ON THE QUESTION

Alderman Jette
Could we get an explanation as to why we need a second reading tonight? What is this about?

Mayor Donchess

Because they want the money right away.
Alderman Jette
And what's it for if | could ask?

Mayor Donchess

It's to help combat the Coronavirus.
Alderman Dowd

| believe that this is supplementing some funding that they've been spending so that they can balance their books and
they got the grant from the State.

graduated fine. The AADPAC committee had looked at a variety of different municipalities: Manchester, Portsmouth, and
various things. Looked at them, considered adopting those but the truth is it just complicated things. By removing the fine
limitation, again, it put all of the animals’ right into the same category and it gave the flexibility of education etc. to the
Animal Control Officer. So | would like to see a positive (inaudible)
