Honoring Hazy Ice Cream

Hazy Ice Cream showed incredible kindness and generosity in donating
ice cream and popsicles to Nashua firefighters on June 9, 2021, as they
battled a 3 Alarm fire at 53 Concord Street; and

Hazy Ice Cream is a popular, well-liked local mobile catering truck
owned by Jason and managed by Cherri. Jason and Cherri enjoy offering
their treats to Nashua residents at local events like Summer Fun programs,
nighttime kayak parades on the Nashua River and are available for
graduations, weddings and other parties; and

Nashua’s firefighters are dedicated to saving lives and keeping our
community safe. While working the scene of the fire at 53 Concord Street,
the Nashua Fire Rescue team was grateful to have cool treats to refresh
their energy and continue their work. No one was injured in the fire and
all occupants of the building were safely evacuated; and

It is actions such those by Hazy Ice Cream that exemplify our city’s spirit
of community. Nashuans are good, kind, caring, are always there for each
other and give back to help whenever and wherever possible; and

I, Jim Donchess, MAYOR OF THE CITY OF NASHUA, NEW
HAMPSHIRE, do hereby recognize Hazy Ice Cream as an exceptional

Good Morning,

I am disappointed with the Assessing Office response to processing abatement
applications. The Department has a new Chief and there has been no communication on
how he manages abatement processing.

Once again, Iam asking the City to remove Greg Turgiss from the Assessing Office.
Citizens’ applications to have their properties be reviewed are being disregarded and
ignored. There is simply no urgency or care within the department to make these
applications a priority. Given the very high tax burden property owners shoulder and the
deadline associated with abatements, these applications should be given a priority.

Greg Turgiss has processed 0 abatement applications in 2021. I learned from

numerous property owners who contacted me over the last week that Mr. Turgiss is on a
two week vacation until June 30, 2021. June 30, 2021 is the date of the next Board of
Assessors meeting and it is the "deemed denied" date for all applications that have not
been processed, This means that property owners that did not have their application
reviewed and processed, will receive a letter from the city explaining that their
application has been denied and the office might have time to process it by August 30,
2021. By September 1, 2021, property owners must file a lawsuit with Superior Court or
the BTLA. Why did we allow Mr. Turgiss to take 2 weeks of vacation during such a
critical time when he has produced no work on these applications?

This is outrageous, So far, 2 assessors out of the 4 assessors have processed 35
applications. Mike Mandile has done about 25 and Gary Turgiss has done about 10. As of
June 17, 2021 there were about 58 more residential applications to process and no
commercial applications had been presented to the Board. The total number of
applications filed was about 185.

What is more outrageous is that Vision is doing all the 2021 sales data reviews and
permit processing so our assessors do not have that work responsibility. All of the
residential applications should have been processed by now.

Tthe assessing office is not processing any these same family commercial businesses to
present to the board. These should not all be deemed denied. Our commercial
assessors do so little on these applications, that I really believe that portion of the office
should be outsourced. I simply do not understand why the job cannot get done and why
taxpayers pay hundreds of thousands of doilars into this office.

In past years, the assessing office produced an abatement list that shows the assessor
assigned to each abatement. I have received this list for 3 years. I have asked for a list
for over 2 weeks now and have received no response. Citizens keep calling the assessing
office to find out who has their application and why no one has contacted them. Every
Property owner should know who was processing their abatement by early March.

I am acting as the representative for the property abatements for two senior citizen
applications in Trestlebrook. These were the applications I carried into city hall on
January 22, 2021 and attempted to get date time stamped. The city refused to provide
the stamp and I stayed in City Hall to get these applications stamped. This resulted in
my arrest in February. These applications were emailed to the City on January 17, 2021
and January 20, 2021. Rick Vincent claimed that emails were never received. The City is
unwilling to explain why these emails were missing. After waiting many weeks, Mr.
Vincent date time stamped the applications "January 22, 2021",

I have been waiting 5 months for someone to call me on these applications. No one has
called. The property owners have contacted me wondering what is going on; I have no
answers. I wrote the assessing office to find out what was happening with

these applications and who they were assigned to, no one responded. I called the
Assessing office on June 23, 2021 and asked the name of the assessor who was
assigned the applications, I was placed on hold, and told that someone would have to
get back to me. No one did.

It makes me angry when Senior Citizens are screwed over and as a representative, I can
not do anything about this. There were about 8 homes in Trestblebrook that applied for
abatements and were in need of review. The practice of the assessing office has been to
take groups of properties from the same neighborhood and process them quickly. The
assessor did this last month with a 55 and over ‘Slattery’ South Nashua new
development and another new development. These were part of the 35 all processed
and taken to the Board. What is concerning here is that Trestlebrook was the first group
I worked with and they are pushed off to be processed last.

I hate to see folks that may have experienced more financial hardship pushed off over
other applications that came after them. This frustrates me. Don't you think these
property owners might like a $1000 refund check for their summer?

There is simply no reason why I should not be able to know who was assigned these
abatements for these two senior citizens. The office continues to refuse to provide
information to me that other citizens can obtain. The office has had these applications
for 5 months. Please consider shutting that office down. The price we pay to be
disregarded and disrespected is simply unacceptable.

Please institute the first in, first out practice again and please institute a policy that
abatement processing will begin on March 1st, specifically, applications will be reviewed
and processed and taken to the first March Board of Assessors meeting for approval or

denial.

I do expect a response and I do believe it should come from the Mayor.
