HAZMAT TEAM FLOW CHART

When a vacancy occurs on the HAZMAT “A Team” all current “B Team” members will be offered the
position. If no “B Team” members wish to move to the “A Team” the senior “B Team” member who is

NOT signed in to a permanent station assignment will be assigned to the “A Team”

If all “B Team” members are signed into a permanent station assignment then the senior unassigned

trained HAZMAT technician (AKA. C Team) will be assigned to the “A Team”

If there are no “C Team” members and no unassigned “B Team” members than the JUNIOR signed in “B
Team” member will be assigned to the “A Team”

*Signed in drivers of Engine and Ladder Companies, and the Shift Management Technician will be exempt
and may not be involuntarily re assigned. *

RE: R-20-088: Summary of cost item changes in the proposed Fire collective bargaining
agreement

This memo is to provide you with a listing of the cost item changes in the proposed collective
bargaining agreement between the City and the International Association of Fire Fighters Local

#789. For details of the changes, please refer to the red-lined copy of the CBA.

Article 12: Safety and Health
- 3 dispatchers per shift, including a dispatch supervisor (new position)

Article 13: Salaries and Appendix A-D: FY2020 -FY2023 Wage Tables
-allow certifications for dispatchers and dispatch supervisors (start of certification 3 delayed to
7/1/22)
-wage increases, including:
-annual cost of living increases (FY20: 3.5%; FY21: 2.5%; FY22: 2%; FY23: 2%)
-3% increases for certain steps on the payroll and step grids in FY22 and FY23
-addition of 30+ years step to payroll grids
-possible 0.5% wage increases in FY22 and FY23 based on health insurance enrollment

Article 15: Overtime

-change dispatcher overtime rules

Article 22: Paid Sick and Injury Leave

-lower requirement for first personal day and training day from 320+ hours of sick time to 300+
hours of sick time

-second personal day and training day if 600+ hours of sick time

-unlimited sick time accrual, payout remains capped at 720 hours, hours over 720 go into sick
bank

Article 23: Bereavement Leave
-add more or new bereavement time for niece, nephew, step-parents, spouse’s step-parents

Article 26: Clothing Allowance
-FY20 and FY21: increase from $600 to $650 per year
-FY22 forward: increase from $650 to $700 per year

Article 28: Military Duty Pay
-incorporate existing Memorandum of Agreement for reservists called into active duty

Article 31: Educational Assistance
-FY21 forward: increase possible increased amount from $500 to $1,000.

Article 32: Insurance

-incorporate current HDHP w/HSA terms into CBA, including language about 2 installments and
proration

-possible 0.5% wage increases in FY22 and FY23 based on health insurance enrollment (also
noted in Article 13)

-4 years
