FISCAL NOTE: This resolution will reduce FY2022 year-end General Fund

surplus. The current balance in the Opioid Abatement
Expendable Trust fund is $27,236.

ANALYSIS

This resolution appropriates $50,294.73 of FY2022 unanticipated revenue into the Opioid
Abatement Expendable Trust Fund. The amount received represent the City’s proportionate
share ofi funds received from the State of New Hampshire for all opioid-related settlement funds
or judgements. The City anticipates future unknown payments from the State of New Hampshire
which will also be supplementary appropriated into this Expendable Trust Fund.

Charter Sec. 53 permits specific non-budget, supplementary appropriations. There should be

notice and a public hearing. A two-thirds vote is required under Charter Sec. 56-b for an item or
amount not in the mayor’s budget. A roll call is required under Charter Sec. 49.

I have a couple of questions for you regarding the appointment process for the ward 7 vacancy.

1. Does any candidate have to get 8 votes to be seated? Or is it a simple plurality? In other words, what happens
if, as an example, there are 3 candidates and the votes are 6, 5, 3. Does the person with 6 votes win? Or do we
have to keep voting until someone achieves a clear majority vote (8 votes out of 14)

2. What happens if there is a tie vote, say 7-7, or 6-6-2 ?

Members of the Nashua Board of Aldermen:

| am writing today to submit my name for consideration as a candidate to serve out the remainder of the Ward 7
Aldermanic term following the recent departure of Alderman John Cathey. | am a 28-year resident of the City of
Nashua, and together with my wife and young son, | reside in Nashua’s Crown Hill neighborhood.

For three consecutive terms, the voters of Ward 7 have graciously elected me to serve them in the capacity of
an election official ~ first as a selectman from 2018 until 2020, and then as their Ward Moderator from 2020 to
the present. Particularly in my capacity as Ward Moderator, I've had the unique opportunity to get to know
many of Ward 7’s residents. Alongside our Ward Clerk and Selectmen, I've worked to develop a strong and
politically diverse team of civic-minded residents who are able to demonstratively set aside their ideological
differences each year during election season for the betterment of a common goal. It is my belief that this
approach to civic activity, and my ability to work harmoniously alongside individuals who hold ideals different
from my own, would serve the Board of Aldermen well, and would aid me in providing the high level of
constituent service expected of a Ward Alderman.

Though the circumstances of this vacancy are quite sudden, | believe that | possess the demeanor needed to
provide the residents of Ward 7 a voice at City Hall that is open to their collectively diverse points of view and
will address their concerns with the same openness and respect that they've come to expect from Alderman
Cathey and all of those that came before him.
