going south with store front parking restored permanently. Outdoor dining
can be accommodated on the sidewalk in front of the restaurants.

RE: Community Input: Development at Unit 8, Merrit Parkway Nashua, New Hampshire

City of Nashua Board of Aldermen and Planning Board Members:

We are providing input about what the community of Southwest Nashua would like ta see
developed at 8 Merrit Pkwy. As direct abutters, we realize the lot was always meant to be
developed in compliance with the zoning laws - more so now with the huge growth Nashua is
experiencing. There have been other developments along Merrit Pkwy in recent years that have
complied with the zoning laws. We conducted a survey which opened on November 29th to get a
pulse on the neighborhood preference in terms of development ideas, While the survey is
scheduled to close on December 8th, the initial results - 361 responses - provides strong evidence
on what the community wants developed.

Highlights
¢ 92% Oppose a housing development requiring zoning waivers (i.e. Fownhouse
Development)
e 54% Support a development within current zoning code
¢ 69% Support the City purchase the land for municipal use (park, (park, fire station, public
health outreach)

During the November 24th, 2021 Planning Board Meeting, Rob Parsons - the developer - presented
a conceptual plan for development of a 44-unit townhouse at 8 Merrit Pwky. A scaled down version
of the proposed project was submitted to the City of Nashua Zoning Board last summer and was
later removed. During the Planning Board meeting presentation Mr. Parsons indicated community
input will be included as part of the planning process and he has been in contact with community
members. Mr. Parsons verbally mentioned he scheduled a community meeting on December 11th
at Sky Meadow Country Club to address community questions.

We as direct abutters welcomed the opportunity to provide input. And given the huge level of
opposition to the prior proposal community support is crucial for successful development. So, it is
very concerning that as of the time of this email, none of the direct abutters have been contacted by

Mr. Parsons. Furthermore, the lack of effort to inform the community about the meeting. A request
asked by the Planning Board.

Southwest Nashua is a strong and special community. The proposals seen to date do not meet the
goals and objectives of the Maplewood development plan stemming from the foresight and efforts
of City Alderman and Planning Board members, are not in keeping with the adjacent
neighborhoods, and set a bad precedent for the rezoning/spot zoning of current R-30 and R-40 land
in the Southwest Quadrant.

The Barker family has a unique opportunity.

They could respond to the many neighbors and patrons of Greeley Park petitioning and NOT sell toa
developer.

They could be a part of the legacy that has generously enhanced not only their family but the community in
which they are still a part of.

Would their serene family home have been as desirable if there were 40 condos abutting it with hundreds of
vehicles a day passing by?

I'm not suggesting a donation, though paying it forward comes to mind...but at least work with the city ona
fair solution that keeps Greeley Park undisturbed.

Remind them there would have been no beloved park for their families to enjoy if the farmland hadn't been
deeded to the city by the grandson of Joseph Greeley who purchased the land in 1801.

Remind them there would be no iconic stone rest house and beautiful fountain, the backdrop of countless
family celebrations, community events and photographs, if in 1908 John E. Cotton hadn’t donated $5,000
(approximately$155k today). Remind them the Historic North End of Nashua, specifically Greeley Park, is
special, and they have the power to preserve its magical destination for future generations.

Greeley Park is a public park in Nashua, New Hampshire. United States, occupying 125 acres (51 ha) extending
from the Merrimack River. across Concord Street, to Manchester Street. The property was originally bought in 1801
by Joseph Greeley. who passed it on to his son after his death. The land was deeded to the city of Nashua in 1896
by Joseph Thornton Greeley. the grandson of the original Joseph Greeley. In 1908, John E. Cotton®! donated
$5000, an amount that was "matched by city funds", to change the Greeley Farm into a public park. The money was
used to create a “stone and cement rest house, a fountain, a shallow pond, a gravel walk, and flower beds”.2!

Good Morning,
I’m writing to voice my opposition to bringing back the barriers.

At the beginning of COVID I feel the leadership of Nashua made
the absolute right decision to expand dining Downtown. There is
no doubt that action saved our downtown restaurants. With indoor
dining back, the expansion is no longer needed.

The argument to bring back the barriers is that people enjoy outdoor
dining, Nashua has had outdoor dining for years.

In the ordinance you’ re discussing, it states another reason to bring
the barriers back is the "positive economic impact”. This may be true
for the restaurants but definitely NOT so for the other 100+ businesses.

I can tell you the barriers have had a huge negative economic impact on my business!
My clients are constantly telling me they avoid downtown because of the parking and
Traffic issues the barriers cause. I’ve attached 31 signatures of these clients that
oppose bringing back the barriers.

As a Nashuan born and raised and a property/business owner downtown,

I have enormous love for this city and it’s amazing downtown. If the barriers come

back for another 3+ years, I don’t know if I'll have any choice but to look into relocating
my business which has been a downtown fixture since 1981,

Downtown Nashua needs to stay a healthy environment for ALL businesses to thrive.
Not just the restaurants.

Please vote no on bringing back the barriers!!

When COVID hit our community and strict mandates existed, our restaurants were struggling
and there was a need for intervention downtown. The barriers were incorporated to create a
safe dining environment and open the area back up for patrons and employees. As we have
progressed through COVID and people are back to work and restaurants are at full capacity,
the barriers are now a nuisance. The traffic, lack of parking, and inconvenience has shop-
pers avoiding the area, resulting in a significant loss of business. It is time to move forward

and permanently remove the barriers and support the hundreds of businesses that are now
nesatively affected.
