Alderwoman Kelly

This goes back a little bit, but | just wanted to thank everyone who was involved in the Earth Day event.
The Mayor came out and we had quite a few kids come out. | shout out to Adrianna Lopera who did a
really great craft with them and everyone had a lot of fun. It was a beautiful day.

Alderman Caron

Yes thank you. | too would like to thank those members of the Board of Aldermen who attended the
Senior Center's Annual Fund Raiser. It looked like this year the chefs really got involved, the theme
was tropical and there was one table, | think it was Courville and another nursing home, they were
actually dressed at pirates. The food was phenomenal and it looks like hopefully we have made our
goal for the first time to make $50,000.00 for our senior center which will go a long way to open up for
nighttime programs and what have you. So! appreciate that.

On another note I’d like to send out my condolences to the Migneault Family, Chubby Migneault who
worked for Public Works for over 30 years passed away unexpectedly last week and | know he will be
sorely missed by his friends and neighbors. My husband knew him since he was a little kid not only
when they worked together. So our condolences to the Migneault family. Thank you.

Alderman Lopez

| would also like to pass condolences to the Migneault family. | know some of their neighbors were
particularly touched by his life.

Additionally, this Thursday there is the Sculpture Symposium which I’m sure everybody is aware of and
planning to attend the opening. There is also the Bridges to Hope fund raiser to benefit Bridges right
over here on East Hollis. They are neighbors to our Gate City Light Recipients, the Nashua Soup
Kitchen so | would encourage people to consider attending that as well.

Then on June 9", we are having the Tree Streets Block Party. As last year, we are having our best rice
on the block rice tasting competition, representing multiple restaurants from around the community,
their own particular flavor of rice, just to taste and see who has got the best rice on the block. We have
a whole number of performance activities being organized. We have local band favorites, a live art
battle, a lot of non-profits, over 22 so far have registered to run fair events and carnival activities and
that kind of stuff. So it should be a really good opportunity to see the Tree Streets at their best. It is
going to be on Ash Street from 2:00 to 6:00 on June 9".

Alderman Wilshire

My condolences also to the Migneault family, Chubs was a great guy. | also want to commend all the
Nashua Fire Rescue employees who received awards last week. | was unable to attend and congrats
on the goal for the Nashua Senior Center, that is awesome. | know you work really hard Alderman
Caron on that so congrats to that. And Mary Roy, what a spectacular woman she is. She is really
amazing, everything she has done for 25 years just trying to make other people’s lives better,
phenomenal lady.

Also my congrats to the Nashua Soup Kitchen & Shelter, they do fabulous work, | can’t even express it
enough how strongly | feel about the work that organization does. They are awesome. So that is it.

President McCarthy

| would express my condolences to the Migneault family as well. | have known Chubs at least as long
as | have been on this Board which is awhile and I’ve considered him a good friend and he will be
missed.

I'd like to extend my apologies to the firemen for not having attended the awards ceremony because |
was at the Senior Center Fund Raiser. Lastly, | know Alderman Lopez mentioned it but | wanted to
make sure everybody knew about the opening reception for the Sculpture Symposium which is at the
airport from 6:00 to 8:00 p.m. on Thursday, it is a great event and the symposium itself produces new
public art for Nashua every year. This year promises to give some spectacular pieces that may be in
very prominent locations. So if you can make it and support that, please do. The symposium will be
held at Make It Labs so while it is in progress over the next few weeks, if you want to stop down during
the day and see the sculptors work, they will be there.

Thank you. Human Affairs will meet on Monday the 14" at 7:00 p.m. here in the Chambers.
Alderman Dowd

Yes tomorrow evening we are going to have our final division come before the Budget Committee and
that will be the School Department. It is obviously the largest piece of the budget and then on the 17”
of this month we will be having our public hearing at Nashua High School North. So just wanted to let
everybody know that. And then following the public hearing, we will be having wrap-up sessions and |
will explain more about that tomorrow night.

Yes PEDC next Tuesday at 7:00 p.m.

Alderman Lopez

| forgot in my Aldermanic remarks to inform the public, we have an employment connect job fair event
tomorrow at the Nashua Public Library. | encourage anybody who is looking for employment to attend.
The employers that are attending are focused meeting eye to eye, face to face with people and making
that in-person connection. So it will be at Nashua Public Library, the job fair event is 10:30 to 1:30 and
then there is job preparation ahead of time where different supportive agencies will be there on-hand to
help you spruce up your presentation, any last minute resume tweaks that you need, make sure that
you are able to work into the job as competitive as possible.

A special meeting of the Board of Aldermen was held Monday, April 30, 2018, at 7:00 p.m. in the
Aldermanic Chamber.

President Brian S. McCarthy presided; City Clerk Patricia D. Piecuch recorded.

Prayer was offered by City Clerk Patricia D. Piecuch; Alderman-at-Large Lori Wilshire led in the Pledge to the
Flag.

The roll call was taken with 14 members of the Board of Aldermen present; Alderwoman Melizza-Golja was
recorded absent, attending the Ward meeting in her Ward.

After roll call was taken, President McCarthy stepped down and Alderman Richard A. Dowd, Chairman of the
Budget Review Committee, conducted the public hearing on R-18-022.

PUBLIC HEARING

R-18-022

AUTHORIZING THE MAYOR AND CITY TREASURER TO ISSUE BONDS NOT TO
EXCEED THE AMOUNT OF TWO MILLION FIVE HUNDRED THOUSAND DOLLARS
($2,500,000) FOR THE FISCAL YEAR 2018 SEWER INFRASTRUCTURE PROGRAM

As provided for in NRO 5-28, Steve Dookran, City Engineer gave a brief explanation on Resolution
R-18-022 prior to hearing testimony from the public.

Thank you Mr. Chair. | am Steve Dookran, City Engineer. We weren't prepared for this tonight, but we are
here for the Budget Meeting, so we will give it a shot. Our plan for Fiscal Year 18 is to spend $3-something
million dollars in sewer replacing and repairing our sewer infrastructure. We have an amount that has been
repurposed from other bonds and the difference is $2.5. The reason why we have to request this kind of
funding, is the age and condition of our sewers, especially inner city, a lot of our sewers, the network are in a
deteriorated condition simply because of the time that has passed and the fact that over the years we have not
really given the attention to the sewer network.

We have to spend an increasing amount as we go into the future, just in order to keep up with trying to get our
sewers back into working condition that they should be. This is not unlike the paving program. The paving
program is easy to understand because we all drive the streets and we can see that. However, the
underground infrastructure is difficult to perceive the condition. We have to do a full inventory of the network
and get the condition and put some priorities. We have just started the program and hopefully we can have
something in place in the next few years. In the meantime, we have to address the known sewers that are
known to be bad. So that is why we have this request for the funding. The reason | am going for the bond type
of funding is because the life of the sewers would be in excess of 50 years. We replace our old sewers with
PVC and PVC, although we don’t have 100 years of experience with PVC, studies have shown that we can
expect at least 100 years on that new material.

Since this is not on the budget agenda, before we open up to public comment, questions, is there anybody
from the Board of Aldermen that would have a question on this to Engineer Dookran?

Thank you. So could you explain to us a little more, is this a plan that is already in place in this $2.5 million, it
is just needed to extend the program? Is this new sewage pipes that are being replaced or have we already
planned on doing this, we just need to fund it now?

Mr. Dookran

Yes as it stands, we know of a number of miles of sewers that need addressing, right away, some of them
more critical than others. So we know what we need to do at least that in the next couple of years. So yes this
is the amount of funding that we are asking for to take on this project.

Alderman Tencza

So this will cover for the next couple of years the critical need for the sewage pipe that needs to be replaced?
Mr. Dookran

This funding that we are asking for is one year; next year will be another amount that we will be requesting.

| don’t suppose there has been any consideration of how the paving plan fits into replacing these sewer pipes
or are the sewer pipes in need of replacing regardless of whether it is new pavement or old pavement.

Mr. Dookran

We do a lot of coordination with our paving program. We definitely do not want to pave a street and find out
that the sewers are failing or will fail within the next few years or even other utilities like water and natural gas.
So there is a lot of coordination. When we pick streets to be paved, based on paving condition, using the PCI,
the Paving Condition Index, we first want to look at the sewers. We eliminated, through the process of
elimination we remove those streets until we are able to qualify those sewers in those streets. And often if they
are inner city, you will find that those streets have to be put off.

Sometimes you have to take a chance, the life of pavement will last between 10 and say 20 years. Sewers will
last a lot longer as you know. So what we are doing, and especially with the increase in paving funds that we
have got recently, we are able to do a lot more streets in the inner city, so therefore we are finding out more
and more which of these streets have bad sewers. So | think in short the answer is there is a lot of
coordination between the paving program and the sewer program.

Alderman Tencza

If we didn’t replace the sewer pipe, what is the cost of repairing pipe once it breaks, versus replacing it before
there is an emergency?

Mr. Dookran

The cost is increased if you pave a street for instance and then a year later you have breakage there is an
increase in cost. You can have a paving program and you can repair the sewer at the same time, have the
utilities do their work, what you see happening on Kinsley Street, that’s the gas company that is doing the
work, we are going to follow that with some sewer work. When you do that altogether, you save on cost
because of just concentrating the work in one time frame. There are a lot of fixed costs associated with

projects like these, mobilization, the traffic, just impacts the neighborhood and so on. So it is cheaper to try
and do all of this upfront than to wait for sewers to fail after you have paved the street.

Alderman Tencza

Mr. Dookran, the analysis that we were provided of the scheduled work for the 2018 Sewer Infrastructure
Program consists of work on Kinsley, Lake, Harvard, Gillis and Locust Street. It talks about this bond being
sold during Fiscal Year 19 and 20. What am | missing here, the work is going to be done this year and the
bonds are going to be sold in the future?

Chairman Dowd

That question is best answered by the Treasurer who handles all bonding. Do you have more to the question?
Alderman Jette

Well while | have Mr. Dookran’s attention, like right now there is work being done on Kinsley Street by the gas
company and then you are going to do sewer work on Kinsley Street and then you are going to pave it? When
can people expect Kinsley Street to be finished?

Mr. Dookran

Our goal is to get all that work done before the end of this calendar year.

Alderman Jette

But from now until the end of the year it is going to be under construction?

Mr. Dookran

Typically that is what it will take for such a major street and the amount of work.

Chairman Dowd

So on the bonding question, Treasurer Fredette?

When we sell bonds, when a bond is authorized by the City, we can begin spending almost immediately. That
bond is sold usually a year, it can be a year and a half later. We have a good cash flow in the City so that we
use our own cash to spend on the projects and then we reimburse ourselves when we sell the bond.
Chairman Dowd

Any other questions? Seeing none | would like to open this up to testimony in favor of R-18-022 authorizing

the Mayor and City Treasurer to issue bonds not to exceed the amount of two million five hundred thousand
dollars ($2,500,000) for the Fiscal Year 2018 Sewer Infrastructure Program.
