and mechanisms Nashua can use to advance

In collaboration with the City and
stakeholders, the Master Plan team
has identified the Amherst Street
corridor as the most important
large-scale site for long-term
planning for Nashua. Many issues
come into play here—the effects
of regional and macroeconomic
shifts in employment as we enter
deeper into the 21st century,

the challenges associated with
shifting transport and mobility
away from being dominated solely
by combustion-engine single
passenger vehicles, balancing the
opportunities of denser and more
walkable development with the
necessary infrastructural and land
use changes — and we believe that
pushing forward a progressive and
transformative reenvisioning of
this corridor will serve the entire
city well as it grapples with how
to address these issues in other

Pandemic-era Engagement

Almost all of the Imagine
Nashua engagement activities
and events were conducted
entirely virtually during the
COVID-19 pandemic, with
exception of a few in-person
events held in the summer of
2021, when official guidelines
allowed outdoor gatherings.

Imagine Nashua was a collaborative process that engaged residents,
workers, visitors and other stakeholders across all Nashua

neighborhoods.

Continued commitment and effort
from a wide range of individuals
and groups attending meetings
and providing feedback throughout
the planning process, helped to
shape the vision of the plan, and
informed all the goals and specific
recommendations for each plan
topic area.

The planning team designed
a comprehensive community
outreach and engagement plan for
the master plan, providing multiple
avenues and forums for community
conversations and sharing of ideas.
Careful consideration was placed
on augmenting outreach to better
engage people with different levels
of language ability and access
throughout the Imagine Nashua
Process.

Steering Committee

The City appointed a steering
committee of community leaders
and stakeholders to help shape
the direction of policy and act

as external advocates for the
planning process. A diverse and
thoughtful committee, bringing a
wide range of perspectives was
formed to aid in the planning
process and legitimize the plan to
work for all. The 23 members of
the steering committee met five
times throughout the year to help
make important decisions during
milestone phases, guide and lead
public outreach, and oversee the
planning process.

Scenarios and Strategies
Mar -June 2021

The planning team tested and
generated scenario options and

future land use outcomes for priority
redevelopment areas in the city. A
third citywide workshop was held to
discuss scenarios with the community
and focused on developing specific
land use recommendations. During the
month of June, the planning team held
focus groups to workshop and discuss
draft plan actions and topic area
recommendations.

Review and Release

June - Oct 2021

City Planning Staff will present the plan to the
Planning Board in early September followed

by the first reading by the Board of Aldermen
(BOA). The Planning and Economic Development
Committee (PEDC) of BOA will be presented the
plan in late September. At a public hearing in
late September, the Planning Board will vote to
recommend approval to BOA (via PEDC). There
will then be a public hearing in early October for
the PEDC to vote to recommend approval to BOA
and finally, the BOA will vote in mid-October for
adoption before a future zoning change.

approach, vision, and goals were representative

of a diverse Nashua community. To achieve this

Plan Website

A website dedicated to the
Imagine Nashua planning process
was created to be a landing page
for the project with information on
upcoming events, information on
how to get involved, and analysis
created throughout the plan.

The website was used to employ
online surveys, social media
outreach, interactive mapping,
and online storytelling tools to
gather feedback from those who
are not typically engaged in the
planning process. The website
was translated into Spanish

and Portuguese for wider reach
and access by Nashua’s diverse
population.
