REPORT OF THE FINANCE COMMITTEE

JUNE 6, 2018

A meeting of the Finance Committee was held on Wednesday, June 6, 2018, at 7:00 p.m. in the Aldermanic
Chamber.

Mayor Jim Donchess, Chairman, presided.

Now before we begin | just want everyone to know the reason that | have this bicycle helmet here is | rode
Veobike from my neighborhood. There was a bike parked like a half a block away, so | just wanted to let you
know.

COMMUNICATIONS

There being no objection, Mayor Donchess suspended the rules to allow for three communications
received after the agenda was prepared

Re: Purchase of KnowBeé4 Integrated Security Awareness Training and Simulated Phishing Software
(Value: $9998)

Now this | just wanted to elaborate on this a little bit. Technically this does not have to come to the Finance
Committee because it is under $10,000.00 but when | saw this and | thought $9,998.00 | said “Well that looks a
little suspicious” that used to happen when | was an Alderman and so apparently there is a reason that this is
that figure but | didn’t want you to think | was going around you by reducing a contract by $2.00. So here it is.
And | think Mr. Codagnone is here to discuss this, at least inform us on what it is. Come on up.

Bruce Codagnone, IT Division Director

My name is Bruce Codagnone for the record, Director of Information Technology. Yes there is a reason why it
is that amount is we have planning this for a while and we have negotiated very aggressively with this
particular vendor to get deep discounts, we only had so much in our budget. So we were able to get it to a
certain amount. What this is is training and testing for information security Malware and critical things like that.

My team has done an excellent job | think building up the fire walls, building up the infrastructure, putting in
anti-virus software to protect the City’s assets from outside attacks. We do get quite a bit, only 60% of our e-

mails that come in from the outside world actually make it into the intended target. About 40% are actually
Malware and viruses.

We block a lot of stuff. This is the kind of thing that keeps me up at night. One of the weakest links,
unfortunately, is employees. Not that employees are malicious, not that employees are trying to do something,
the cyber actors that are trying to do this are very good at what they do. Actually just today, Dan Kooken came
to me and he got an e-mail from Jim Donchess asking him to send him | think it was 100 iTune gift cards that
he needed right away. CFO Griffin has also got those same types of e-mails. If you look into them and spend
the time you can detect that they are fake because it will come back as the name “Jim Donchess’” but behind it
has some other e-mail address.

That is just a simple type of thing. We get them all the time where people open up their own personal e-mail
and they will click on a link that is actually soam and since they are at work, it will automatically try to take over
their PC. We have done some things where we restrict access on certain PC’s so people can’t do that. But
what we really want to do is to train people what to look for. There are some things, either misspellings or a
misplaced comma or just the e-mail address, to really look at what the e-mail address is. So this software will
help us train the user community as well as do some testing to try and see whether or not people learned
anything from it without actually causing damage. So this is something we have been working on for a while
and | think it is one of our weak links unfortunately and that we need to try and tighten that up.

Alderman Klee

My question is this will help with mail and the phishing and so on but will it educate on mistakes in typing. |
work for the Federal Government, | went to go to the FDA web site and instead of doing FDA.gov | did .com
and it is a completely different web site trust me. But | Knew enough to stop at that point rather than say this
seems odd because it asked the question “are you over 18”. But if someone may have gone on, we don’t
know what would have happened at that point. | had to report it and so on.

Mr. Codagnone

There is something like a few hundred, like 400 different modules that we can pick from and some of it is how
to identify the correct web sites. So in reality if you do get a link that says it is from your bank, you shouldn’t
click on the link, you should go to your bank directly. But if you type in Bank of America through the wrong
misspelling, a lot of the cyber criminals are smart enough to know they can get some of those domain names
that are similar but not exact. And they can actually create fake web sites that almost look like it. So we have
to train people what to look for, how to detect these kinds of things. So it helps in their personal life as well as
protecting the City infrastructure.

Does this exclusively deal with basically user error from our end where we are just training people not to open
corrupt e-mails or does it protect us from people trying to hack into our system?

Mr. Codagnone

We already have those things in place. We have a very expensive fire wall that protects the City infrastructure.
We also have Malware programs that protect other devices, we also have a lot of anti-virus software that is
kept up-to-date. Most of the things you have to do on the infrastructure side, internally, is to make sure that the
patches are done in a timely manner that come from the vendors to patch the security leaks. We do all those

things. The things that are difficult to do is the human error aspect of it. So those are the things we are trying
to tighten up. Every company, every business, every municipality has the same kind of thing.

People are people, they are human and they make mistakes. One of the things that occurs is someone will
call up and say “This is Fred from IT, we notice your PC from our monitoring is having problems, can you give
me your log in and password, | want to be able to come in and fix it for you”. Well we had somebody actually
within the City that did that. And they went in and they took over the person’s PC and fortunately it was
stopped in the nick of time, but people just automatically are trusting, it’s the nature of people. We don’t want
to make people hardened and not trusting but you want to at least educate them to ask the questions,
challenge the person what to look for.

And the third communication is from Mr. Dookran regarding Marshall Street and there is no supporting
documentation, we might have not gotten it. So maybe Mr. Dookran should come up and explain this one. For
whatever reason the supporting memo didn’t get attached to the suspension.

Steve Dookran, City Engineer

Ok thank you Mayor. | am Steve Dookran, City Engineer, I'll try to provide an explanation of what we are trying
to accomplish. Marshall Street has an old combined sewer and we had intentions for many years to go in and
separate that because they sewer backups in the area. There is a private development project that is going
on, | think it’s called 22 East Hollis Street; it is wnere they are putting in some apartment buildings. They are
actually doing some drainage work in the area as well and some improvements in the street. So we see this
as an opportunity to partner with them to do some work to benefit the City. So it amounts to $35,000.00 is
what we would spend. So this firm, the firm that is doing the work in the street will perform the work for us at
that cost.

And this will improve the drainage flow of the sewage in the Crown Hill area.

My last comment is that on September 23" | will be sleeping in a box to support the United Way’s United
We Sleep campaign. It is very important for me to recognize the people in need right here in our own
community.

Alderman O’Brien

The city clerk did a great job on the election but | was very disappointed with the turnout. | want to also
thank Alderman Lopez who in very short order organized a display to the Mosque and | just want to voice
my distain for actions on a house of worship to be disrespected. In general Nashua is not a city that
reflects that and it is probably an isolated event.

Alderman LeBrun

| too would like to thank the city clerk for the job she did at Ward 5 in changing the polling location.
Everything went extremely well except for parking and that was because school was in session. That will
not happen during general election.

Alderwoman Melizzi-Golja

In addition to expressing condolence to Griff Delainis and Mr. Latvis | would also like to express
condolences to the family of Michael Daley. Also | thank Alderman Lopez for his response to what was
certainly an unfortunate incident in our community. It was interesting to hear everyone say with regard to
the Welcoming City legislation how welcome they feel. Finally, | just want to express support for the idea
of having a student on the Conservation Commission. With another hat on | am in conversations with
foresters up north and they are constantly talking about the need for young people to understand forestry
and the environment.

| want to echo the thoughts on Election Day.

Alderman Siegel

| also would like to thank the city clerk and the poll workers. | would also like to single out my colleague
Alderman Lopez for doing a yeoman’s job and that’s what | call real leadership. | would also like to thank
Mayor Donchess and Chief Lavoie. No piece of legislation is meaningful, it’s what we do. | think the
people of Nashua feel welcome. The people that were hurt the most by it felt we were supportive and
that’s most important.

Alderman Caron

| too would like to say thank you to the city clerk. It is a yeoman’s job. Alderman Lopez did an excellent
job putting that together. | also want to thank Alderwoman Melizzi-Golja because a few weeks ago we
had Nashua Goes Back to School and we had about 1,500 children that came through and picked up
their bags. | send accolades to her as well as to Judge Katis for getting the money for us to buy the
supplies that we need.

The elderly RSVP, people who came by bus from Davidson’s Landing to work at the library that day and
they had a really good time.
