CONVICT PRODUCED MATERIAL

In accordance with the requirements of the Federal regulations (23 U.S.C. 114(b)(2), 23
CFR 635.417), essentially all convict produced material is prohibited from Federal—aid highway
construction projects. More specifically, materials produced after July 1, 1991, by convict labor,
may only be incorporated in a Federal-aid construction projects if: 1) such materials have been
produced by convicts who are on parole, supervised release, or probation from a prison; or 2)
such material has been produced in a qualified prison facility, e.g., prison industry, with the
amount produced during any 12-month period, for use in Federal-aid projects, not exceeding the
amount produced, for such use, during the 12-month period ending July |, 1987*,

* Because the Department, Federal Highway Administration, nor New Hampshi-e Correctional! Industries can

produce documents to meet condition 2 above, this condition cannot be met for New Hampshire convict produced
material.

Welcoming Manchester Resolution CITY CLERK'S OFFICE

Board of Mayor and Alderman

Resolution Affirming Manchester, New Hampshire as a Welcoming City and to join the
Welcoming America Initiative, to help unite our community and ensure that all are welcome in
Manchester.

SPECIAL PROVISION
AMENDMENT TO SECTION 615 — TRAFFIC SIGNS
Item 615.025014— Variable Message Radar Speed Feedback Sign
Add 1.11 to read:

1.11 This work shall consist of furnishing and installing a variable message speed radar
feedback sign assemblies as shown on the plans or as directed by the Engineer.

Add 1.2.4 to read:

1.2.4 The radar speed sign consists of a MUTCD compliant sign (minimum 24” width), with
a variable message matrix LED display 12.5” high, capable of 1 graphic or 2 lines of text and
12” to 15” digit height speed LED display. A radar module shall be mounted within the
enclosure. Sign shall include aluminum tube mount, solar panel, two amber flashing beacons,
aluminum pole, and foundation.

Add 2.11 to read:
2.11 Variable Message Radar Speed Sign

2.11.1 The speed display shall be a 2 character, super bright amber LED type with
100,000 life hours.

2.11.2 The unit shall have automatic intensity adjustment to ambient li ght
conditions with power saving circuitry.

2.11.3 The display shall have numeric characters 12” to 15” in height. Display
shall be equipped with over speed detection alarm that flashes the displayed speed settable in 1
MPH increments. Display to blank at a maximum speed cutoff (which must be adjustable).

2.11.4 All components shall be contained in the display/housing.

2.11.5 The display/housing shall be vandal and tamper resistant.

2.11.6 Housing shall be aluminum with a gray powder coat finish, weatherproof,
NEMA 4x-12 level compliant, with IP65 sealed electronics compartment.

2.11.7 Operating temperature range from -40 degrees to 130 degrees Fahrenheit,
95% humidity.

2.11.8 K Band radar shall be mounted inside the housing enclosure. It shall be
single direction, Doppler radar, FCC part 15 compliant. It shall have a sensor range up to
1,060 feet with a 12 degree beam width (+/- 2 degrees while operating at 24.125 GHz (+/- 50
MHz). It shall not require a license and have +/- 2 mph accuracy.

2.11.9 Unit shall be solar powered (85W solar panel) with battery back-up.

2.11.10 | Support shall be included — Aluminum pole, 4.5” diameter. Mounting
hardware to attach unit to 4.5 inch diameter pole shall be included and shall be stainless steel.

2.11.11 Standard Programming: Unit shall have minimum of 2 timers per day.
There must be an option for display to be on or off. Set-up functions shall be made using menu
driven personal computer software with no mechanical switches. All necessary software for
programming and data downloads to be included. Display shall have capability of being on or
off.

2.11.12 Unit shall be have data collection capability.

2.11.13 Precast concrete bases shall be included in the item. Concrete for base shall
be Class B and shall conform to Section 520. Reinforcing steel shall conform to Section 544.

2.11.14 Flashing amber beacons shall conform to Section 616.

2.11.15 Three (3) sets of Shop Drawings shall be submitted for review and approval
prior to fabrication.

2.11.16 | A manufacturer’s manual shall be submitted for review and approval. It
shall include:
i. The operation and maintenance requirements
ii. Complete and accurate schematic diagram
iii. Installation and operation procedures
iv. Complete performance specifications of the unit
v. Complete and accurate troubleshooting, programming, diagnostic and
maintenance procedures.

2.11.17 The driver feedback unit shall have a two-year warranty.

4.7 Variable Message Speed Feedback signs including mounting hardware, poles,
foundation, solar panel, two flashing amber beacons, excavation, backfill, brush removal, loam
and seeding will be measured as a unit and shall include full compensation for material and
labor to complete this portion of the Bid Schedule. The sign, LED display, radar system,
housing, two amber beacons, solar panel shall not be measured separately but shall be
considered subsidiary. Any required clearing/brush removal is also considered subsidiary and
must include removal of vegetation blocking the visibility of the proposed signs to drivers and
others and include clearing the access to direct sunlight to the si gn solar panels.

5.3 The accepted quantities of variable message speed feedback signs will be paid at the
contract unit price per each, installed per plans or as ordered by the Engineer. Payment will
include full compensation for preparing and submitting fabrication drawings, foundation

Please see the attached communication from Noelle Osborne, Plant Operations Supervisor Wastewater
Department dated December 14, 2017 for the information related to this purchase.

Pursuant to § 5-78 Major purchases (greater than $10,000) A. All supplies and contractual services,
except as otherwise provided herein, when the estimated cost thereof shall exceed $10,000 shall be
purchased by formal, written contract from the lowest responsible bidder, after due notice inviting bids.

The Plant Operations Supervisor Wastewater Department, the Board of Public Works (12/14/2017
meeting) and the Purchasing Department recommend the award for this purchase to W.W. Grainger of
Northbrook, IL in the amount of $29,358.
