| think the Nashua Arts Commission is actually represented on the committee. | think if we learned anything
from tonight there’s obviously a lot of confusion or disagreement as to what direction this performing arts
center program should go in. | think just from a basic logistic perspective having a committee focused on that
demonstrates that we are actually interested in having it as a result. The Nashua Arts Commission also has the
role of identifying what organizations are going to receive art funding and supporting existing arts programs. |
see a lot of wisdom in having a performing arts center steering committee to focus on the steering of the
performing arts center versus just adding it back to the arts commission which was one of the originally moving
factors in the original feasibility study.

Alderman Cookson

| would just add that if this were to move forward, the Nashua Arts Commission would have 3 of the 11 seats
on this steering committee, nto certainly a majority. The other thing is that the Nashua Arts Commission, as it
currently exists, it has businessmen and businesswomen on the Nashua Arts Commission, something that is
much needed for the performing arts center to be successful. | would advocate for the Nashua Arts
Commission to play a more prominent role in this entire process rather than establishing another steering
committee.

I’m not entirely familiar with the membership. Are there any business people on the downtown improvement
committee?

Re: Contract Amendment Jackson Mills Turbine, Generator & Controls Replacement

Change Order #1

In accordance with NRO: § 5-91 Amendment to contracts, this memo is to inform the Finance
Committee of a subsequent change to the Mavel Americas contract.

In preparation for the replacement of the turbine, generator and controls at Jackson Mills hydro, the
Mayor and Board of Aldermen passed R-19-142 on July 10, 2019 authorizing the issuance of bond
for improvements to both Mine Falls and Jackson Mills hydro projects. In partnership with HL Turner
Group, the Project Engineer, and Essex Power Services, the hydroelectric Operations and
Maintenance contractor, the City vetted and selected Mavel Americas from Boston, MA for the
manufacture of the turbine, generator and controls. The contract with Mavel Americas in the
amount of $1,271,700 was approved by the Finance Committee on April 15, 2020 and by the full
Board of Aldermen on April 28, 2020.

This Change Order No. 1 adds work to the contracted scope. The work includes adding (2) vibration
sensors to the generator and (6) vibration sensors to the gearbox, connecting all sensors to the
terminal box, and configuring all sensors in the control system. The vibration sensors signal minor
changes in the operation of the turbine, providing real time monitoring data to more accurately
diagnose a problem and react accordingly avoiding costly downtime.

This Change Order No. 1 increases the contract price by $5,800 from $1,271,700 to $1,277,500.

The Economic Development Division is requesting approval to contract with The Doty Group,
Inc. of Hollis, New Hampshire for snow plowing and optional sand/salt treatment and snow
removal services in the amount not to exceed $40,000.

The contract’s service area is the 18 parking lots under the responsibility of the Parking
Department. The contractor intends to provide snow plowing services through May 15, 2022.

The contractor will provide salt/sand treatment services removal of snow on an as-needed basis.

Doty Group is a reputable and responsible company. Nashua has used them successfully during
the previous winter.
