Contract Costing

The purpose of this communication is to transmit two additional costings related to this
agreement. As you know, the New Hampshire Retirement System (NHRS) has certified and
issued new employer rates that will become effective in FY2022. As part of the costings that
you have received along with the proposed legislation, I placed a footnote at the bottom of the
costing worksheet indicating the estimated increase in NHRS pension cost in FY2022 and
FY2023. As the NHRS employer rates are known at this time, I have included the pension cost
impacts within the body of the costings.

It was unanimously agreed to by the Budget Review Committee to recommend final passage.

Alderman Moriarty

The bottom line average percentage increase per employee is .8% and it almost identically matches the
inflation rate that we’ve had in the past couple of years. It seems very much in line with the economy and I’m
going to support it.

Alderman Siegel

| also support this and | think the people who negotiated this did a good job and we appreciate the cooperation
of the union. To address Mr. Teeboom’s concerns about the amount of discussion versus the size of an
element of any expenditure, | think the real test is whether or not the expenditure was done in the best interest
of all parties concerned and having property vetted it | think it didn’t warrant pages and pages of discussion
because it was fairly clear based on the amount of information that we had that was fair so to just decide that
we are going to ramble on for a certain number of pages depending on the size of the expenditure is really not
how we would most constructively do business here.

MOTION BY ALDERMAN DOWD FOR FINAL PASSAGE OF R-16-002
ON THE QUESTION
Alderman Dowd

This was approved unanimously at the Budget Review Committee meeting the other night. It’s a two-year
contract covering the period of July 1, 2015, through June 30, 2017. It’s a salary increase in year one of 1.5%,
the salary increase in year two is 2% but delayed a half of year producing a 1% only increase in FY 17. The
holiday for Martin Luther King Day was added but not until the end of the two-year contract and the high
deductible medical plan was added to meet the requirements of the Affordable Care Act.

Alderman Moriarty

The upcoming spending cap is looking to be 1.3% and this particular contract, the first year bottom line total
cost growth is 1.4% and in the second year it’s 1.3%. | can’t remember seeing a salary contract to come
before me in the past four years that was this low so | am going to support this. It’s within the spending cap
and | like to encourage that sort of behavior.

A Viva Voce Roll Call vote was taken which resulted as follows:

For similar reasons | am going to support this contract. There may be some subtleties about how it’s funded,

Re: AMENDMENT TO TRANSIT OPERATIONS CONTRACT

The Division of Community Development, Transportation Department is proposing a contract
amendment to the existing five-year contract for Transit Operations Services with First Transit.

In June of 2019, the City of Nashua entered into a five-year contract for Transit Operations with the
option to extend for up to three (3) years at one (1) year intervals with First Transit. The contract
was awarded through an RFP process in accordance with the City’s purchasing policy and the
FTA’s procurement guidelines.

The contract amendment changes the language to Section 5. Compensation a Contracting Fee as by
replacing the Variable Costs with the following:

Since the original contract was executed, the transportation industry in the northeast has
experienced a significant decrease in available CDL and non-CDL drivers, driving up industry
wages in the region. Many surrounding transit and school bus agencies have struggled to
successfully hire and retain staff to maintain their operations and have had to raise wages
significantly. The COVID-19 situation has only exacerbated this situation. First Transit is
currently facing a dire situation where operation costs must rise in order to hire and maintain a fully
staffed operation. In order to do this the First Transit contract will be increased by $372,057 over
the remaining three and one half years of the contract, an increase of approximately 3% of the
overall cost.

The Transportation Department finds First Transit is a responsive and responsible contractor.

The proposed changes are shown on the following page.
