| just have one question. So my question is do we anticipate that by doing this there is going to be some
massive swing one way or the other in what the rates currently are?

Ms. Kleiner

So are you asking for the full measure or are you asking with the statistical update? | mean presently we do
see property values still rising, right? So we do see that. How much is a change in value because of the
statistical update that is processed in 2022 and how much is actually from the full measure list data collected
over the three-year period. We will now how much change we see in the data as the years are being
processed, at least the first couple. But then you will see a greater change for those properties are in the third
year of data collection because that will be the year that you are also having the statistical update take effect,
right? But with homes still rising and the fact that one of the reasons that we are addressing doing the full
measure and | list is because it has been so many years since we have done one. It is kind of hard to say
what we are going to find from the data collection.

OK thank you.

Would you agree with me though that this isn’t a way for the City to collect more taxes, if anything is a way to
redistribute how the taxes are collected?

Ms. Kleiner

Correct.

Alderman Tencza

Do you have a sense of will it be, do you have a sense of how that redistribution will take place?

Ms. Kleiner

So as far as the statistical update, that’s based on sales right so that’s based on sales with homes a year prior.
So at that point you will be looking at, it'll be based on sales from April of 2021 to April 2022. In commercial
they will actually be using two years. This is not the City’s attempt, you don’t collect more on taxes, this is a
redistribution where you are going to see if there have been changes to homes that we are not aware of.
Those changes will impact those property values. And if the market continues to have increases like we see
now, you will see increases in 2022 based upon those sales.

Alderman Clemons

Yeah, | mean, | think | understand but | also want to make the point that you know in 2009 we weren’t rushing
to do one of these, you know what | mean? Because property values at that point dropped tremendously. And
it wasn’t exactly a priority. So | am just hoping that we are not looking to do this for the opposite reason of why
we wouldn’t have done it in 2009. If you can read between the lines.

Ms. Kleiner

So if | may, | mean one of the things that we did notice in the Management Audit and it was one of the
recommendations, was it always the City’s best interest to have accurate data. And | think is why we made it a

recommendation of the Management Audit, we felt pretty strongly that it needed to be done. And no, we aren’t
saying that you want to undertake every 5 years or every 10 years. But maybe the City looks at that and
figures out what it thinks is most reasonable to keep our data and our systems accurate.

Alderman Tencza

Thank you so if someone and you may have said this before, if someone refuses for the inspector to come into
their house, there is nothing the City can do about that?

Ms. Kleiner

No.

Alderman Tencza

OK.

Alderman Dowd

So question, the bonds is an item not to exceed $1.3 million are we basing that on a proposal?

Ms. Kleiner

We are.

OK so we don’t anticipate having to spend any more than the $1.3 million.

Ms. Kleiner

So | want to say that when CFO Griffin and | were undertaking the management audit, we asked for a quote, a
proposal on this item to get understanding of what we would be asking the City to undertake. So that was
based on February of 2019. | am hopeful that | will not have to come back to you.

Alderman Dowd

Thank you very much. | will open the public hearing for testimony. Anyone who wants to speak in favor,
please come up to the microphone and state your name and address.

Laurie Ortolano 41 Berkeley Street. A couple of things. | have some concerns about the four-year time frame
on this revaluation with a list and measure. | would love to see it done in 3 years and certainly not 5 so | was
glad to hear tonight it was 4. A couple of my concerns are that the market is running high. We lost 5 points on
the equalization ratio last year in a year that we were equalizing to one. We came down to 94.9%. Itis very
possible that this year we could lose 10 points on that ratio and we will be equalizing property at 85%, maybe
87 after that first year.

You know you'd like to think that the market will correct itself, | hope it does. But if it doesn’t and it runs hot,
you are going to have properties that are pretty far off. When you couple it with the miscue and data that
hasn’t been captured over 30 years, | think you could have some pretty devastating increases. That concerns
me a great deal. | would love to know if this State has any way to phase in high increases on properties.

| know that other States do when they have done revaluations and they have seen somebody’s property taxes
go up a lot, they will phase it in over 2 or 3 years. | don’t know if New Hampshire has ever done anything like
that. But | am not a proponent of seeing property values increase 50 or 100% because of an adjustment. It
sort of happened to us and it is a pretty unpleasant situation and | wouldn’t wish it on anyone else. So that
concerns me.

Doing it sooner would help take the edge of the market run that we are seeing happening. And | also think that
the Management Audit Report didn’t do much at all to tell us about the need for a list and measure. What tells

you the need for a list and measure would have been a technical audit report. It is the technical data that kind

of speaks to that.

Alderman Dowd

Ms. Ortolano, could you address just the bond in front of us if you are in favor, stating that you are in favor and
not what might come out of it or anything else, because we have no control over that at the public hearing.

Ms. Ortolano OK | was only speaking to what was spoken to here, and | didn’t know | couldn’t speak to what
was spoken to here. So | would like to see the bond carried sooner than 4 years. | would like to see the work
done in 3 years. For myself it makes a big difference because | moved into a neighborhood where we have no
equity and waiting 9 years to find it is just a long time to have to wait to get properties in line. You know it just

doesn’t seem reasonable for the properties that are completely out of line. So handling the list and measure
quicker, | would be a big proponent of it.

A regular meeting of the Board of Aldermen was held Tuesday, July 9, 2019, at 7:30 p.m. in the
Aldermanic Chamber.

President Lori Wilshire presided; City Clerk Patricia D. Piecuch recorded.

Prayer was offered by City Clerk Patricia D. Piecuch; Alderman-at-Large Ben Clemons led in the
Pledge to the Flag.

The roll call was taken with 15 members of the Board of Aldermen present.
Mayor James W. Donchess and Corporation Counsel Steven A. Bolton were also in attendance.

REMARKS BY THE MAYOR

| have a few items and I'll try to be brief with them. First, you may have noticed that on the annual
Wallet Hub Survey, the City was ranked as the 13" Best Run City in the United States Now this survey
comes out every year and one of their primary measures is what they call the “effectiveness of local
leadership” and they judge the operating efficiency of a City. They compare the cost per resident versus
the quality of services. On that score, the City did very well and we got the 13" place out of 150 cities.
So | think that is a credit to a lot of people who’ve worked on that; certainly the Board of Aldermen and
many others who have worked to make sure that we deliver services as efficiently as we possibly can
within the Budget that we pass every year. So | was very happy to see that.

You will see on the Agenda that the we are accepting money from the Jeff Morin Fund to put a shade
canopy over the children’s playground at Roby Park. This is something that Alderwoman Mary Ann
Melizzi-Golja and former Alderman Barbara Pressly worked very hard on over the years. | would like to
thank the Jeff Morin Fund for contributing the money; Alderwoman Melizzi-Golja for sort of
spearheading this project. In the end we have a very nice playground already, but now we will have a
shady playground where kids can play without getting sun stroke or that kind of thing in the hot days.
So that will be installed later in the year and we will go up and down every summer and should be a big
addition to Roby Park.

Next, you see on the Agenda some hydro transfers, transferring excess revenue in the hydro dam
maintenance as well as the hydro reserve fund. There is considerable extra revenue in the hydro area
this year because the projected revenue is $1.2 million dollars and, in fact, the final accounting is not
yet in because the two dams are managed by Essex Power. But we expect that the excess revenue
over the $1.2 million will be in the range of $550,000.00 maybe $600,000.00 as a result of heavy rain
during part of the year. So that is good news and there is certainly enough money to cover those two
transfers. These are being recommended by the Budget Committee and | hope that the Board will look
favorably upon those.

Another issue that | wanted to mention is that Paul Bergeron is on the Agenda to be confirmed and
serve on the Board of Assessors. We all know Paul very well; he’s been a long-time public servant.
He’s been an effective public servant as the City’s City Clerk for about 15 plus years. He wanted me to
mention to you that another member of the Board of Assessors who has done a very good job is Dan
Hansberry. Dan and Paul are actually first cousins. But they are both well known in the community,
they both can do a very good job on the Board of Assessors. We looked into the legal aspects of this
and the City’s Nepotism Policy does not apply for two reasons. First of all they are not City Employees,
the Policy does not apply to Board Members. And number two, even if they were employees which of
course | am saying they are not, the only problem arises if they supervise each other, which of course
serving as Board Members together doesn’t involve any kind of supervisory relationship.

The Legal Department has issued a formal legal opinion on this, which | am sure Attorney Bolton can
discuss if you wanted to hear about that. But he and | really just want to make sure you are aware of
that before he is confirmed.

Finally, another issue on the Agenda is the formation of the Animal Advisory Committee. This is
something that Ms. Logue, who may be speaking during public comment has worked very hard on.

The idea here is to form a Committee to advise the City about issues pertaining to animals and primary
among those would be the potential establishment of a downtown dog park to supplement the dog park
we have down in the southwest potentially on a different model. Rather than a closed membership and
a membership fee, this would be potentially run as a free dog park, open to anyone with certainly rules
that would be established by the Animal Dog Park Committee. There is a parcel of land that is being or
is a potential for this dog park which is owned y the Millyard Association. The owners seem very
favorably disposed; the owners one of which is the City, seem very favorably disposed to the dog park
on their otherwise unusable parcel. So | wanted to thank Ms. Logue and everyone who has contributed
to this idea because it could be a big amenity for the City in general as well as downtown residents.

So Madam President | think that is all that | have. The Fourth of July went great, hopefully as many as
possible saw the fireworks. | think people really enjoyed it as always, the weather was fantastic and so
| think everybody had a good time and the Parks Department did a wonderful job of making sure
Holman Stadium was ready for the crowd and everything was in good shape for everyone to enjoy the
Independence Day. Thank you, Madam President.

Amber Logue Amber Logue, 20 Lock Street, Good evening and thank you for the opportunity to speak
about the Animal Advisory Committee that we just heard about from the Mayor. So | wanted to focus more
on the reason why it is important to establish the Animal Advisory Committee versus the exciting part of the
discussion which would be the downtown dog park. And the reason being is that | think that inevitably
sometime in the future we would probably end up having some kind of a public dog park. But | do think that
one of the reasons that it hasn’t come up yet is who is going to govern it, who is going to oversee it, who is
going to help advise in some of the different situations that could come up.

After speaking with the Mayor about the idea of an Animal Advisory Committee that would not just see any
dog parks or development or oversight but also the relation of animal waste and how important it is for
citizen education around proper animal waste disposal, removal, pick up, etc. There is a huge lack of
education currently as to why it is important, how you properly dispose of it. So after speaking with
Department of Environmental Services, as well as our Engineers here for City Sewage, it has come to our
attention more so that we can do a lot more. But who is going to do it? So the Animal Advisory Committee
would help to put out that information, we don’t have to come up with it, it already exists. There is a 58-
page manual from DES that is a step by step instruction of how to. The work wouldn’t all fall on the Animal
Advisory Committee, the proper was to go about it is to get organized groups like Boys & Girls Club, Boy
Scouts, Girl Scouts, PAL of which would be happy to step up and help with some of those sewage
markings to advise on that you can’t dispose of animal waste. More so recently | was speaking with the
Animal Control Officer in Hudson.

As | am sure many of you are aware, Hudson does have a free dog park. Hudson sees a lot of
extracurricular activity from that; you stop to get gas; you stop to get a coffee. There are a lot of economic
benefits that they are having from our residents that we could have as well. And one of her biggest ... her
biggest and only complaint was the fact that everything falls on her. She doesn’t have somebody else to go
to when there is a call that says, “Hey | think that this dog should no longer be able to be in the park”. All of
that decision falls on her, she is a resident of Hudson and you know it is public where her address is. |
don’t think that is fair. So has never been more apparent to me than after that conversation with her is how
important it is to have an Animal Advisory Committee so that those options and those decisions do not
solely rest on one person; especially whereas we have many more residents. | think that our Animal
Control Officer would also appreciate a little bit of support in that fact. So | hope you'll consider the Animal
Advisory Committee. Thank you.
