This is unreal. I have done everything I am supposed to do. I have all my vaccines. Now you are, once again,
forcing me, the person who has done everything right, to wear a mask. Why? To protect the people who have
not? It has to be the reason.

With the current Covid variant if you are vaccinated and exposed to covid you might get a sniffle. So I will be
moving all my consumer needs to Hudson. Grocery shopping, restaurants and any other place I have to go
inside.

If your goal is to make the local merchant suffer more than the already are, you have succeeded. If your goal is
to stop the spread of the virus, do something about the unvaccinated. Those people who don't trust government.
Good luck.

Good morning,

Will your agenda on 2/8 include consideration of dropping the mask mandate early? I noticed in last week’s
meeting a couple aldermen speaking about their desire to revisit this in 14 days.

I urge you to drop the mandate early. While masking in schools is a separate issue I do hope you realize that
your mandates DO significantly and negatively impact children in Nashua. For example, as a result of the
current mandate, public schools and local gyms/sports facilities where my boys play basketball and baseball (St
Pat’s, Boys and Girls Club, New Balance Training Facility) now require kids to cover their faces WHILE
THEY ARE PLAYING. Public schools modified protocols to require athletes to wear masks while playing
when you imposed the mandate - before the mandate they did not require this. This is cruel, abusive and
unnecessary.

Please, I urge you to remove the mask mandate and protect our children NOW. Their needs and safety must be
elevated and prioritized. Kids have suffered enough. The masking must end.

HB1342 was heard last Monday by the NH House Municipal and County Government Committee.

I submitted comments on HB1342 on-line and by e-mail to the NH House committee members. I will not
repeat these except to highlight that HB1342, in disallowing payments for bonded debt and capital
expenditures from the authorized exclusions to a capped budget, is very harmful to ALL New Hampshire
communities currently with a tax cap or a spending cap, since all currently permit this exclusion with a
supermajority “override” vote.

Viewing the HB1342 public hearing remotely on YouTube I was struck with the gross misrepresentation by
NH House committee member/Nashua alderman Patricia Klee.

Ms. Klee claimed that Nashua’s Spending Cap prevents the city from accepting grants after the annual
budget was adopted. NOTHING IS FURTHER FROM THE TRUTH.

Nashua’s budget subject to the cap (effective since 1994 and renewed with SB52) is defined by the
individual budgets submitted by each city department through the mayor to the board of aldermen for
adoption (see Nashua Charter §56 and §56-c).

The Spending Cap covers the General Fund, the Special Revenue Funds and the Enterprise Funds. It
caps the expenditure of these funds, subject to a supermajority “override” vote (see Nashua Charter §56-d).
It is consistent with the annual budget resolution, which enumerates these three funds.

Grants are not included in these funds. If you look at the annual budget, the city’s Urban Program
Department is funded entirely with federal grants that are not included in the General Fund. The city’s
Transportation Department is funded with grants and fees that are likewise not included in the General
Fund, but the department is partially subsidized through an “interfund transfer” from the General Fund.

Neither is any grant received before or after the annual budget is adopted subject to the cap, such as COVID
relief grants, or police forfeiture grants, or state transportation grants, or human services grants, etc. Grants
are not part of Nashua’s annual and supplemental adopted budgets and are not subject to the cap.

What pains me is that Alderman Klee for years has served as a member on the aldermanic Human Affairs
Committee which reviews and allocates grant money. Alderman Klee’s misrepresentation before the
NH Municipal and County Government Committee as Nashua’s representative is either deliberate or
based on ignorance; either is inexcusable.

Re: Alight — Benefit Administration Technology

Currently, the Benefits department consisting of three full-time employees, are
responsible for the enrollment of all employees and administration of all insurance
plans for the City of Nashua. In the past, enrollment has consisted of an inefficient
process with paper enrollment forms and manual data input of selections into the City’s

Lawson system and the carrier's online system.

In early December, 2021 the City authorized Workplace Benefits Solutions (WBS), the
City’s Benefits consultant, to solicit proposals for the purchase on a Benefit
Administration Technology system. Three vendors responded: Alight, Benefit Express,
and Workpartners. All three proposals were reviewed based on their references,
reliability, customer support, dependability, interoperability with Lawson, and ease of

use for employees.

Additionally, all three vendors presented an overview and demonstration of their
platform. The Alight platform was a leader in Communication, Enrollment and
Administration. Alight provides a virtual assistant feature who is programmed to
emulate human connection but can quickly shift users to other resources including a
web chat representative. We believe this function will greatly assist our employees with

transitioning to online enrollments.

Additionally Alight offers advanced decision-support tools that are driven by real-time
employee specific data. These tools will provide cost-savings to the both the employee
and the City by modeling claims scenarios and premiums while also educating
employees.

After negotiation with Alight, they agreed to waive their original implementation fees
and lower the per-employee-per-month cost from $5.23 to $4.68. Although Alight is
not the low cost bidder, we believe their product's features and solutions provide the
best value for the City and our employees.

We respectfully request the committee’s approval on the implementation of the Alight
Benefits Administration Solution.

Funding would be from the Benefits Self Insurance at a not to exceed cost of $160,000.
