Thank you. Sol, too, wanted to say that it’s nice to be back here in the Chamber with many of your and
hopefully soon enough we'll all be able to be back here. The Chamber looks great. The one thing that | do
miss is the picture of a younger Mayor Donchess starting back at me. It's not there anymore but we’re
fortunate to have all the more experienced Mayor Donchess in the Chamberhere wih us. It’s great to be
back.

This is also our last full meeting before the 4'" of July. Mr. Mayor thank you for opening up the boxto some of
the younger residents of the city. | hope they really enjoy that. Ill say that | probably never really noticed the
fireworks — all the fireworks that were going on in the city until we got a puppy in the fall and | notice them
every time that they’re going off. Its made me realize how much of a nuisance they can be for other citizens in
the city. | would ask and | know Alderman Lopezwill probably bring it up too that as we enter the 4' of July
season if you’re thinking about wanting to go fireworks, go down to Holman Stadium and celebrate with
everybody else and leave the individual displays for other cities andtowns. Thank you.

Alderman Lopez

Well with regard to the fireworks because fireworks can be pretty disconcerting to individuals who served in
combat or Veterans, | wanted to invite the Board. We are working on an alternative 4" of July celebration
barbeque on the 4" of July — it’s in French Park but it’s really in front of Dalianis House for the Veterans that
are there. We're working on a mural to act as a capstone for the Hearts and Mind Series. So we are trying to
honor Veterans that way and itis largely in sympathy that not everybody wants to hear things exploding above
them to celebrate the birth of our nation.

As an add on to what Alderman Jette brought up regarding the Thursday dedication, it’s also the recognition of
the mural that’s being painted in Le Parc De Notre Renaissance Francaise. The mural is co-sponsored by
Involved to Impact and the Richelieu Club and features some prominent Nashua citizens — Franco Nashuans —
who have contributed to the community. Former Mayor Lozeau is among them so if Alderman Tencza is an
aficionado of former Mayoral pictures, then he took that out.

Lastly | wanted to thank the Board for considering the legislation for, in my opinion, strengthening the Board of
Health and then invite the Board as well to attend the Tree Streets block party this Saturday. The block party
will be from 2 to6. The street will be closed from noon to 5. So basically during the 2 to 5 period we’re in the
street but then we move the events over into the parks and then open the street up for the volunteers and the
participants to start unloading their stuff. Some interesting features this year is we’re going to have a foodsol
tournament. We installed a foodsol court about two years ago with the Your Choice, Your Voice grant
program. It was a project that was proposed by | think and 8 or 9 year old at the PAL Center and it was
supported by the community. We installed a foodsol court. The soccer community is very excited about it and
this is an opportunity to kind of see it in action that we were a little bit robbed of in 2020. We are also going to
be featuring the Public Health Department. They’re going to be giving out COVID-19 vaccinations for anybody
who did not get a chance to get them. So they'll be participating in our touch-a-truck event because they have
a van but it is COVID-19 shots so do not touch them.

athletics for Holman Stadium this year. They couldn't do it last year because of COVID so you’ve got some
new people that will share their names on that wall and | think that’s great.

Another thing is Mayor last night someone asked you a question concerning the Citizens Advisory Commission
and the grant money. | had the answer but knew! couldn’t get up and | was verified by Jason our Chairperson
and both the Girl Scout organization and Salvation Army did not putin applications for any grant money this
year. As you know, this program has been around for a long time and members of the Board and Mayor’s
office do not get involved on howthat money is given out. It's based on what the need is. For a while it was
going to homeless, drug addiction, and things like that. They have worked really hard over the past few years
to make sure the money goes to those organizations that really need it and to take care of the city in the best
way that we can.

Yes thank you for bringing that up. | learned that today that those two organizations didn’t apply.
Alderman Caron

No they did not and wishing you all happy 4" of July.

Alderman Dowd

Yes happy 4" of July. I will try to be at that event. My heritage is Irish and French right back to Ireland and
France and have family ties here well over 100-150 years probably even before that.

The other thing I'd like to say is last night we had the public hearing on the budget. There was a lot of
misinformation that was brought up. The one that | really want to hit on is someone brought up that all of our
new employees were not qualified, not professional and | can tell you having worked with all of our new
employees from the Chief Engineer, to Planning, Park Rec., and several other new employees, they are
fantastic. They are knowedgeable, they knowwnat they’re doing. It took them a little while to get their feet
wet relative to Nashua but they are outstanding. Particularly the new City Engineer. | worked with him
extensively on the school project. He’s doing a great job. He has a lot of work on his plate. | just wanted to
bring that up because | thought that the remarks that were made including our own City Clerk were very, very
disrespectful.

Thank you President Wilshire. | wasn’t sure if you saw my hand so thank you. | have a few comments. | also
wanted to just comment on last night’s budget hearing. | was not present in the space but | watched every
moment along with you guys and | had corrections but most of the people beat me to it. Especially the process
around how CAC works and how my committee Human Affairs works is very similar where people bring in
applications each year. It’s not (inaudible) it’s who brings the applications forward and then it goes through a
process to get funded so those committees aren't necessarily choosing between all of the nonprofits. It’s
between the ones that come forward with projects.

| also wanted to congratulate the City and Black Lives Matter Nashua for a wonderful Juneteenth event on
Saturday at the Library. There was a huge turnout. | know! saw Alderman Wilshire, Mayor Donchess was
there, and it was really a great celebration of just joy and freedom. It was a really nice event. So kudos to
everybody for that. It was especially meaningful this year after it has not become a federal holiday.

Did | have anything else? | think that was it. | knowthat the children are definitely looking forward to the way
that we’re doing 4"" of July this year and I’m looking for our display after a year away.

Oh, that was my other comment. | miss a wall of Mayors and | (inaudible) the one woman. | miss Jim and the
whole history on the wall but it looks great in there.

Thank you Madam President. |, too, am glad to be back in the chambers. | have to admit is feels a little odd
and | don’t have slippers on today. | have real shoes so it’s a little different too. I'm also glad to be back here
after spending a week at St. Joe’s as| referred to it as the casa de St. Joe’s spa wmere | had a beautiful
backless gown and wonderful massages, etc. It’s an incredible facility and lm grateful that Nashua has that
here. They took very good care of me for this past week and | truly appreciated it. Having gotten out of the
hospital so soon, | wasn’t able to attend the Juneteenth which really kind of depressed me as far as that was
concerned.

I'd also like to kind of mention the fireworks and I’m glad that that was brought up. Anumber of years ago |
had two constituents that were affected by the fireworks — both Veterans, both PTSD Veterans. One of them
was taken out by ambulance and was not returned home for over 90 days because of the effect that the
fireworks happened. Another constituent was actually tortured. As each person set off the fireworks, they
yelled out that person’s name. Number 1 is fireworks being set off within the city limits is illegal. | found that
was not just cruel it was evil what that person did but they are illegal. The affect Veterans, they affect just
children, they affect wildlife, and they affect animals. Having Greyhounds that are very, very affected by this
and have been known to have heart attacks over this, |am extraordinarily sensitive to it. | hope that with this
year opening up and having the 4" of July that people will just enjoy the professional fireworks that are put out
there and not set them off although we are hearing them.

As a great granddaughter of Napoléon Andorila Viante, I’m sad that I’m going to miss the thing on Thursday. |
like many of my colleagues here will be sitting in our House session at the Bedford Sports Complex to vote on
that budget. So it does sadden me that! can’t be there. | thought it was originally on the 25'" and then | heard
it was the 24th and it was just really kind of ...

I'd like to echo something that Alderman Dowd said. | think it was uncalled for and unkind the attack on new
employees, especially our City Clerk. As she is one of my constituents as well as the City Clerk, | can tell you
that she did trial by fire at the last election and | think she did a phenomenal job. fm grateful that we had her
there. She had big shoes to fill from the previous Clerk and | think she did a phenomenal job and | want to
thank her personally for everything that she did.

| do want to do a Me Too to the Mayor for allowing the children in the suite. | think that is a better use. | think
they would appreciate it a whole lot more than we would so! think that’s a brilliant idea and thank you so much.
For all of my colleagues, thank you for your well wishes and the flowers and so on. It went to my heart so
thank you very much.

Thank you Madam President. Alderman Jette | don’t have a drop of French blood in me.

Irish to the core. My brother-in-law who was born in Dublin he had his blood tested. He was 92% percent. We
had our tested and we were 98%. He’s trying to figure out howwe were more Irish than he was. It’s the
bloodline but! wish all my Franco/Canadian friends enjoy. Have a really great time. It was my pleasure to
serve 35 years on the Fire Department with many Franco-Canadians. | don’t know if they were as good as us
Irish but they were darn good. It was my pleasure to work with them.

| also would like to say with the fireworks just to remind that what everybody says with the dogs and the pups.
It is true. Also just to remind they are illegal. Usually every year somebody does something stupid and that’s

why we have the Fire Department. Just to be careful and it’s probably better to go to the professional display.
If you do use it, please just be careful and watch out for the kids too and that’s the important thing.

Madam President if | could take a little personal privilege. Lately hve been hanging out a lot with some savory
characters namely Alderman Dowd and other members of the Budget Committee for the past month. Now
coming up towards the end of the month I’m glad we worked hard on the budget. We got it done. Nowthis
week is my anniversary week so glad we got the budget done before that. It’s going to be 38 years with the
Babe. The reason I'm mentioning it — she’s probably going to kill me - but | need all the brownie points | can
get from being at all of those meetings. Thank you Madan President.

President Wilshire

So | wanted to just talk about Stellos and graduation. | knowthat before they started going to wnat was then
the Verizon Center nowis SNHU Center, there was a graduation that my daughter had. It was 98 degrees at
Holman Stadium. Someone passed out while we were there. It was so hot and they had the gowns on and the
caps. It was really, really hot. | think given that the weather is unpredictable and can be very hot or rainy, |
would like to throw out there about the possibility of using the Performing Arts Center for a graduation venue.
Just throwing it out there.

| also would like to talk about the misrepresented comments last night about specifically about City Clerk
Lovering. I’ve known Sue Lovering for 25 years. She is top notch. There is nothing thatwoman can’t do when
she puts her mind to it and | think she’s shown us that. | think she’s a very good City Clerk. The comments
that were made last night were out of line and just unacceptable. That goes for the other newhires the city has
made as well. Like Alderman Dowd said, we have a great city staff. I'm proud of them and | think most people
in the city are proud of them. Thank you Mayor.

| am excited for the fireworks after having missed them last year. My family every 4" of July we get together,
we have a cookout, and we walk over to the fireworks. They are the best. For years and years we sawthe
fireworks at Seabrook Beach back in the day when we all went up there but Nashua does it way better than
anyone. | just want to throwthat in there too.

| just want to — I'm sure most of you will disagree but | heard last night some comments and opinions from the
public and I’m glad people came out to tell us what they felt. The only thing | remember hearing about our
wonderful City Clerk was the question of why would we put the expense of certification that takes — my
understanding what | believe | heard —is four years. Why would we not choose to invest that in a younger
candidate?

Because that’s discrimination.

That would be illegal. That would violate the law to consider age. That's illegal age discrimination.

It’s illegal to — sure — well. All right thank you. | didn’t hear anything really negative about the person or the job
she’s doing. So | just wanted to clarify that. | don’t want people to be afraid to say anything at the next
meeting of the Board of Aldermen. They’re going to hear, you know, | don’t know their comments getting put

Yes tomorrow evening the Joint Special School Building Committee at 7:00 p.m. in person at Nashua High
North. Then next Monday and Tuesday we have the budget wrap up sessions to consider anything we want to
do with the budget. July 15' we have the meeting to vote on the budget. The budget if passed will take effect
on July 1%.

But Alderman O’Brien said we were done with the budget?

Well the nuts and bolts part. We still have to drag it on, yes.

If anyone on the Board has any questions, concerns and wants to bring something up on the budget, any
member of the Board of Aldermen can come and discuss and can even make motions. The voting will be the
five people that are on the Budget Committee and then the Budget Committee will send that to the full Board
which, again, you'll have an opportunity on July 1st. Ratherthan prolong the July 1st meeting if you have any
questions, concerns or whatever about the budget, | suggest that you come either Monday or Tuesday. We
may wrap up Monday if things go well.

My understanding is only the Budget Committee can make motions on the budget. Is that true Attorney
Bolton?

instead of the 5'" because that’s the holiday. We start at 7:00. It will be along meeting because we also have
the legislation concerning the Police Commission. So just so you'll know, public hearing first on the addition of
people to the Board of Health and then the regular meeting of Personnel. Thank you.

Thank you Madam President. On June 23” which is tomorrow night for my calendar challenged friends,
immediately following the Special Board of Aldermen meeting at 7:15 we will convene the Committee on

RESOLVED by the Board of Aldermen of the City of Nashua that the City of Nashua and
the Division of Public Health and Community Services are authorized to accept and appropriate
$50,000 from the Kresge Foundation into Public Health and Community Services grant activity
“Equity in COVID-19 Response” for the purpose of employing a social ecological participatory
systems approach to address the secondary impacts of COVID-19 on BIPOC (Black, Indigenous,
and People of Color) community members. This funding shall be in effect from June 1, 2021

Class A Biosolids Upgrade - Preliminary Design Phase Services

To approve the contract with Wright Pierce to provide a Class A Upgrade
Evaluation Preliminary Design Plans and Specifications in an amount not to
exceed $199,886.60. Funding for this contract will be through Department: 169
Wastewater; Fund: Wastewater; Activity: WW Class A Biosolids Upgrade.

Wright Pierce Scope of Work and Fee Schedule

The Nashua Wastewater Treatment Facility currently produces Class B biosolids
which are beneficially reused on farmland throughout New Hampshire, and has
been used in Massachusetts as well.

Regulations have been evolving, resulting in communities making rapid decisions
to limit or ban Class B biosolids for beneficial reuse. This results in the market
changing, and significant price increases are projected. Our current biosolids
management contract will expire at the end of this fiscal year and our expectations
are that the bids will be significantly higher.

With these factors in mind, moving to a Class A product will reduce the volume
hauled, by more than half. The cost should also decrease, and our disposal options
will increase.

Wright Pierce did an initial evaluation of wastewater’s solids during the Facility
Plan project, completed in 2021. Since Wright Pierce has already started the
evaluation, this project becomes a continuation of their work, allowing for a faster
design and lower overall cost of the project.

Wright Pierce’s proposal covers the full evaluation and preliminary design of the
Class A upgrade and will be able to move quickly to a final design. This approval
is for an amount not to exceed $199,886.60.
