,590,000 bond sale in October 2019).

General Fund Debt Seryice Analysis
The General Fund Debt Service Analysis exhibit (page 2) has been designed to show by fiscal year, the debt

service required on sold bonded debt (column B), the reduction in current debt service as the current bonds get
paid off (column C), the target debt service amounts for budgetary purposes (column D), the projected general
fund debt service budget (column E) and the projected debt service increase over the next several years (column
F). Once the Bond Sale Plan is updated, the Treasurer’s office works closely with Hilltop Securities on
modeling the bond sale and resulting debt service requirements over the life of the bonds. As you will see, the
annual debt service targets have been increased by $300,000 per year which equates to annual percentages
increases of less than 2.0% (1.8% increase in FY2021). Given the debt service requirements, Hilltop Securities
is charged with packaging the bonds for sale. A combination of level principal, level debt, deferred principal
payment, bond premium, staggered sales strategies and the use of Bond Anticipation Notes (BAN) are used to
reach the annual debt service targets.

Bond Sale Plan and Debt Service Analysis for General Fund — continued

Tax Rate Implications
As discussed during the Budget Review Committee meeting, it is most difficult to calculate with any degree of

relevant specificity, the projected impact of each capital project funded by bonds on the tax rate. There are
several components (revenues and expenses) to the City’s adopted budget that impact the tax rate. An overall
target such as “a tax rate increase of less than three percent” is more appropriate.
