Pursuant to NRO § 5-74 (B), which states that a contract that extends from the current fiscal year into
succeeding fiscal year(s) in which no funds have been appropriated nor otherwise designated for this
purpose shall be approved by the full Board of Aldermen before the contract shall become binding on the
City.

The Finance Committee approved and placed on file the notification of the award of the referenced contract
at their October 3, 2018 meeting. | arm requesting the concurrence and approval of the full Board of
Aldermen for the award of the following contract:

Contract for Scrap Metal Recycling - Wastewater - Included is the Purchasing Manager’s Memo #19-066
dated September 27, 2018 regarding the award of this contract at the Finance Committee meeting. This is a
three (3) year contract.

§ 5-83. Professional services. In the purchase of accounting, architectural, auditing, engineering, legal,
medical and ambulance services and purchases of independent professional consultant services for
personnel, data processing, actuarial, planning, management and other comparable purchases
competitive bidding shall not be required. Competitive bidding is required in the procurement of insurance
agents and consultants.

The City Engineer, Board of Public Works (July 26, 2018 meeting) and the Purchasing Department

recommend the award of this contract in the amount of $2,600,000 to Hazen and Sawyer of
Manchester, NH.

bounded and described as follows:

Beginning at a stone bound in the east line of Birchwood Drive at the southwest corner of the within
described parcel; thence

N12°56’04"W by said east sideline of Birchwood Drive a distance of 70.06 feet to a stone bound; thence

Southeasterly along a curve to the left having a radius of 15.00 feet, a delta angie of 92°21'16" and an
