Subject: Duty Handgun Selection

Sir,.

The Nashua Police Department currently issues the Smith and Wesson M&P 40 pistol to all officers.
Narcotics Intelligence Detectives are issued the sub compact version of this pistol. As its name
denotes the pistol utilizes the .40 caliber Smith and Wesson cartridge. We are currently in our second
generation of this pistol which at the writing of this report is approximately 4 years into its service life.
With anticipated replacement needed in the 5 to 7 year range | am prepared to recommend moving
forward with the purchase of the Sig Sauer P320 Pistol in 9mm caliber. This represents a change not
only in the make of the pistol but also a change in the caliber of the round utilized by the Nashua
Police Department. Outlined below are the supporting arguments for this course of action.

Background

During the mid 1990's while the Nashua Police Department was still utilizing a Beretta pistol a
change from 9mm to the .40 caliber model took place. This was a typical decision of that time frame.
The .40 S&W cartridge debuted in January of 1990 and had been built from the ground up as a “law
enforcement” cartridge. It was developed in a partnership between the FBI and Smith and Wesson
due in large part to the 1986 Miami Shootout. We remained in the .40 caliber Berettas until 2001
when a change was made to the Glock brand of pistol, still in .40caliber. There were many
advantages to the Glock model over the Beretta including ergonomics, trigger pull, and models of
different size to accommodate smaller statured officers as well as divisional assignments. The Glock
is a striker fired polymer pistol providing better durability and lighter weight than the Berettas we were
in at that time. Glock was and still is one of the most popular brands in Law Enforcement. Glocks
were initially purchased for the female officers in the department followed by a purchase for the
whole department with the cost being partially offset by the Berettas being traded in.

In 2009 Smith and Wesson had recently brought their new M&P line of pistols to the market. They
were aggressively marketing this pistol and as a result we were able to transition to a new gun on
what was basically a one for one trade. Our Giock pistols and holsters for new M&P pistols and
holsters. At the time our Glock pistols were well into their service life and we were beginning to
experience parts breakage as well as other wear issues. The new M&P line incorporated many of the
positive design features of the Glock but with some important advances. interchangeable grip sizes,

ambidextrous operation, safer disassembly, and a loaded chamber indicator were some of the
advances noted at the time.

In 2014 we were the benefactor of a similar agreement to 2009. With our pistols beginning to show
their age in terms of mechanical breakdown and maintenance cost, Smith and Wesson again offered
a one for one trade. Our firearms were traded to Smith and Wesson for 196 new, latest generation,

M&P40 pistols.

So in effect the Nashua Police Department has not purchased a new duty pistol for roughly 15
years.

In today's market there is virtually no opportunity for this to continue. Typical replacement schedule
for this agency is considered to be 5 to 7 years depending on the officer. Officers assigned to SWAT
will typically be on the lower end of that scale due to the significant increase in firearms training and
round count on the issued handgun. We are currently beginning to see that phase develop with some
of our SWAT officer's pistols. Furthermore trade in value for our current firearms is beginning to drop
significantly. With many agencies nationwide transitioning back to 9mm, the demand for .40 caliber
pistols has changed considerably in six months alone. (A quoted trade in price for our .40 caliber

pistols was about to drop nearly $50.00 per pistol}

Pistol Models

For strategic planning purposes and to identify the optimal duty pistol three make/models were
considered, the Glock 17, Smith and Wesson M&P9, and the Sig Sauer P320. All models being
considered are 9mm.It is the opinion of the members of the firearms training unit supported by input
from department stakeholders that our next duty pistol should be the Sig Sauer P320. The P320 was
reported by our testers to have a superior trigger which breaks at approximately 6 Ibs., has little take
up and short reset.. The grip angle is optimal and the sights are robust. Perhaps the most significant
feature of the P320 is the modularity. In short, the removable trigger group is the serialized part of the
firearm. This allows for great flexibility in moving between grip sizes as well as potentially between
the different model sizes and even caliber. Safety features of the pistol are excellent and incorporate
a striker safety, disconnect safety and three point takedown safety.

P320 grip modules

The one trigger assembly pictured above can be utilized in any of the three grip module sizes, and
even across different calibers. The latter not being a need of the Nashua Police department at this

time.

The advances in design of the Sig Sauer P320 present a similar situation that we experienced with
the M&P as compared to the Glock almost ten years ago. A constant complaint with the Smith and
Wesson M&P has been the trigger pull and reset. This was improved over the years but remains sub
optima! in the opinion of many of our officers.

. Recent quotes received for all three pistols are within a financially acceptable range.

e Smith and Wesson $55,716.85
e Glock $44,457.89
e Sig Sauer $52,729.95

A 2015 report detailed an extensive Test and Evaluation process conducted by the Hawaii
Department of Public Safety. It identified the Sig Sauer P320 to be the clear winner of the process.
Other firearms included in the testing process were the Smith and Wesson M&P 9 and the Glock 17.
Testing categories included safety features, accuracy, reliability and performance in adverse
conditions. A copy of this report is attached.

In January of 2017 Sig Sauer was awarded the United States Army Contract te replace the M9
Beretta pistol. This is a 580 miilion dollar contract spanning ten years. The P320 is the firearm that
was selected in the extensive test and evaluation process conducted by the U.S. Army. The
evaluation process started in August 2015 and the P320 beat out both Glock and Smith and Wesson.

Caliber

As noted earlier the Nashua Police Department has been utilizing .40 caliber handguns since
approximately the mid 1990's. Advances in bullet technology have resulted in many law enforcement
agencies, including the FBI, returning to the 9mm round. A 2014 document produced by the FBI
training division in Quantico outlines the justification for this decision. The report is attached but some
highlights from the executive summary are listed below

e Handgun stopping power is simply a myth

e The single most important factor in effectively wounding a human target is to have
penetration to a scientifically valid depth (FBI uses 12 to18 inches)

* 9mm Luger now offers select projectiles which are, under identical testing conditions
are outperforming the premium line .40S&W projectiles.

e 9mm Luger offers higher magazine capacities, less recoil, lower cost (both in
ammunition and wear on the weapons) and higher functional reliability rates.

e The majority of FBI shooters are both faster in shot strings and more accurate with
shooting 9mm luger vs shooting a .40 S&W.

Although these are simply a few highlights, the full document compels me to recommend a transition
to the 9mm luger round for the Nashua Police Department

Holsters

Moving away from the Smith and Wesson Brand will require the purchase of new holsters. Our
current magazine pouches are compatible with the Sig Sauer magazines and will not need to be
replaced. A recent quote for the Sig Sauer P320 pistol totaled $52,729.95 including new holsters and
with the trade in of our current duty pistols. Of that amount approximately $25621.00 is the cost of
the holsters. Our current holsters are approximately ten years old. There is no specific life expectancy
of the holsters and it is determined by wear and tear. However because of age we are currently at a
point where we are regularly replacing holsters due not only to external damage, but to simple wear
to the interior of the holster. In essence we have reached a point where the holsters are being
replaced, just over a longer period. Furthermore our specific model holster is slated to be
discontinued in the near future due to a design upgrade. The new model will have the same features
however there may be a minor change in appearance. The financial consideration for the
replacement of the holsters is significant, however our handgun is the most important piece of
equipment we issue and proper selection cannot be overstated.

Additional Considerations

Sig Sauer's corporate headquarters and production facility are in Newington N.H. The training facility
is in Epping N.H. Access to customer service, gunsmithing services, and parts will be immediate.
Most of the relationships are already established as we attend many training opportunities at Sig
Sauer Academy and have purchased a number of Sig Sauer rifles. | feel it would be accurate to
classify the current business relationship with Sig Sauer as excellent. They provide a tremendous
amount of support to Law Enforcement in New Hampshire.

Conclusion

It is the recommendation of the Professional Standards Bureau that the Sig Sauer P320 in 9mm be
selected as the issue handgun of the Nashua Police Department during the next replacement cycle.
This firearm and ammunition recommendation is based on in house testing by Firearms Training Unit
officers as well as officers from the various divisions. The opinions developed in house are further

supported by research mentioned previously.
