The metrics above give us a current
snapshot of Nashua and will help
us to Measure Our Success Moving
forward. Each metric is connected
to one of Imagine Nashua’s top
goals by topic area and sets a
quantifiable outcome that will
enable the city to assess how close
we are to meeting the long-term
vision of this plan. While no single
metric can capture everything
about a top goal or vision, the
purpose of this report card is to
assess the metrics collectively to
understand our current state and
our future progress.

Equity versus Equality

Equity means giving everyone
access to resources and
opportunities that they need
to improve the quality of their
situation. Equity acknowledges
and recognizes that treating
every individual or group

the same or equally, will

not necessarily lead to fair
opportunities to succeed.
Each person has different
circumstances and an
equitable approach will take
into account these unique
needs of individuals and
groups in the city and provide
options and opportunities to
reach their full potential.

Avision statement serves many
purposes in a citywide plan. In
the same way that a citywide

plan serves as a steady guide to
inform future municipal policies
and programs, a vision statement
serves a similar purpose within

a citywide plan itself. Imagine
Nashua’s vision statement was
crafted collaboratively between
the City, the Steering Committee,
individuals who attended the
public meetings and focus groups.
It is a single statement that
captures what Nashua wants

to accomplish as a city and
community, reflects the ideal
quality of life we aspire to achieve
in Nashua, and where we desire to
be in the near and long term future.

What Drives This
Plan?

Imagine Nashua places a central
focus on equity, resilience,

and climate protection as core
values guiding growth and
development in the city. Core
values represent fundamental

community principles that guide
the comprehensive plan, link
various plan topics together, and
reinforce plan decisions and

What Does Equity
Mean for Nashua?

An equitable Nashua is an

inclusive place that values its
residents, reduces disparities
across groups, and eliminates

persistent biases and barriers
to opportunities based on age,
income, ability and cultural and
racial background.

Nashua’s population is

growing and diversifying,

and like many other cities
nationally and internationally,

is facing pressure to respond

to challenges associated with
affordable housing, demographic
shifts, transportation needs,
changing climate, and rising
socioeconomic inequity.
Addressing inequities in
existing and future policies,

and ensuring that all Nashua
residents, especially vulnerable
populations, have access

to resources that enable a
healthy, safe and vibrant life is a
fundamental goal of the Imagine
Nashua vision and is integrated
into all goals and actions of this
plan.

What Does a
Resilient Nashua
Look Like?

A resilient Nashua is prepared

whether that change is social,
environmental, economic, or
health-related.

Nashua must be ready and
equipped to face future
adversities. Resilience embodies
a city’s ability to recover and
resolve from future shocks

and stresses to its social,
economic, environmental and
technical and infrastructure
systems. Resilience for a place
and community also means

not losing what it means to be

a community, and being able

to essentially maintain the

same functions, systems and
identity. Building a resilient city
requires critical planning, and
involves understanding the risks
and consequences a place like
Nashua will face, and being
prepared for them—effective
urban planning and urban design
will play an important role in this
process. The goals and actions
in Imagine Nashua seek to build
capacity within individuals,
communities, institutions,
businesses and systems to
survive, adapt and grow from
the shocks and stresses they
experience.

Comprehensive Master Plan

Nashua?

hazards and reduces risks

inherent in climate change while
building upon current adaptive
efforts to mitigate our impact.

Any plan for Nashua must
address the most critical
challenge our generation is
facing today: climate change.
Nashua is committed to grow
more sustainably and adapt

to and mitigate the effects

of climate change through
promoting more sustainable
development patterns and
restoring and protecting
natural habitats. The Livable
Nashua Program is testament
to this commitment—laying the
foundations for a more livable
community through promoting
renewable energy, managing
stormwater and protecting
natural areas, and providing

a platform that identifies and
reports on key performance
metrics that demonstrate the
strengths of the community and
opportunities for improvement.
Through this commitment, the
health and overall quality of life
for Nashua residents will greatly
improve and allow us to build

a sustainable and resilient city
where future generations will
thrive.

Planning Process and
Framework

Imagine Nashua was a year-long process beginning
in fall 2020 and ending in summer 2021. From

the outset, the goal of the master plan has

been to develop a set of robust and actionable
recommendations that can guide and shape

development in Nashua for the next 20 years. The
recommendations in this plan respond to local
trends and regional pressures facing Nashua, and
are shaped by extensive research and analysis, and
essential input from the public, steering committee
members, planning staff, and other stakeholders.
