of 100%, so you can say 50%, you can say 30%. | think you need to know the dollars you are talking about
and the amount that the City is going to contribute. And as | say, | think the City’s contribution is envisioned
not to be the lion’s share and not even close to that. So yes, you can be very specific in what properties
will, in fact, be paying.

Now in other circumstances you can say that a specific public improvement benefits specific properties and
instead of generally taxing all of the taxpayers in the City for a project that benefits specific properties, you
can make a betterment assessment against these specific properties that are, in fact, bettered by the public
improvement. So Nashua hasn’t done this in recent decades but it is the kind of thing that some
communities do if they are putting in sidewalks where there haven't been sidewalks before and then they
will divide it up by the linear measurement, the number of feet of sidewalks in front of each particular
property and divide it by the cost and make an assessment per foot for every property that the sidewalk
goes by.

| don’t know that this particular type project lends itself to that kind of assignment of betterment per project.
| think this probably does lend itself a little better to the TIF formula, but there are degrees and methods
and creative ways to do things. And many of them | am sure will be explored before we are finished with
this.

| wanted to ask something, just before you wrap up. | have been familiar with this site since | was a kid,
lived just a couple blocks away on Broad Street. In fact, my brother-in-law worked there and it was awful. It
was an awful, smelly, dirty place and the neighbors have been waiting for 30+ plus years for the City to
take some action or someone to improve this site in their neighborhood. | think we owe it to them to do
what we can, aS much as we can. I’m not saying financially, but as much work as we can put into this to
make that a safe neighborhood for everyone. | think we owe it to our constituents and to the City.

| want to thank Director Cummings. | wouldn't take the TIF off the table, | mean | think everything has go to
be on the table right now. It has to be, right, because we don’t really have much else going. So you put
everything out there and then you pick and choose and fine tune it and then decide which way you want to
go, right? So that’s all | have tonight. You are up Director Cummings.

Thank you, Madam President. And that’s exactly what | wanted to do is just have this kind of open
dialogue, hear everyone’s thought. Everything is going to get put on the table. We are going to shake some
things out; some things are going to stick. We are going to need to go down the path and what | am asking
and | was looking for some direction on is, you know, knowing very high level stuff, no details. Is it worth us
doing the work?

Because there’ s a lot of work that’s before us and | know that we are going to need to commit to doing
certain things and if it’s absolutely not in the realm of a possibility of us doing because it is just an adamant,
we are not entertaining these things and we are adamantly at a “no”? Well that’s just the kind of direction
and feedback | am looking for. We have a lot of discussion before us. There’s going to be a lot of
communication necessary; please | hope anyone on this Board reaches out to me if they have a question
or they want to suggest an idea. | need that direction, | need that feedback and hopefully | can represent
some sort of consensus and bring it before you and provide a recommendation which | am not able to do at
this time.

As Alderman Jette pointed out with his comments a little while back, | have asked repeatedly for the
Purchase & Sale Agreement that Blaylock has with the current owner. | would like to review that because |
would like to make sure that | know what the current owner may or may not be receiving for the sale in
terms of proceeds. And again, just doing our due diligence. So there are a lot of open-ended questions
right now; we don’t have a lot of answers. But this is the start of a conversation which could be very
beneficial to the neighborhood and which could be really the only real solution that we have for the
neighborhood. If we don’t move in a direction, we would just live with the status quo and that’s the
alternative and | don’t think folks want to do that. At the end of the day, | think we want to improve that land
so it can be developed in whatever way folks want. So | thank everyone for their time this evening. | will be
back to you with more information as the conversation progresses. And please, feel free to follow up with
me, if you have any questions or comments.

A regular meeting of the Board of Aldermen was held Tuesday, March 9, 2021, at 7:30 p.m. via teleconference.
President Lori Wilshire presided; City Clerk Susan Lovering recorded.

Prayer was offered by City Clerk Susan Lovering; Alderman-at-Large David C. Tencza led in the Pledge to the
Flag.

As President of the Board of Aldermen, | find that due to the State of Emergency declared by the
Governor as a result of the COVID-19 pandemic and in accordance with the Governor's Emergency Order
#12 pursuant to Executive Order 2020-04, this public body is authorized to meet electronically.

Please note that there is no physical location to observe and listen contemporaneously to this meeting, which
was authorized pursuant to the Governor’s Emergency Order. However, in accordance with the Emergency

Re: Change in Contract — Additional Services Docuware

This request is for an addition to original contract with Inception Technologies for the scanning of
the Property Record Files.

Funding: Assessing 132.1.500 — 53142 Professional & Technical Services for $30,190.25

On July 15th 2020 we brought a Proposal to the Finance committee for a contract with Inception
Technologies for the scanning of the Assessing Property record files. This contract in the amount of
$59,638., was charged against GOFFER funds. At that time, we clarified this was only an estimate
and an additional charge could come forward should there be more records than estimated.
Currently, we have 28 boxes which are at Inception in the process of being scanned against the
original contract. They also have another 55 boxes which will need to be charged against the
attached quote. In addition, another 48 boxes within the Assessing department are ready for
scanning. These 103 boxes plus an additional 30GB of storage have been quoted for $30,190.25.
The Assessing department has funds currently within their existing budge under Professional &
Technical Services. We are working with Inception to bring the quotes to the Finance committee.
This does not include the public interface which would allow the public to access the documents,
which is quoted at $7,500.00 and will be included in the FY23 budget.

Thank you. Also in attendance is Mayor Donchess and Corporation Counsel Steve Bolton. Does the Mayor wish
to address the Board this evening?

REMARKS BY THE MAYOR

Yes, thanks Madam President. Well it is good to see you all once again. First | wanted to mention the City’s effort
to eradicate the pandemic; numbers have gone down recently which is, of course, very good news. You might
remember that 2 or 3 months ago we had almost 600 active and identified cases of COVID-19. As of yesterday,
that number was 86, so it is down considerably. Of course, we know that we need to continue to be careful with
wearing masks and social distancing, avoiding large gatherings, but people are beginning to get vaccinated. Our
Public Health Department, which has been allocated some doses to reach the inner City and other populations,
minority populations that are more difficult to get to, to engage with vaccinations. They have vaccinated over 1,100
people. And, of course, the State is running its site out of Nashua South vaccinating people every day. So that
seems to be going pretty well.

We do have a grant for First Reading on the Agenda. That is a $1.5 million dollar grant to assist the State with their
vaccine efforts. The way that money needs to be used is it will pay for overtime for First Responders, Police
Officers and Fire Fighters who will be at the vaccination sites in assisting the State in running those sites. When
that occurs, the City will be reimbursed through this grant for the overtime required. So that is good and | am sure
will help to keep the sites running well and reimburse the City for the overtime costs that we incur.

A couple of other items on the Agenda, Madam President, we, of course, have the outdoor dining extension for this
year which will, once enacted by the Board, be implemented pursuant to the detailed plan that you see attached to
the Resolution; that has been reviewed by the Committee. In addition, we have a proposal that we are making to
rename the Broad Street Parkway, rename that Veteran’s Drive, because as you have seen, I’m sure all of you,
that over the past season we erected banners for about 30 veterans, families pay for these banners and then we
put them up on the light poles and as you go down the parkway, you can see the photos, the likenesses of veterans
of Nashua and other families. So that seemed to go very well and was a good way to honor many of our veterans.
So we are proposing to rename the Broad Street Parkway, Veteran’s Parkway.

Madam President, there is something regarding the BIDA the creation of an Expendable Trust Fund for the BIDA.
There has been a lot of discussion about that over the last couple of days. The Resolution itself does not allocate
any money at this point and that is not required to have a valid Expendable Trust Fund and that you will hear from
the Legal Department. The issue of whether money should be allocated into it was discussed with the BIDA way
pre-COVID, a couple of years ago because we anticipate, the money is not here yet, but that when the second
phase of the Renaissance Development begins, when the closing occurs, the City will realize funds from the sale of
the second parcel of land. That sale and develoment is required by the development agreement that was signed by
the City 10 years ago or maybe even more. But when those funds arrive, some of it, the BIDA would like to use
some of it to develop to try to bring about other economic development projects. That could be possible and it is
something that we discussed with the BIDA as | said, maybe a couple of years ago, definitely pre-COVID. In terms
of how much money might be allocated in that direction and how it would be used, that could be discussed in detail
when an appropriation is actually proposed.

A couple of other items, Madam President, first | wanted to congratulate you; there was a really nice article on the
Nashua Children’s Home in the Union Leader. | thought, of course, they told just part of the story of all the good
work that is done there and has been done for 100 years or more. And finally, | have some sad news to report
which came via Alderman Lopez which is that the mother of Sandy Belknap, Catherine Belknap passed away |
think yesterday, very recently. That is, of course, sad because Sandra and Catherine have had many people over

for their porch parties, introducing their neighbors to candidates and office holders. Sandra has also been very
active in the City, Planning Board member, an advocate for the neighborhood. She keeps a beautiful, beautiful
garden. But she is active in the Arts and just in many ways as contributed to Nashua so it is very sad that her
mother Catherine passed away and I’d like to extend my condolences to Sandra and all the rest of the family.

That’s all | have Madam President, unless there are questions.

RESPONSE TO REMARKS OF THE MAYOR

Alderman Lopez

Yeah just two things. First, just an observation in talking to DPW about the upcoming changes it was a little
confusing at first, but we have a Veteran’s Drive next to the Nashua Guard and we want to change the
Parkway to Veteran’s Parkway so we have to change one of them to Veteran’s Parkway and one from
Veteran’s Drive to something else, otherwise we end up with two streets with practically the same name which
is confusing.

And then the second thing was a question to the Mayor, in that there is funding to reimburse for overtime, is

there any chance that funding could be used towards pensions since pensions are calculated based on
overtime and annual projections or is that just wishful thinking.

Well we can check that out, certainly not any pensions beyond those hours expended. But we will check that
out.
