Speaking of the Library, you know, the fact that they have that book in their shows that the library is not bias and that they
can have, you know, books on communism, or Hitler's books, and also have books that go against that. That's exactly -
and I'm not comparing that - but I'm just saying they can have alternative positions whether we agree with those positions
or not. This past week, | went to the library. They had their annual or their spring book sale. They made over $18,000 for
the library. So with COVID the last couple of years, | know it's been tough for them and | just want to thank and
appreciate the work that Director McCormick is doing over at the library. It was a really good sale. They got $6.50 out of
me and my kids, so thank you for that. It was packed so it's good money going to the library.

And the last thing, the Senior Center. So | saw that the Mayor was there. | think it was today boxing up some meals on
wheels or helping prepare some meals on wheels. | actually visited there last Friday and met with some of the Board. Mr.
Fredette - former Treasurer Fredette, Margo Bell, June Caron - former Alderman. | think it's a great facility. | did find out
that, you know, as a 50 year old I'm allowed to join. It starts at 50. So, you know, | might take them up on that. They got
a nice little gym in there. A nice little library. It's not run by the city. We do support them in certain ways and | think they
do a great job. Again with COVID, things kind of went down a little bit, but it's a beautiful facility as far as cleanliness.
They got about 800 members. So | just wanted to promote that and build them up again because | think they do a lot of
good things for the city and the seniors. Thank you.

Committee announcements:

Alderman O’Brien

Thank you, Madam President. As liaison to the BPW, just to remind you tomorrow at two o'clock in the afternoon will be a
groundbreaking ceremony at the landfill. Everybody's welcome. If you want to come, you get to see the Mayor throw a
couple of shovels. | think Alderman Dowd is bringing the cupcakes. | don't know. You're all welcome to that.

And with the Co-Chair just to remind on Wednesday will be the Task Force meeting, which is tomorrow night on the
downtown barriers. So you're all welcome to attend that as well. Thank you. That's at 7 pm.

| almost never do this because it's always so far away but we do have a Personnel. It sounds like we'll be busy thanks to
the new appointments by the Mayor on April 4 Monday before our next Board meeting.

Alderman Dowd

Yes this Thursday at 7 o'clock there will be the Joint Special School Building Committee at Nashua High North.

| also forgot to mention that | did a letter to all the neighbors around the new school and around Cherrywood and
Medallion, and handle limited all of them so that Alderman Sullivan and | wouldn't be getting any unnecessary phone
calls. So no phone calls so far. It looks like it gave them news. Thanks.

Yes. Tomorrow the Cultural Connection meets not at 9 o'clock but at 12. They changed the time for just tomorrow until
we decide exactly when we're going to have the time. So it was voted to have it tomorrow afternoon at 12 o'clock via
Zoom.

Dear Members of the Board of the Alderman and Infrastructure Committee:

My wife and I support outdoor dining in Nashua but are opposed to
continuation of use of jersey barriers and 2-lane only traffic flow on Main
Street, Nashua in order to expand outdoor dining permanently or for any
further, extended period of time. While use of the barriers and limiting traffic
to a 2-lane flow on Main Street in order to accommodate expanded outdoor
dining may have been appropriate for temporary use during the pandemic, it
is no longer the case and should not be continued in 2002 or beyond.

Nashua has considered creating a 2-lane Main Street more than once since we
moved to the City in 1991, and has properly rejected the idea for reasons that
still apply today. I would very much like to see Nashua have a downtown like
those that exist on Manchester or Concord NH. But downtown Nashua is not
like the downtown areas of Manchester or Concord where 2-lane only traffic
patterns have been successfully implemented. Nashua’s geography and it’s
limited river crossings significantly constrains traffic and funnels much of the
City’s north-south traffic onto Main Street. Conversely, Manchester and
Concord’s geographic and roadway layouts permit the diversion of traffic
otherwise headed into their 2-lane downtown areas onto the numerous side
streets that run parallel to Elm Street in Manchester and Main Street in
Concord. Due to the river crossings in Nashua, north-south traffic cannot be
diverted easily or at all onto streets running parallel to Nashua’s Main Street
or cannot be diverted unless traffic first travels over parts of Main Street. Even
if the traffic could be sufficiently diverted away from our City’s Main Street,
Nashua simply does not have side streets adjacent to Main Street with the
capacity to handle significant traffic flow like the side streets that exist and
run parallel to the 2-lane downtowns in Concord and Manchester.

The next issue is parking. The 2-lane downtowns in Concord and Manchester
utilize head-in parking and not parallel parking. It would appear that Nashua’s
proposal utilizes parallel parking only, to the extent any parking whatsoever
on Main Street will be permitted under the Nashua proposal. Parking is
already at a premium in downtown Nashua. Expanding outdoor dining
permanently or for an extended period of time will only make parking in the
downtown area more difficult.

In addition, continuation of 2 lane traffic flow and use of barriers to
perpetuate expansion of dining areas into parking spots and traffic lanes on
Main Street is patently unfair to non-restaurant businesses located on Main
Street as well as to the customers of those businesses. Frankly, my wife and |
have learned to live without shopping downtown Nashua since the barriers
first went up and traffic flow was reduced to 2-lanes only on Main Street. For
example, we used to obtain compound meds for our pets from Wingates
Pharmacy on Main Street but switched to another pharmacy in the south end
of the City when it became difficult to travel into and through downtown
Nashua when barriers were erected during the pandemic. I am also aware and
have heard comments from elderly and disabled patrons of downtown Nashua
who cannot park close enough or walk far enough to frequent businesses
downtown that they have used historically.

Finally, it is concerning that a select number of businesses (i.e. restaurants
and bars) seem to be singled out for favorable treatment by the City when
non-restaurant downtown businesses do not receive benefits from the
proposal to continue expanded outdoor dining. In fact, non-restaurant
businesses are actually being harmed by expanded outdoor dining given the
comments by those businesses on the City’s proposal. My understanding is
that downtown sidewalks were expanded in order to accommodate outdoor
dining or increased outdoor dining when Mayor Lozeau’s administration
rebuilt the downtown sidewalks. So, restaurants have already been afforded
permanent changes that benefit their business operations. It simply is not
equitable for one group of businesses to bear the brunt of reduced parking
and traffic flow on Main Street that will result from the current proposal so
another group of businesses can benefit.

For the above reasons, Nashua has consistently and rightly rejected the
permanent or long-standing implementation of a 2-lane traffic flow pattern on
Main Street for the past 30+ years and should continue to do so at this time.
We urge the Infrastructure Committee and full BOA to reject this unfair and
