Purchased two solenoids. One for use and one for spare purposes.

Troubleshoot and replace blown capacitor breaker fuse.
Working on purchasing spare fuses. Still not ordered at this time will be ordered in
October with delivery expected in Late October or early November.

Cooling water sand filter has required significant work. The baffle in the housing failed
and then the sand-filter stainless steel container seam split. Considering modification of
the system to allow removal of the sand filter. Installation of an auto-backflush of disk
filters will be required at a cost of ~$3,500 and we would want to increase the disk filters
to a two inch size (from one inch). All in the cost for this modification would be ~
$5,000 in parts and plus labor. A new sand-filter ss container runs approximately $8,000
plus a similar labor component as the modification. Guessing the labor component would
be 32 man-hours for the labor in either repair.

Troubleshooting the air compressor HMI video SCADA panel. Labor only
Installed a PLC control program to run the Air Compressor on a longer and more regular
basis. The purpose is to remove the moisture from the compressor and tank. Ingersol

Rand’s option to perform this service and operation was not cost effective.

All other standard maintenance was performed per our work order system (see attached

summary)

Regulatory:

FERC/NHDES dam inspection and Dam Safety & Surveillance Monitoring Plan
(DSSMP) modifications. Modified the DSSMP to include FERC requirements. Started
working with H.L. Turner for final drawings for inclusion with the DSSMP and DSSMR.
New approved DSSMP and DSSMR’s required by March 2017.

Started working on additional FERC exhibit documents and exhibit drawings. Working
on RFP for H.L. Turner and Hayner-Swanson to modify “Exhibit G” drawing.

Notes and observations:

October:
Secure the upstream fishway passages for winter season
Complete the Cooling Water system modifications for fall and winter operation.
Order the spare capacitor breaker fuses

Work on modifying the Exhibit drawings and documents for FERC submission

LeBrun in the Personnel/Administrative Affairs Committee that why don’t we just leave this until January
1%. It’s important when the community says please do this that we answer that in a very
conscientiousness way. | haven’t heard any firm concerns or arguments against doing this other than
the process orientated ones, which again, we’ve already set precedence with other issues that were far
less impactful where we had a lot less to take credit for. All | have heard is there might be something
else, there might be more to look at and | would invite anyone who is interested in doing more research
into this to get involved in the Cultural Connections Committee and the One Greater Nashua effort and
the many immigrant support organizations in the city. You don’t need to hold up the legislation to do that
because this has been going on for a long time.

Alderman Dowd

There is a piece of legislation on the floor and there is also an amendment to that legislation on the floor.
| would suggest that we vote on the amendment and if it doesn’t pass then we vote on the legislation as
it was presented because that is what came out of committee and see what happens.

Alderman Schoneman

In response to that last comment, | will join those who say they are not going to support the Mayor’s
proposal that comes out tonight. | attended that meeting as well and believe that the compromise that
came out was pretty good. This legislation; | certainly accept that it was somewhat driven by the
Chamber of Commerce and the United Way but the draft of this legislation comes from
WelcomingAmerica.org. Part of their strategy in New Hampshire, and | just don’t like that the City of
Nashua is being co-opted by congratulating ourselves on being the Welcoming City that we are that |
have experienced, that we are now endorsing an organization which does way more and may in the
future do way more than the things that we think they are doing today. Part of their strategy is to
mobilize local groups to do a number of things including trying to get legislation through the local Board.
That’s a stated goal, it’s a milestone and it’s in their publications that they want us to do and part of the
drafting from this comes from the WelcomingAmerica.org. | feel that we are being co-opted. That
language is still here but the amendment that came out of committee takes out the specific endorsement
of the Welcoming America Initiative but it includes much of the language. The language didn’t change
and that’s why | say that | think it's a reasonable compromise. It’s gets the language the
WelcomingAmerica.org wants in here, which apparently we are willing to follow, but it takes out a specific
alignment with that organization and | think that’s a reasonable position. | will not support the newly
revised alternative that the Mayor presented.

Alderman Siegel

| am going to address a couple of things and | am sympathetic to Alderman Dowd’s concept that we do
have something in front of us but these comments are all associated with that. With all due respect to
Alderman Lopez, if the legislation before us was to congratulate all of the people that were involved in
the efforts that are on-going like the Cultural Navigators or the United Way efforts or the Chamber of
Commerce efforts and we were congratulating them for all of the good work they do, that in fact would be
like the typical type of proclamation that we have before us that all of us would support and it would go
through just like that, this is not that and let’s not pretend it is. We are talking about us as a city and we
are virtue signaling on the municipal level which is comical. | would be more than happy to congratulate
people for the actual work they do, but instead, we have to virtue signal on the municipal level and okay,
I’m willing to accept that because compromise is what we do here but that legislation is now tying us to
an organization which clearly members are uncomfortable with. Again, there was an hour and fifteen
minute discussion about that. Normal compromise is okay, the real essence here, which everybody
wanted and everybody was fine with, was that we are a Welcoming City and we don’t want to have
anybody perceive that we are not a Welcoming City and that was a great compromise. All of a sudden
the waters are muddied and | would be more than happy to discuss this. | have enough information on
the Welcoming America Initiative. I’m sure not many people went through all of the 990’s. Has anybody

In March 2020, the COVID-19 pandemic was declared a major disaster throughout the United States. Kansas Governor Laura
Kelly issued an emergency declaration in the same month and authorized the use of state resources and personnel to assist with
response and recovery operations that meet certain criteria.

SITUATION

Covering over [,300 square miles and with a population of almost 37,000 residents, the County

is located in the southwest part of Kansas. The major disaster declaration opened reimbursement
possibilities for all eligible Public Assistance applicants, including cities and counties across the country.
The incident period was back-dated to January 20,2020 and continues.

TASK

The recovery process is complex and often overwhelming, so we work with our clients to guide
them through the FEMA requirements and ensure they recetve the maximum eligible recovery
of costs. iParametrics and our partner, Metric, were retained by the County to support grant
management and writing for COVID-19-related reimbursements.

ACTION

The iParametrics team is providing the County with comprehensive grant management and cost
recovery services, including strategic planning, FEMA PA cost recovery, program implementation
support, and technical assistance and training. The strategic planning aspect covers how to utilize
SPARK grant and other sources of available funding, FEMA PA and cost recovery includes training
County staff on FEMA cost recovery tactics, project application,

RESULT

For Finney County, Kansas, we are managing a grant program of $10.9 million in funding. We recently
wrote the grant funding request for $1.8 million in new state grants and launched four grant
programs. We have assisied over 100 households, 29 businesses, and 20 community organizations.

§ 4.3.1 Upon recognizing the need to perform the following Additional Services, the Architect shall notify the
Owner with reasonable promptness and explain the facts and circumstances giving rise to the need. The Architect
shall not proceed to provide the following services until the Architect receives the Owner’s written authorization:

1 Services necessitated by a change in the Initial Information, previous instructions or
recommendations given by the Construction Manager or the Owner, approvals given by the Owner,
or a material change in the Project including, but not limited to, size, quality, complexity, the
Owner’s schedule or budget for Cost of the Work, or bid packages in addition to those listed in
Section 1.1.6;

2 Making revisions in Drawings, Specifications, or other documents (as required pursuant to Section
6.7), when such revisions are required because the Construction Manager’s estimate of the Cost of the
Work, Guaranteed Maximum Price proposal, or Control Estimate exceeds the Owner’s budget, except
where such excess is due to changes initiated by the Architect in scope, capacities of basic systems, or
the kinds and quality of materials, finishes, or equipment;

3 Services necessitated by the Owner’s request for extensive sustainable design alternatives, such as
unique system designs, in-depth material research, energy modeling, or LEED® certification;

4 Changing or editing previously prepared Instruments of Service necessitated by the enactment or
revision of codes, laws or regulations, or revisions or changes to official interpretations;

.5 Services necessitated by decisions of the Owner or Construction Manager not rendered in a timely
manner or any other failure of performance on the part of the Owner or the Owner’s consultants or

contractors;

§ 4.3.2 To avoid delay in the Construction Phase, the Architect shall provide the following Additional Services,
notify the Owner with reasonable promptness, and explain the facts and circumstances giving rise to the need. If the
Owner subsequently determines that all or parts of those services are not required, the Owner shall give prompt
written notice to the Architect, and the Owner shall have no further obligation to compensate the Architect for those
services:

1 Reviewing a Construction Manager’s submittal out of sequence from the submittal schedule agreed to
by the Architect;

2 Responding to the Construction Manager’s requests for information that are not prepared in
accordance with the Contract Documents or where such information is available to the Construction
Manager from a careful study and comparison of the Contract Documents, field conditions, other
Owner-provided information, Construction Manager-prepared coordination drawings, or prior Project
correspondence or documentation:

3 Preparing Change Orders, and Construction Change Directives that require evaluation of the
Construction Manager’s proposals and supporting data, or the preparation or revision of Instruments
of Service, provided such Change Orders and Change Directives are not the result of omissions,
defects or errors in the Instruments of Service:

4° - Reserved

3 Evaluating substitutions proposed by the Owner or Construction Manager and making subsequent
revisions to Instruments of Service resulting therefrom; or

6 = To the extent the Architect’s Basic Services are affected, providing Construction Phase Services.
