Great question. So | think when we looked at Alight, and we have gone out to bid for that through WBS our consultant,
we were really looking at what was most cost efficient to the city. We didn't at that time, understand that there would be
programming within our own existing city systems and that was unfortunate. So, you know, it added roughly another
$49,000 to a project that was quite unexpected. Having said that, the city would have had this problem no matter who we
chose as acontractor. In the long run, | think it's the cost savings that you're going to have from not having employees
enter 2,800 health applications and review them. Not only employees here but at the schools, at the Police Department.
We saw it this year the cost savings that you can get from really having online benefit enrollment.

Thank you, Mr. Mayor. Question to Director Kleiner through you. You kind of answered what | was going to ask there.

So | just want to clarify. So the addition of having to put adds, terms, changes, new hires, and all that stuff into our system
was nothing that the vendor said originally. We can do that no problem. It was the problem with the city stuff that caused
this to have the over - the extra money that we have to pay, right? Is that what I'm getting from what you're saying?

Yes, that's correct. So it's our city Lawson system that required the changes which would have been no matter what
vendor you used for any online benefits. Lawson is sometimes a little difficult to use and we have programmed it ina
certain way that works very well for the city but it doesn't always allow easy interface.

REMARKS BY THE ALDERMEN

Alderman Moran

Thank you Mr. Mayor. | would just like to acknowledge that right before this meeting | got to be on Changing the Stigma
on Nashua Public Television, which is with the guys over at WSMN are changing up the way we do public television in the
city and it was great. It was an experience. We talked about — | didn’t go on really as an Alderman. | went on as a health
professional and talked about what’s happening in the city, what’s happening in the State, and it’s hosted by James Klein
who he and | worked together at the mobile crisis and he’s also pursuing a Master’s Degree in social work. Something
that | already have and he’s just a great asset to the community. He already had a show on the radio station. He’s a
former Marine — a combat Marine. He also was in President Clinton’s guard down at Camp David. So he knows PTSD
from his work experience. We got to talk about that.

George Russell assures me that our entire segment will be on Monday at 10 a.m. and he said | could announce that here
tonight. He assured me that it would be on local access on Monday at 10.

Thank you Mr. Mayor. | just wanted to announce something that some people know and some people might not know.
It’s something I’ve talked to my constituents about. Even though | can’t hit all 10,000 of them, | don’t have all their e-
mails. One of the things that’s happening a lot of you guys know, August 1* the rates for electricity from Eversource are
going from 12 cents a kilowatt hour to 22 cents a kilowatt hour. That is a huge increase. Its 112% | believe if | got that
right. One thing people can do other than not use your air conditioners or your pools even though it’s going to be 100
degrees tomorrow is you can change you supplier. A lot of suppliers right now are cheaper than the Eversource rate.
You still have to get your — everything comes through Eversource still but you can change suppliers.

A couple things you should know is that some of these — like Direct Energy is one for example. They sometimes have
contracts that you have to sign or you have to fill out for three years, two years, and some have cancellation fees. So say
Eversource’s rate goes down, you wouldn’t be able to break that without cancellation fee. Well some of them now don't
have them. To tell your constituents to try to look in shopping as a supplier, you can look for ones that don’t have
cancellation fees or maybe ones that don’t have contracts, unless it’s got a really good rate. I’m seeing a lot out there of
15 cents, 16 cents. It’s still cheaper and once we get through this 100 degree day, it can go down.

Eversource is no making profit off these changes. It’s a pass through just like a lot of the utilities and different types of
things like gas. It’s due to the supply and demand and the global supply of natural gas. That’s causing a lot of problems.
The next rate change will be in January. So it could go down. | personally think it’s not going to go down to 12 cents.
That’s why I’m saying if you’re shopping, try to get a contract you can break because it may go down in January. Then
you can go back to Eversource. Eversource is saying this as well. This is not something I’m speaking out of turn on. |
work for Eversource. That’s just a—| put that out there. We’re telling our customers to shop. Thank you.

Thank you Mr. Mayor. Thank you Alderman for bringing that point up. | appreciate you sharing it specifically that it’s not
Eversource making a profit on it. We have Ms. Doria Brown who has been working with the group — if | have it correct Mr.
Mayor — it’s like a community co-op energy. | Know that they’re working on it. It hasn’t quite come to fruition but I’ve
asked Ms. Brown to speak to my Ward in September. Once that’s all settled, would it be possible to speak to the Board of
Aldermen and explain all of that.

this, maybe if she could kind of speak to what we hope will be. It might be helpful to the community out there. | know
she’s agreed to speak to my Ward in September. | just haven’t firmed down the date yet. | think it might be good just so
that people know that some of the alternatives as you had spoken to but there’s a co-op that they’re trying to put together.

| don’t think it would stop that though because that’s not a profit thing. That’s the pass through.

To: Members of the Finance Committee
RE: Lighting for Labine Field / Finance Committee Meeting on August 3*¢.

Dear Committee Members,

It is my intention to participate remotely in this meeting while traveling, but in
case I am not able to, I wanted to make sure to extend my hope to you all that you
approve of the contract before you with Musco Sports Lighting.

I had the opportunity today, June 26%, to meet with members of the Department of
Public Works to receive a presentation from Musco detailing the benefits of this new
system. This is a system designed to save Nashua money for the next 25 years or more
and vastly improve the safety of both the people using the park and the people around
it.

The first and most obvious cost savings will come in the form of high efficiency LED
lighting, which will result in the city seeing considerable savings in electricity
costs over the life of the system.

In addition to the cost savings associated with operating the lights, the entire
system comes with a 25-year warranty, which means, in addition to the peace of mind
that comes with knowing if something ever breaks it will be taken care of, it also
means the city will not have to buy any more expensive halogen bulbs for this
facility, which represents another considerable cost savings.

The system will also come with a fully functioning remote and automation system, which
will allow the city and users to remotely control the turning on and off of the
lights, which will allow either the user or the city the ability to pre-program
lighting schedules, and remotely control the lights, resulting in lowers usage. Being
able to better control the light use will result in lower energy costs.

The new system is also designed to reduce the amount of light pollution in the
neighborhood. These new LED hooded lights make the field brighter and more uniformly
lit but reduce the amount of light that escapes the playing area, making it less
intrusive for the neighborhood.

And lastly, the new system will enhance the safety of those using the park. Primarily,
the new system comes with all new infrastructure, replacing the aged, cracking, and
warped wooden poles with all new steel construction. The new lighting system also
packs the one-two punch of lighting the field better as well as not blinding the
players on the field. Finally, the system will also include improved lighting for the
adjacent parking lot and skating area, also fully controllable.

For these reasons and more, I am hoping that this committee approves this award so
that the Department of Public Works can swiftly contract Musco to begin construction
this fall. I thank you in advance, and I am available by phone or email if any
