Please see attached communications from David Boucher, Superintendent of the Wastewater Department,
dated February 24, 2022 for project specific details related to this purchase. Below please find a summary
of the purchase approval request:

Ms. Graham, Please place this letter in the next BoA packet and the Committee on
Infrastructure meeting.

Director Cummings,

I have several questions about the letter you wrote to Chairman O'Brien regarding the
2022 barrier proposal.

It would be most helpful when you provide your presentation to the Committee on
Infrastructure, if you compare last year's barrier placement to 2022's barrier
placement.

I would know the actual number of barriers that are being place on main Street and on
side streets. I would like those numbers broken out. I would also like the barrier count
for last year.

In order to clearly understand the compromise, we have to have the comparison clearly
laid out. Your report did not do this.

Please know that I am 100% opposed to compromise and the 2022 barrier placement
downtown. This private interest experiment must come to an end. I live close to
downtown, will not use parking garages for safety reasons when I am alone, come
downtown frequently, and found the barriers to be a safety and traffic nightmare. I also
noticed so many outdoor tables unused for the entire season.

Please ITL this initiative.

To Lori Wilshire - | am not sure how you allowed Kim Kleiner to address the BOA on Feb 8th to slander Laurie Ortolano by
accusing her of impersonating a city employee in public, which was turned over to the NPD, investigated, the outcome is
the claim was false. | would be willing to provide Ms. Ortolano funds to file a defamation lawsuit against the city of
Nashua. To allow this type of smearing in public session is shameful. You should be ashamed as well as your rudeness
towards Laurie during public comment just adds to the childish behavior not expected from the President of the BOA.

As for barriers in downtown, our Mayor is hellbent on asking the BOA to put these back up, please vote this down. Itis
unsightly, not needed, and a safety hazard.

Ms. Graham,

I am a big fan of yours but I was disappointed in the petty behavior exhibited last night
to set the chamber up such that an unused working table was marked "reserved" for no
apparent reason other than to prevent members of the public who actively attend and
participate in their government from accessing a working space and comfortable seating.

The three chairs at the Mayor's table were removed from the public table outside his
office sometime late in the day, I believe solely for the purpose of preventing citizens
from accessing more comfortable seating. A citizen sat in one of those chairs at 4 pm
yesterday and spoke with the Mayor's assistant, who was sitting in another chair. Three
hours later, the chairs which had been there for other meetings were gone. And the
working table was pushed to the wall to be unusable.

For a little history, there were always two chairs at the table for the press. When I
started using those chairs for a while, city leaders removed the chairs. In fact, when I
questioned a custodian about the chairs, they said Kleiner had the chairs removed.
Petty.

When I came to the meeting and saw what looked like a petty move, I strolled down to
Ms. Kleiner's office and asked her about this new arrangement. She said it was a Board
of Alderman decision. Did you Alderman know about this?

When I went back into the Chamber, you were engaged in a private discussion

with Attorney Bolton, and Lori Wilshire was entering the horseshoe, and Karen Bill, Paula
Johnson and I questioned Ms. Wilshire on the change. Ms. Wilshire pointed the finger to
you and said it was your handywork. Ms. Wilshire expounded it was a press table and
that is the way it has been for 20 years. Well, if there is no press coming, can it be a
citizens table? Obviously, you didn't expect the press to be present, because the chairs
are gone. Does it really ruin your night to see citizens using that unused table in a
productive manner and for a higher degree of comfort?

The seating for the public is incredibly uncomfortable. A hard pew, with no cushioning.
Last evening, three people got up repeatedly to move around because 4 hours on a
hard pew can be painful. To be perfectly clear, four hours watching this board is

torturous enough without sitting on a hard bench. No doubt, in the redesign that was
done purposefully to keep the public out. The comfort of the chamber seating for the
Alderman is posh compared to our digs.

I injured my tailbone and it is difficult for me to sit on the hard benches which has
caused me to do more zoom meetings. More comfortable seating is so appreciated.

I am not surprised, but disappointed, in the time and energy put forth by city employees
to deliberately remove every element of accomodation and comfort from its citizens.

It was such a middle school, petty move.

Finally, I noticed on the door of the chamber room a plaque identifying that there is
hearing equipment for those who want assistance. I would like to try this equipment out
as I have a difficult time hearing Alderman with their masks on when they speak. I
would like to come in and try the headset on and see how to use it. Please jet me know
when the equipment is available.
