Pump Station Upgrades Design Services — Phase {J — 30% Design

To approve the second phase of the Design Phase Services to Woodard &
Curran of Portland, ME in amount not to exceed $554,853. Funding will be
through: Department: 169 - Wastewater; Fund: Wastewater; Activity: Pump
Station Upgrades.

Pump Station Upgrades — 30% Design Phase-Scape of Work and Fee

There are thirteen (13) pump stations, one of which only operates when needed
during combined sewer overflow events maintained by the Wastewater
Department. Most of these pump stations are the original pump station
structures that have aged considerably. Woodard & Curran was hired to
perform a preliminary evaluation and provide recommendations of the
upgrades needed at all 13 pump stations, They have completed this evaluation
and are now ready to proceed to the 30% design phase of this project.

During the 30% design phase, W&C will further evaluate some of the possible
modifications that occur at various pump stations. They will hire sub-
consultants to perform survey and geotechnical studies, A considerable portion
of their fee is for the sub-consultants, amounting to $201,900, This fee may be
less if it is determined during the 30% design phase that some geotechnical or
survey work can be reduced.

Their scope also includes preparation of preliminary cost estimates and
preparation of a Design Basis report that will summarize various options such
that the City can decide the optimal way to proceed going forward. At the
conclusion of the 30% phase it will be made clear to W&C on how to proceed
forward into the final design phase.

We recommend continuing this work with W&C into the 30% and final design
phases. They have performed competently during the study phase and will
continue to do so. Their costs for the 30% design phase were found to be
reasonable for the scope of work involved. This project is eligible for a 20%
State Aid Grant from the New Hampshire Department of Environmental
Services.

PRELIMININARY DESIGN (DESIGN BASIS)
PUMP STATIONS UPGRADE PROJECT
NASHUA, NH

BACKGROUND

The City of Nashua has thirteen pump stations of different sizes, types and ages. Like many
other cities Nashua decided to review and upgrade all pump stations for reasons including but
not limited to: ensure proper and reliable operation to limit sanitary sewer overflows, address
failing force mains, meet current safety standards, improve ease of maintenance and
accessibility for staff at each station, and take advantage of new technology for the betterment
of the community. In many stations, the pumping and controls equipment is beyond its
expected life. After an RFQ process and interviews, Woodard & Curran was selected to
complete this project to review and upgrade the City's pump stations.

PREVIOUSLY COMPLETED WORK

The first investigation phase of the project was approved by the Board of Public Works in
October 2015 and a multiday investigation took piace with Woodard & Curran engineers and
plant management and staff in November. The summary report for this investigation was
delivered in January 2016 and presented to city management and wastewater treatment plant
staff on March 9, 2016.

The first phase presented the city with singular or multiple upgrade options for each station
based on the investigative work. The city was able to use this information to make decisions
on how to proceed so Woodard & Curran could continue to the next phase of engineering
work. That direction was provided to Woodard & Curran on April 8, 2016.

The following table summarizes the findings of the Pump Stations Upgrades Project Study
Phase and sets the starting point for the preliminary design scope of work.

PROPOSED PRELIMINARY DESIGN

This next phase of work (as presented in the following scope) will be to proceed with
preliminary (30%) design for stations where an upgrade path is obvious and mutually agreed
upon,

Woodard & Curran will use local subconsultants for surveying, and wetland delineation for all
stations, gravity sewer, and forcemain locations. A geotechnical investigation will be
completed for the Northgate forcemain location, and all other geotechnical investigations will
be held until the next phase of work.

Preliminary design and engineering drawings will be developed and presented in design basis
reports for each pump station. Cost estimates and permit evaluations will also be developed
for each site.

Renditions will be completed for two stations (Marshall and National} as requested. For
National, a pump station with historical flooding issues, the City will install a meter and work
with Woodard & Curran to determine design flow rates. We will perform an investigation into
the permitting required including having a wetland scientist involved during the surveying.

The project will include two additional components not initially envisioned in the scope. The
Northgate forcemain break on July 4th weekend was a critical failure in the City’s sewer
system, and this project will now include preliminary design for the replacement of this pipe via
directional drilling This project will include borings in the river to depths of 50’ to understand
where to directional drill to replace the force main.

The benefit of immediate connection of five of the City's pump stations (Spaulding, Marshal,
Fulton, Watson, and Trestle Brook) to the City's extensive fiber optic has also been identified,
and this connection work will be completed as part of this project. The pump station

connection work, and will not require that work be redone in the future. The materials and
equipment included in this scope will be compatible to the whole system upgrades and will
have continued value in the future.

PRELIMINARY DESIGN ~ DETAILED SCOPE OF SERVICES

Field Investigation

Field investigation work will be undertaken by subconsultants under contract with Woodard & Curran.
Survey work wil include boundary, topographic, underground utility, and wetland survey of each
existing station location, each proposed site for pump station relocation (Marshall and National}, and for
each proposed gravity sewer location associated with pump station removal (Spalding and Harris).

Geotechnical exploration during this phase wil! only include the Northgate forcemain replacement area.
Two borings will be completed within the river, and two will be completed outside of the river to obtain
information on depth to an impenetrable layer. All other geotechnical investigation work as required for
consideration in final pump station, gravity sewer, or forcamain design will be completed as part of a
future phase.

Preliminary Design

The preliminary (30%) design will include the finalization of pump sizing, communications upgrades,
and station type for station upgrades. Consideration will be made for package pump station systems
with grinder, submersible, and seif-prime pumps as well as custom and building options. Design of any
new buildings will include building layout and exterior design. A request has been made for preliminary
renderings to be created for the Marshall and National pump stations. These will be developed early in
the process and provided fo the City for input.

Dasign will include pipe sizing for both forcemain replacements and gravity sewers to replace pump
stations as applicable. Survey information will be utilized to make a final determination on gravity sewer
locations. Preliminary directional drilling installation plans will be developed for the Northgate forcemain
replacement based on the results of the geotechnical investigation.

This phase of the work will also include the preliminary design for the electrical upgrades required at the
Bridge Street pump station. This design will address safely concerns and standby power requirements
at the station.

Permit Scoping

An evaluation of required permits will be completed as part of the preliminary design. The permits will
not be filed at this time, but a list of the requirements for permitting (local, state, and federal) will be
developed. Some of these permits will be dependent on the results of the wetland delineation.

Cost Estimate
An engineer's estimate of probable cost will be developed based on the preliminary design.

Desian Basis Renort

A design basis report will be developed for each station to present the preliminary design information.
Each report will include a written description of the planned upgrades asscciated with the station
including a summary of the preliminary design and all site constraints identified through the field
investigation work. The design basis reports will also include a summary of the permitting requirements
as well as the cost estimate.

A preliminary site plan and a preliminary layout drawing will be included for each pump station {except
for Bridge Street}. The site plans will show existing conditions based on the survey data, and will show
proposed station and pipe layouts. Preliminary electrical drawings will be created for the Bridge Street
Station. Preliminary site plans will be created for the proposed gravity sewers and forcemains.

As noted previously, renderings will be created for the two pump stations to be located within park
areas. These will be provided to the City separately for input, and the final renderings will be included in
the design basis reports.

Pump Station Fiber Connections

Fiber connections will be installed at the Spaulding, Marshal, Fulton, Watson, and Trestle Brook
pump stations. Woodard & Curran's work will include the modification of PLC control panels,
configuration of Ethernet communications to the SCADA network at the Wastewater Treatment facility,
and configuration of loss of communication alarms for each of the identified pump stations. Standard
HMI and PLC programming will be developed to be used by all pump stations. Woodard & Curran will
also provide acceptance testing, record documentation, and training associated with the
systems.

Woodard & Curran will procure 3 Managed Fiber/Ethernet Switches to be installed and configured at
Wastewater Treatment Facility to replace several existing switches. Switch configuration will be
optimized and configured fo improve plant network speeds and reliability. Abandoned switches will be
utilized and repurposed for this project and installed at the pump stations.

The identification and connection of Fiber at the Wastewater Treatment Facility will not be done by
Woodard & Curran as part of this project, and it fs anticipated that this will be the responsibility of
Nashua IT Staff. The electrical installation and the procurement of fiber, fiber patch panel, fiber
termination, or fiber patch cables are also not included as part of Woodard & Curran's scope,

PROJECT TEAM & SCHEDULE

We are staffed and prepared to begin the work in July after the appropriate approvals, terms
and conditions, and contracts are executed. The following comprehensive list includes a
number of individuals who are available to work on different components of the project. This
project may not require work by all of these individuals, but the team is available to complete
the work as needed.

ENGINEERING REPORT, DESIGN & BIDDING PHASE
CONTRACT FOR PROFESSIONAL SERVICES
FOR
TREATMENT WORKS

CITY OF NASHUA, NEW HAMPSHIRE

This AGREEMENT made and entered into at Hillsborough County, New Hampshire, this
_ day of 2016, by and between City/Town of Nashua, hereinafter called the OWNER, and
Woodard & Curran, hereinafter called the ENGINEER.

WITNESSETH:

WHEREAS, the OWNER intends to construct Treatment Works as described within the Request for
Qualifications titled “Pump Stations Upgrade Project (RFQ1090-052215)” and dated May 6, 2015
consisting of performing a field study of all (14) pump stations to development the upgrade option for each
of the stations including the potential for elimination, relocation and reconfiguration as well as upgrading
each station for integration into the OWNER’s Supervisory Control and Data Acquisition (SCADA)
system. A preliminary design will be provided based on the field study results. Final design and bid copies
will be provided for the upgrade to each of the fourteen pump stations generally known as the: Pump

Stations Upgrade Project hereinafter called the PROJECT, and

WHEREAS, professional sanitary engineering services will be required for the preparation of plans

and specifications and contract documents, and

WHEREAS, such services are of a distinct professional nature and hence not subject to the bidding

process,

NOW THEREFORE, in consideration of these premises and of the mutual covenants herein set
forth, the OWNER hereby employs the ENGINEER to furnish the following engineering services in
connection with the proposed PROJECT; and it is agreed by and between the OWNER and the ENGINEER

ENGINEERING DESIGN PHASE CONTRACT
For Professional Services for Treatment Works

Services to be Performed by the ENGINEER

Report Phase

A. The ENGINEER agrees to produce a complete
and definitive Engineering Report to meet current
division requirements and to perform any and ali
engineering incidental there to. The detailed scope of
the work is as outlined in the attached Plan of Study.

B. Furnish five (5) copies of the Engineering
Report to the OWNER and two (2) copies to the
DIVISION. Additional copies to be available at cost.

C. Provide the DIVISION with one copy of design
calculations, work sheets, field notes, estimates and
other data generated in preparing the Engineering Re-
port in a form satisfactory to the DIVISION.

Design Phase

A. The ENGINEER agrees to proceed with all
engineering, surveying; drafting, calculations, borings,
and other work as required and necessary to develop
and produce final plans, specifications, and associated
contract documents involved in the construction of
treatment works for the:

Pump Stations Upgrade Project

as recommended in an Engineering Report as prepared
under the report phase of this agreement. The
ENGINEER further agrees that said services shall
include, but shall not necessarily be limited to:

1, Pfans, Specifications, and Contract Doc-

a. The preparation of detailed plans,
specifications, and contract documents in
accordance with the rules and regulations
of the New Hampshire Department of
Environmental Services, Water Division,
hereinafter called the DIVISION, ready
for the receipt of bids and the award of
construction contracts for said construc-
tion; the work shall also include the
preparation of estimates of the cost of
construction based on the contract
documents. Prepare applications with
supperting and associated documents for
Federal, State and other grant or loan
programs. Assists the OWNER in
securing grants or loans by State, Federal
and other agency,

Bidding Phase

A. Assistance in securing construction bids,
conduct one pre-bid meeting, respond to bidder
inquires, prepare addenda as needed, conduct bid
opening, tabulation and analysis of bids, and recom-
mendation regarding award of contract. A copy of the
bid analysis will be furnished to the DIVISION, and
EPA. (Where applicable)

B. Completion of formal contract documents for
the award of contracts.

The OWNER'S Responsibilities

A. Assist the ENGINEER by placing at his disposal
all available information pertinent te the PROJECT,
including previous reports and other data relative to the
reports.

B. Make provisions for the ENGINEER to enter
upon public and private lands, municipal facilities and
industrial establishments as required to perform work
under this AGREEMENT.

C. The OWNER also agrees to comply with DI-
VISION and Federal requirements (where applicable)
and further agrees to acquire with the assistance of the
ENGINEER all the necessary easements, options or
outright purchases of land for the locations of said
treatment works as shown on the contract plans. The
provisions of this section shall be satisfied prior to
submission of documents referred to in III (A} below.
It is also understood that no approvals of reports or
plans and specifications or other associated documents
will be made by the DIVISION without fulfillment of
this requirement.

for achieving the goals and objectives of the community during a crisis event. A Strategic Plan
was developed to provide day-to-day. high-level context for crisis planning, and an Operational
and Tactical Plan was developed to provide the specific steps responders would take during a
crisis event.

To support plan rollout, a series of training workshops were provided to more than 60 senior
Jeaders within the client's operations. This training focused on key roles and actions these leaders
would need to implement during a crisis. Concurrently, our tearn designed an online awareness
level training for the client’s employees to educate them on individual roles and responsibilities
during a crisis event.

In 2020, we began the process of helping the County to apply for recovery dollars around the
pandemic response, including completing FEMA Project Worksheets and other grant programs.

RESULT

In 2019, following the development of the plan, its rollout, and training, senior leaders and staff
expressed that they felt better equipped to assume the roles required by a crisis event. In March
of 2020. in response to the COVID-19 pandemic, the community mobilized the plan in support
of pandemic mitigation and response activities, The operational plan, supporting annexes, and
training allowed the community to quickly focus personnel, equipment, and resources to support
incident response. The plans provided the details required to facilitate a successful, coordinated
enterprise-wide response to the event.

IV.

Time Of Completion

A. The ENGINEER agrees that he will submit to
the DIVISION for approval after modification or
revision as recommended by the DIVISION and agreed
to by the ENGINEER, the completed final plans,
specifications, contract, and associated documents in
compliance with the current issue of the DIVISION's
standards of design within 335 consecutive calendar
days following the execution of this AGREEMENT,
and deliver same to the OWNER within 30 calendar
days following the date of final approval by the DIVI-
SION.

B. It is agreed by the parties te this contract that
failure by the ENGINEER to complete the work within
the time stipulated under TJ, A, above may be con-
sidered sufficient basis for the debarment of the ENGI-
NEER from the DIVISION'S Roster of Prequalified
Engineers as provided for under New Hampshire Code
of Administrative Rules Env-Wq 603.08, or the
Assessment of liquidated damages as provided for
under RSA 485-A:; 4, XII.

Compensation to be Paid the ENGINEER
A. Method of Payments Amounts of Fees
|. | Payment to the ENGINEER, for services
rendered, shall be according to the following
schedule:
Monthly billing based on hours and rates
by labor category with mark-up and inci-
dental expenses in accordance with the
attached fee schedule.
2. The OWNER agrees to pay and the ENGI-
NEER agrees to accept for all services under this
AGREEMENT, a fee not to exceed:

3. If separate documents are required for

additional construction contracts on this PRO-
JECT, an additional fee as approved by the
DIVISION shall be paid to the ENGINEER.

4. Prior to formal approval of contract docu-
ments by the DIVISION, the ENGINEER shall
make such revisions in them as recommended by
the DIVISION and agreed to by the ENGINEER
without additional compensation. After formal
approval, if it becomes necessary to revise the
contract documents for reasons beyond the
control of the ENGINEER, payment for such
revision or revisions shall be made to the ENGI-
NEER subject to approval by the DIVISION.

Limits of All Payments

1. The ENGINEER hereby assures the
OWNER and agrees that the following fee for
his services (exclusive of surveys, borings, and
certain special services which follow) in con-
nection with the preparation of final plans,
specifications, and contract documents and other
work as generally described under I{A) is
adequate te complete the assignment and shall
not exceed

2. It is also agreed that payment to the
ENGINEER for services in relation to engi-
neering surveys, including layout and logging of
borings, probings or seismic surveys, together
with plats and project related special services
shall be at actual cost. Actual cost shall include
compensation to the ENGINEER for his work
performed on these services. The ENGINEER
further agrees that the work proposed tinder this
item is enough to satisfactorily complete the
contract documents and that the moneys to be
paid under this item are adequate for the work
proposed and shall not exceed
