related work. There are also wayfinding signs that reference
the Broad Street Parkway that would need to be changed.

ANALYSIS

This resolution changes the name of Veterans Drive to Armory Drive, and the Broad Street
Parkway to Veterans Parkway.

Pursuant to NH RSA 231:133, the city’s governing body (board of aldermen) may change the
name of any street at any time when in its judgment there is occasion for so doing. No street
name shall be selected which is already in use, or which is confusingly similar to any such
existing name, or which otherwise might delay the locating of any address in an emergency.
Such name shall be placed in at least two (2) conspicuous places on said street. Whenever a
name change is made, the city clerk shall make a record of the name change and shall forward a
copy of such record to the commissioner of transportation.

NRO Chapter 280 “STREET AND BUILDING IDENTIFICATION” provides that the overall
responsibility for the enforcement of that article shall be that of the fire department.

A companion ordinance (O-21-056 “Amendments to the ordinances relative to street name
changes of Veterans Drive and the Broad Street Parkway’) is being submitted at the same time
as this resolution. If this renaming resolution passes, then the companion ordinance is necessary
to change all the references in the NROs from the old street names to the new ones.

RESOLUTION

RELATIVE TO THE ACCEPTANCE AND APPROPRIATION OF UP TO $1,500,000
FROM THE STATE OF NEW HAMPSHIRE, DEPARTMENT OF HEALTH AND
HUMAN SERVICES FOR COVID-19 VACCINATION AID

CITY OF NASHUA

In the Year Two Thousand and Twenty One

RESOLVED by the Board of Aldermen of the City of Nashua that the City of Nashua is
authorized to accept and appropriate up to $1,500,000 from the State of New Hampshire,
Department of Health and Human Services into Grant Activity “EMD-COVID-19 Vaccination
Aid Grant” for the purpose of assisting the State with implementing New Hampshire’s
Coronavirus Disease 2019 Vaccination Plan. This funding is retroactively effective from
January 15, 2021 through September 30, 2021.

No local match is required. The Mayor is authorized to enter into any grant agreement or
other documents necessary to further the purposes hereof.

PURPOSE: Relative to the acceptance and appropriation of up to
$1,500,000 from the State of New Hampshire, Department of
Health and Human Services for COVID-19 vaccination aid

ANALYSIS

This resolution authorizes the City to accept and appropriate up to $1,500,000 from the State of
New Hampshire, Department of Health & Human Services for the purpose of reimbursing City
First Responder’s personnel costs related to assisting the State in vaccinating qualifying New
Hampshire residents against COVID-19 in accordance with New Hampshire’s Coronavirus
Disease 2019 Vaccination Plan.

NO PARKING ON CONCORD STREET FROM MOUNT PLEASANT STREET NORTH
FOR A DISTANCE OF 50 FEET

CITY OF NASHUA

In the Year Two Thousand and Twenty-One

The City of Nashua ordains that Part I “General Legislation”, Chapter 320 “Vehicles
and Traffic”, Article XII “Parking, Stopping and Standing”, Section 320-69 “No parking on
certain streets” of the Nashua Revised Ordinances, as amended, be hereby further amended by
deleting the struck-through language and adding the new underlined language in alphabetical
order as follows:

Ҥ 320-69. No parking on certain streets.

No parking whatsoever shall be permitted on the following streets, except as provided by

law:

AUTHORIZING STOP SIGNS ON THE CONNECTOR AT ITS INTERSECTIONS
WITH CONCORD AND MANCHESTER STREETS

CITY OF NASHUA

In the Year Two Thousand and Twenty-One

The City of Nashua ordains that Part II “General Legislation”, Chapter 320 “Vehicles
and Traffic”, Article Til “Stop and Yield Intersections”, Section 320-4 “Stop intersections”,
subsection D of the Nashua Revised Ordinances, as amended, be hereby further amended by
adding the following new underlined language in the appropriate alphabetical order:

*§ 320-4. Stop mtersections.

D. The following intersections are hereby designated as stop or through streets, and
authority is hereby pranted for the erection of a stop sign at the corner so
designated in accordance with the tenor of this chapter:

PURPOSE: Authorizing stop signs on the Connector at its intersections
with Concord and Manchester Streets

ANALYSIS

This legislation authorizes stop signs on the Connector where it intersects with Concord Street
and with Manchester Street. There is an existing stop sign at the Connector and Concord Street
intersection, but no supporting ordinance language for the existing sign.

The erection, removal and maintenance of all traffic control devices must conform to applicable
state statutes and the latest edition of the Manual on Uniform Traffic Control Devices. RSA
47:17 VIII (a). The Board should consult with the city’s Traffic Engineer to determine if this
ordinance is in compliance.

AMENDMENTS TO THE ORDINANCES RELATIVE TO STREET NAME CHANGES
OF VETERANS DRIVE AND THE BROAD STREET PARKWAY

CITY OF NASHUA
In the Year Two Thousand and Twenty-One

The City of Nashua ordains that the Nashua Revised Ordinances, as amended, be hereby
further amended by deleting the struck-through language and adding the following new
underlined language, and in the appropriate alphabetical order when appropriate:

1. In Part I “Administrative Legislation”, Chapter 5 ‘Administration of Government”, Part 2
“Board of Aldermen”, Article II “General Provisions”, Section 5-9 “Standing Committees”:

“$ 5-9. Standing committees.

B. The President shall appoint Aldermen....

(4) One-member committees. One-member committees shall have an
alternate member appointed in the same fashion as the regular member.

(i) Broad-Street Veterans Parkway Liaison Committee, who shall be a
metnber of the Infrastructure Committee. This Committee shall
exist until the Bread Street Veterans Parkway project is
completed.”
