Maiden Lady Cove Pump Station Force Main Evaluation, Winnipesaukee River
Basin Program, Franklin, NH

Oversaw evaluation and remediation of a section of force main that had been
undermined due to soil loss in the bedding at an old stone culvert.

Pump Stations Re placement and SCADA/ Telemetry Upgrade, Manchester NH
Oversaw design and construction of replacement pump stations for the Juniper and
Trolley Crossing service areas. In addition, the project included a new pump station,
SCADA, and telemetry for all the municipal wastewater pump stations in the city. The
project also included an upgrade of the screening and control systems at the 26-
MGD West Side Pump Station.

City-Wide Pump Station Evaluation, Manchester, NH
Oversaw an evaluation of the nine municipal wastewater pump stations in the city's
collection system.

Tenney Mountain Pump Station #4, Forre Main Evaluation, and Phase 1 and 2

Oversaw the evaluation and emergency Phase 1 replacement of a section of force
main that had failed seven times in 18 months. Oversaw Phase 2 of the force main
replacement project as well.

WPCF Main Pump Station Upgrade and OdorContol Assistance, Stamford, CT
Technical advisor for design of screening, pumping, and odor control improvements
to the main pump station for the Stamford WPCF. Also, conducted an evaluation of
four existing scrubber systems focusing on mist carry over and leading to fan speed
adjustments and new recirculation pumps.

WWTP Upgrade, Mattabasse tt District, Cromwell, CT

Technical advisor for odor control and main pump station improvements as part of
major upgrade of WWTF at this space limited site. The 80-MGD influent pump
station was upgraded with new screening facilities and a new 4,800-cfm activated
carbon system for odor control.

India Street Pump Station, Portland, ME
Managed evaluation of the 37-MGD India Street pump station as part of planning for
eastern waterfront redevelopment.

Crescent Road Pump Station, Manchester NH

Responsible for evaluation, design, and construction of $1.2 million screening system
upgrade for the Crescent Road Pump Station, which is the main pump station of the
wastewater treatment facility. The project included three new climber screens with
80-MGD peak flow capacity, three new wash presses, and a variety of additional
improvements.

combinations of thickening, dewatering, and drying processes at each of the City’s

Project engineer for the preliminary and final design of an approximately $10M
improvement project at the existing wastewater treatment plant. Project

Project engineer and resident project engineer for a $3.6M project, including the
construction of six pump stations in the City of Nashua. This project included four
new submersible pump stations, two suction-lift pump stations, and new

Project engineer in the development of a comprehensive City-wide pump station
master plan for eighteen municipal wastewater pump stations including
submersible, wet-pit/dry-pit, and suction-lift style pump stations. Pump Station
evaluations included reviews of pump station process equipment and building
components, force main evaluations, development of a complete infrastructure
asset inventory, equipment and force main criticality assessments, current and
future pumping capacity needs, and pump station improvement recommendations
which are summarized in 10-year budgetary Pump Station Capital Improvement
Plan.

Influe nt How Evaluation Study, Hampton NH

Project engineer responsible for developing an evaluation of the Town’s effluent
flow meter in comparison to the influent flow. This required the installation of 2
sewer manhole flow meters and the statistical analysis and reporting of results.

Pump Station and WWTF Asset Management Assistance, Claremont, NH
Project engineer assisting with the conditional assessment of wastewater
infrastructure, including 8 wastewater pump stations and treatment facility.
Responsibilities included site inspections, equipment condition evaluations, and
development of a Business Risk Exposure (BRE) analysis.

Water Conservation Plan, Rye, NH

Assisted in the development of a drinking water conservation plan for the Town of
Rye. Compiled information about Rye’s water usage and infrastructure system and
made recommendations on how to more efficiently use their system.

WWI'TF Upgrade Project, Newmarket, NH

Project Engineer tasked with review of shop drawings, and coordination with
construction plans and specifications, and development of a comprehensive WWTF-
wide. This included the creation of a new Operation and Maintenance manual.

Lead field engineer for GPS data collection of Rye Water District’s water
infrastructure. Utilized a mobile Trimble GPS unit for real-time data collection
services and coordinated with Town DPW staff to identify crucial water system

Pump Station Upgrades Project — Phase II

To approve the contract with DeFelice Corporation of Dracut, Massachusetts in an
amount not to exceed $5,335,200, for construction of the Pump Station Upgrades Phase II
Project. Funding will be through: Department: 169- Wastewater; Fund: SRF Loan;
Activity: Pump Station Upgrades Phase II.

DeFelice Bid

The City of Nashua owns 13 pump station stations and one CSO pump station in need of
upgrades. Phase I of the this project was completed in May 2021 which included 6 of the
most critical pump stations in need of renovation. Phase II will be to upgrade the
remaining 8 pump stations. Upgrades include completely new pump station buildings at 2
locations, new packaged pump stations at 3 locations, and various upgrades at the
remaining 3 locations. The project includes new fiber cable communication from the
pump station back to the wastewater plant.

The following three bid alternates are not included in the contract: Alternate D for tying
fiber optics cable into traffic control cabinets, Alternate E for additional fiber installation
on Amherst Street, and Alternate F for installation of fire alarm wire. All 3 bid alternates
come to $127,325, and are for work outside the scope of the pump station project.
Another funding source is needed before it can awarded.

Woodard and Curran is the design engineer on this project. The Request for Proposal
went out on May 27, 2021. The bid opening was held on June 28th and the following bids
were received:

DeFelice’s base bid of $5,335,200 is nearly equal to that of the Engineer’s estimate of
$5,324,000, hence, costs are considered reasonable. They have done satisfactory work on
Phase I of the pump station project as well as numerous sewer construction projects in the
past for the City of Nashua. They are well qualified for this work. References checked
were satisfactory on comparable projects.
