Good afternoon,

| would like to speak on behalf of citizens who are not in favor of changes to the Nashua Police
Commission.

Installing this would impact citizen protections starting with the elimination of officers who are
currently women and minorities. They are the officers who will be affected and the first to be cut.
Please explain to me why this would be a desired outcome that is the opposite with what our City has
been trying to accomplish.

To hire and train officers costs the taxpayer money and the investments already put into Nashua
officers would be wasted. [If rehiring would occur it is possible that the candidates previously selected
would not return as they may have moved on to another department or career altogether. Please
explain how it makes the community safer by taking away these positions and using taxpayer-funded
dollars and how it serves the community instead of serving an ideology of some.

If it's really a helpful and good idea it should be open for more discussion, debate and more facts to
be revealed. The agenda of the people is not being met by rushing such a huge change. More facts
should be given to the public. In not doing so paints the picture that there is an agenda behind this.

Nationally the Nashua Police have one of the highest scores for a department. Please explain to me
why this change would be beneficial when any corrections that need to be made can already be
made now as is. Nashua citizens will not get served the service they deserve and have trusted you to
keep,

in an economic crisis, please explain how it serves the entire community to focus on changes such as
this. Motivated by attempting to appear to serve the minority while this change does not.

if passed, this would leave the future of Nashua further away from achieving what it has set out to
accomplish and worked so hard to get to where it is today. Explain to me why this would be good. A
change here is not needed. It is only hurtful to our amazing City and the resources would be better
served in other areas that are in much more need of our City officials time and energy. | would be
happy to sit down with you and talk about those many ideas.

Thank you for your time as | know how much of it you dedicate to the Board. Thank you to those who
have reached out to me regarding State of New Hampshire topics that can benefit Nashua. | continue
to listen.

Dear BOA:

iam unable to attend the public hearing this evening due to a meeting conflict. |am in favor of placing on the ballot the
change to the City Charter that would allow Nashua to choose its Police Commissioners. My experience in the
Legislature has shown that there is very little vetting/oversight to a nomination when it doesn’t relate to state
government. Additionally, at any given time there can be 300 openings to boards and commissions making the process
more of a rubber stamp. One person makes a recommendation, the Executive Council votes on it as one of 50-60 agenda
items and it comes at the end of the meeting. Having nominations made and vetted by local residents, along with
creating a 5-member commission rather than 3, will allow for a more thoughtful process. Also, several safeguards are
being put in place to promote a commission that reflects the diversity and strength of Nashua. As of now, in the 80+
year history of the commission, only 1 woman served. ALL others have been white men.

To the Board of Aldermen:

I have been a resident of Nashua since 1952 and | ain writing to express my strong opposition to the
proposal that Nashua Police Commissioners be appointed by the Mayor and the president of the
Board of Aldermen.

This proposal was put forth in order to increase transparency and local control. While increasing
transparency is a laudable goal, the Police Commission needs to be as separate from local influences
as possible. The members of the Commission need to be able to make decisions independently and in
the best interests of the police department. Nashua has benefited greatly from having one of the best
small town police departments in the country. This is partly due to having police commissioners
owing no political favors to local office holders.

As the process exists now, the members of the Executive Council vote on the candidates for the
Nashua Police Commission. There is already an element of local control in this system as one of the
Executive Councilors represents the Nashua area. The other Councilors provide the checks and
balances that ensure that political favoritism is not part of the equation.

My father, James Chesterley, was a member of the Nashua Police Commission for thirteen years as
well as an executive (Vice President, Corporate Staff) at Sanders Associates. I know that he felt that

the system as it existed then and exists today was highly preferable to having Commissioners
appointed by local office-holders.

It is imperative that Commissioners be independent and able to refuse to grant favors. Soon after my
father was appointed to the Nashua Police Commission, one of the Sanders drivers presented my
father with a parking ticket asking for it to be voided. My dad told the individual, in no uncertain
terms, that he would not be fixing anybody’s tickets. He also told the driver to pay the ticket himself
and not to submit the expense to the company. It is unlikely that anyone else ever asked him to fix a
ticket.

This is a very minor example of the sort of things that can be asked of police commissioners.

It is easy to imagine other scenarios that would involve more serious events and situations where a
refusal would be more difficult.

Other cities and towns in New Hampshire may choose their Police Commissioners by other methods,
but this method has worked well for our city and has resulted in maintaining the high standards of
the Nashua Police Department.

Whether the number of Commissioners should be changed is a question best answered by the current
Commissioners.

In conclusion, I urge you to maintain the present system which allows the Nashua Police
Commission to ensure that the Nashua Police Department maintains the highest standards and

excellent service to our community.
