City of Nashua, Public Works Division

Board of Public Works Meeting Date: April 28, 2022

Jeff Lafleur, Superintendent
Solid Waste Department

Landfill Engineering Services Contract

To approve a three year contract for general engineering services for the City of
Nashua’s landfills covering FY23 - FY25 at an annual cost not to exceed
$220,000 to Sanborn Head & Associates of Concord, NH pending approval of the
FY23 operating budget. The term of this contract will be from July, 1 2022
through June 30, 2025. Funding will be through: Department: 168 Solid Waste;
Fund: Solid Waste; Account Classification: 53 Professional and Technical
Services.

Sanborn Head and Associates proposed scope of services and fee schedule.

Sanborn Head and Associates (SHA) is the City’s primary engineering consultant
for landfill and solid waste related issues, including landfill gas management,
design and construction; groundwater, air and solid waste permitting; capacity
analyses; regulatory representation; and general landfill operations. They review
and prepare documents required by the City’s Title V air emission permit. Also,
they prepare the annual Greenhouse Gas Emissions report that is required by the
USEPA.

The City also utilizes SHAs Landfill Gas Management Suite (LFGMS) and
telemetry software program to assist us with monitoring, managing, operating the
landfill gas collection and control system at the Four Hills Landfill. The data
collected in LFGMS is included in tri-annual monitoring reports submitted to
NHDES and is required by the Standard Operating Procedures/Enhanced
Monitoring Procedures Plan approved by NHDES.

As such, they have a thorough understanding of the issues and requirements of the
Four Hills facility and other closed City landfills, and provide consistent, high
quality engineering and consulting services to the department in a timely manner.
They have demonstrated superior abilities relative to regulatory reporting,
permitting, design and construction oversight. Therefore, they are considered a
sole source for these services.

The initial estimated cost for this proposal is for $100,000 for all of the routine,
annual tasks outlined in the scope of work.

During the last three year agreement the Solid Waste Department has had to seek
amendments to the contract to cover the costs for non-routine groundwater tasks
that may occur for the Four Hills Landfill (e.g., responding to comment letters
prepared the NHDES), or data review, analysis, summary, and reporting
associated with non-routine groundwater monitoring (i.e., not included in the
scope of Permit required monitoring). As a result the department is seeking
approval for up to an additional $120,000 yearly as a contingency for these non-
routine tasks bringing the total potential annual cost to $220,000. The Solid
Waste Department will request individual task and budget estimate letters before
authorizing SHA to proceed.

Sanborn Head has provided the required certificate of insurance to accomplish
these services.

The Solid Waste Superintendent and the Environmental Engineer recommend
awarding Sanborn Head and Associates of Concord, NH a three contract for these
services.

Dear Jeff:

Sanborn, Head & Associates, Inc. (Sanborn Head) appreciates the opportunity to provide
this scope of engineering services to the City of Nashua (City) relative to solid waste-
related services during fiscal years (FY) 2023, 2024, and 2025, The scope of services

Task2 Groundwater Reporting

We anticipate that Sanborn Head will assist the City with the following groundwater
reporting services for the Four Hills Landfill:

« Reviewing the field groundwater sampling and laboratory analytical data from the Four
Hills November and April Permit required sampling events, and updating
corresponding Equis database and analytical tables;

=» Reviewing the field groundwater sampling and laboratory analytical data from the Four
Hills assessment monitoring and updating corresponding Equis database and analytical
tables. For planning purposes this scope assumes that assessment monitoring is only
being performed at monitoring wells MW-111S, MW-111R, and MW-112S and will be
conducted on a quarterly basis (i.e, in the months of February, April, July, and
November);

s Preparing four data transmittals per year for the Four Hills Landfill to be submitted to
the NHDES within 45 days of sampling. The data transmittals will be prepared for the
February and July assessment monitoring, and the April and November Permit
monitoring (which also incorporates the April and November assessment monitoring).
Each data transmittal will include NHDES cover sheets, the laboratory analytical report,
and analytical data summary tables. In addition, the February, April and July data
transmittals may include a short cover letter that summarizes key observations about
the data and conveys recommendations, if applicable, based on the review of the data.

= Preparing the Annual Report for the Four Hills Landfill to be submitted to the NHDES in
January of each year, as required in the Groundwater Management and Release
Detection Permit for the site (GWP-198403099-N-006). The format and content of the
annual report will be like that of the 2021 Annual Report.

This task does not include time for non-routine groundwater tasks that may occur for the
Four Hills Landfill (e.g., responding to comment letters prepared the NHDES), or data
review, analysis, summary, and reporting associated with non-routine groundwater
monitoring (i.e., not included in the scope of Permit required monitoring, or the existing
assessment monitoring associated with monitoring wells MW-111S, MW-111R, and MW-
1128).

In addition, we understand that the City does not require assistance from Sanborn Head for
the Lincoln Park Landfill, Old Nashua/Nashua Riverside Landfill, Roussel Park Landfill and
Shady Lane Landfill during FY 2023, 2024, and 2025, and that the City will continue to
prepare reports and submittals for these four sites.

Task3 Annual Waste Capacity Evaluation

For this task, Sanborn Head will perform the annual waste capacity comparison for Phases
] - If] of the Four Hills Landfill. We understand that the City will retain a licensed surveyor
to prepare a topographic survey of Phases [, II, and III. Our evaluation will include the
following:
